AB  - The idea behind patrol activity is that police officers should be the persons best acquainted with the events and people in their patrol area. This implies that they should have access to relevant data and information (e.g., where and how to pay attention, when and how crimes are committed) in order to effectively perform their police duties. To what extent their perceptions of the places prone to crime (hotspots) are accurate and what the implications are for police efficiency if they are incorrect is an important question for law enforcement officials. This paper presents the results of a study on police practice in Serbia. The study was conducted on a sample of 54 police officers and aimed to determine the accuracy of the perception of residential burglary hotspots and to evaluate the ways police officers are informed about crimes. The results of the study have shown that the situational awareness of police officers is not at a desired level, with ineffective dissemination of relevant data and information as one of the possible reasons.

Noise-indicator nonnegative integer-valued autoregressive time series of the first order

AB  - This paper presents a modification and, at the same time, a generalization of the linear first order nonnegative integer-valued autoregressive processes, well-known as INAR(1) processes. By using the so-called Noise-Indicator, a nonlinear model with the threshold regime and with more complex structure than the appropriate linear models was obtained. The new model, named NIINAR(1) process, has been investigated in terms of the most general, the power series distribution of its innovations. Basic stochastic properties of the NIINAR(1) model (e.g., correlation structure, over-dispersion conditions and distributional properties) are given. Also, besides of some standard parameters estimators, a novel estimation techniques, together with the asymptotic properties of the obtained estimates is described. At last, a Monte Carlo study of this process is also given, as well as its application in the analysis of dynamics of two empirical dataset.

AB  - One of the key problems in the application of multicriteria analysis methods is identifying the importance of the model criteria. The relevance and validity of the decisions are directly conditioned by the relevance of a given set of criteria used for evaluating alternatives, and the correct determination of the weights of these criteria. Several methodologies have been developed to calculate the importance of each criterion for a given problem. All methodologies are classified into two main groups: subjective and objective. In this paper, we present a new procedure to integrate two recognized methods for determining the weights of factors-the analytic hierarchy method as a subjective method and entropy as an objective method. We apply our methodology to a contemporary local economic problem in Serbia-the process of certifying cities and municipalities as favorable to business. We also discuss its implementation in a software tool on a local government website.

Influence of Vitamin C Supplementation on Oxidative Stress and Neutrophil Inflammatory Response in Acute and Regular Exercise

AB  - Exercise induces a multitude of physiological and biochemical changes in blood affecting its redox status. Tissue damage resulting fromexercise induces activation of inflammatory cells followed by the increased activity ofmyeloperoxidase (MPO) in circulation. Vitamin C readily scavenges free radicals and may thereby prevent oxidative damage of important biological macromolecules. The aimof this study was to examine the effect of vitamin C supplementation on oxidative stress and neutrophil inflammatory response induced by acute and regular exercise. Experiment was conducted on acute exercise group (performing Bruce Treadmill Protocol (BTP)) and regular training group. Markers of lipid peroxidation, malondialdehyde (MDA), MPO activity, and vitamin C status were estimated at rest and after BTP (acute exercise group) and before and after vitamin C supplementation in both groups. Our results showed increased postexercise Asc in serum independently of vitamin supplementation. They also showed that vitamin C can significantly decrease postexercise MDA level in both experimental groups. Increased postexercise MPO activity has been found in both groups and was not affected by vitamin C supplementation. We concluded that vitamin C supplementation can suppress lipid peroxidation process during exercise but cannot affect neutrophil inflammatory response in either exercise group.

AB  - This paper gives a solution for improving e-Government services based on a hybrid approach: multilayered clustering of e-government documents based on fuzzy concepts and application of different text similarity measures. The goal is to reduce time between citizen's questions and government feedback, either completely eliminating or at least minimizing the deployment of subject matter experts. After the problem description, the paper describes step by step the functionality of the proposed system. At the end, concluding remarks emphasize some important features of the given approach and potential for future research.

Some possibilities of predicting the selection of the line of study

AB  - In accordance with the omnipresent process of computerization of society, along with a permanent global economic crisis, there is a need for saving by avoiding wrong choices for study. It is the interest of both the students and high education institutions that high education be as successful as possible, hence the need for adequate selection of the line of study is almost inevitable. The aim of the paper is to show how modern mathematical - informational media can construct a model of prediction in the selection of the line of study. In order to achieve our aim we conducted a research in the Criminal Police Academy in Belgrade. By using classic regression analysis, they developed a model which instructs students how to choose one of three lines of study after the first year, based on individual achievements in subjects in the first year and overall average period of study. The results are presented in the paper.
AB  - U skladu s opšteprisutnim procesom informatizacije društva, uz permanentnu svetsku ekonomsku krizu, nameće se potreba uštede izbegavanjem izbora pogrešnog usmerenja studiranja. Interes je kako studenata, tako i visokoškolskih institucija da visokoškolsko obrazovanje bude što uspešnije, pa se stoga gotovo nužno javlja potreba za adekvatnim izborom smera studija. Cilj rada je da ukaže na mogućnost korišćenja savremenih mate- matičko-informatičkih sredstava kojima se realizuje jedan model predikcije u izboru smera studiranja. Radi realizacije ovog cilja sprovedeno je istraživanje na Kriminalističko-policijskoj akademiji u Beogradu na kojoj je primenom klasične regresione analize razvijen model koji daje studentima uputstva za izbor jednog od tri postojeća smera studiranja nakon prve godine studiranja, a na osnovu pojedinačnog uspeha postignutog iz predmeta na prvoj godini studija i ukupnog proseka studiranja. Rezultati tog istraživanja prezentovani su u ovom radu.

AB  - The paper describes in detail the skeletonbased algorithm for the automatic extraction of fingerprint minutiae. These distinguishing characteristics are used both in the manual and automatic (AFIS-Automatic Fingerprint Identification System) fingerprint matching process for identification purpose. Proposed enhancement algorithm, utilizing multiscale orientation field estimation along with Log-Gabor filters in frequency domain, significantly improves fingerprint image quality, resulting in reduced number of falsely minutiae extracted. Results of experiments conducted on collections of fingerprint images show competitive performance of proposed algorithm.

Study program selection by aggregated DEA-AHP measure

AB  - Upon the completion of the common first-year curriculum, under graduate university students may find it difficult to choose the most appropriate study program. This paper deals with a methodology that may help students select it on the basis of their first-year marks, i.e. their efficiency. We have used data on the students' marks from the official database at the Faculty of Organizational Sciences, University of Belgrade, to determine the weights of the first-year subjects in order to predict future students' success on each of the study programs, separately. The aggregated measure, as the combination of weights obtained by Data Envelopment Analysis (DEA) as an objective, and Analytical Hierarchical Process (AHP) as a subjective method is defined for determining the subject's weight. Furthermore, based on the weights assigned to subjects according to departments, we have selected subjects relevant for assessment of future students' success and recommended the appropriate study programs.

AB  - This paper proposes a novel approach to facilitate and foster e-government optimization and automation through the use of advanced information retrieval methods and techniques, and advanced Web technologies, as well. The approach suggested in this article aims to consider interactive processes which are simple, effective, and based on the user's needs and capabilities, rather than the government's organizational structure or government business models. It should create the opportunity to evaluate and eliminate redundant or unnecessary processes as well as to reduce costs and cycle times by transitioning from the processes mainly based on human- related work to automated and more intelligent processes.
AB  - U radu se predlaže novi pristup koji treba da olakša i podstakne optimizaciju i automatizaciju elektronske uprave korišćenjem naprednih metoda i tehnika pretrage kao i naprednih veb-tehnologija. Pristup predložen u ovom radu ima za cilj da razmotri interaktivne procese koji su jednostavni, efikasni i zasnovani na potrebama i sposobnostima korisnika, a ne na organizacionoj strukturi vlade ili njenim poslovnim modelima. On treba da omogući da se ocene i eliminišu suvišni ili nepotrebni procesi, kao i da se smanje troškovi i vreme ciklusa prelaskom sa procesa uglavnom zasnovanih na ljudskom radu na automatizovane i inteligentnije procese.

The impact of the July 2007 heat wave on daily mortality in Belgrade, Serbia

AB  - Objective: Mortality has been shown to increase with heat waves. Serbia experienced the hottest heat wave in July 2007. In this study, we examined patterns of non-traumatic excess mortality in Belgrade during this event. Methods: The numbers of deaths observed during the 9-day heat wave were compared to those expected on the basis of mortality rates reported for the previous eight years and two following years. Excess mortality was analyzed by age, gender and cause of death. Results: There was a total of 167 excess deaths (38%) between 16 and 24 July. People aged 75 years and older accounted for 151(90%) of all excess deaths. An increase of mortality among elderly was 76% in comparison to the baseline mortality. Excess female mortality was over two times higher than excess male mortality (54% : 23%). The biggest increase in mortality was from diabetes mellitus (286%), chronic kidney disease (200%), respiratory system diseases (73%), and nervous system diseases (67%). Cardiovascular and malignant neoplasms mortality accounted for the highest absolute numbers of excess deaths (77 and 49, respectively). There was no decrease in mortality in the 60-day period after the heat wave. Conclusions: There are several causes of an increase in heat-related mortality. The most vulnerable population group is the elderly females.

Software tools: Tools for visualization and money laundering as a form cyber-crime

AB  - Today, when most of humanity is in the information era of development of human society with predominantly present globalization, the necessary connection of money laundering as a criminal act and the tools for visualization as meaningful methods of criminal investigation is a hot topic of scientific and professional considerations and because of that the topic of the this paper. When it comes to finance, criminal activity could not be achieved without the use of computer technology, especially the part where the condition of processing large amounts of information in a short period. The computer proved to be a means to make the widest and most complex crimes such as robbery, fraud, financial fraud, espionage, terrorism and all forms of abuse. All this points to a recent (modern) form of committing criminal acts that characterize the properties of the dynamics and special forms forms and manifestations, and to the high-tech crime. On the end of this paper work on a specific case study considered the use of visualization tools for detection and analysis of money laundering and on this example proposed one possibly way of its using.
AB  - Danas kada je većina čovečanstva u informatičkoj epohi razvoja ljudskog društva sa dominantno prisutnom globalizacijom, nužna veza pranja novca kao kriminalnog događaja i vizualajzera kao svrsishodne metode kriminalističke istrage je aktuelna tema naučno-stručnog razmatranja i zato i predmet proučavanja ovog rada. Kada je u pitanju oblast finansija, kriminalna aktivnost se ne bi mogla ostvariti bez korišćenja kompjuterske tehnologije, naročito kod dela kod kojih je uslov obrada velikog broja informacija u kratkom periodu. Kompjuter se pokazao kao sredstvo kojim se mogu izvršiti najraznovrsnija i najsloženija krivična dela, kao što su: pljačke, pronevere, finansijske malverzacije, špijunaža, terorizam, kao i svi oblici zloupotreba. Sve ovo ukazuje na jedan noviji (savremeniji) oblik vršenja krivičnih dela koji karakterišu svojstva velike dinamike i posebnih formi pojavnih oblika i vidova ispoljavanja, a to je visokotehnološki kriminal. Na kraju ovog rada je na konkretnoj studiji slučaja razmotrena upotreba alata vizuelajzera u detektovanju i analizi pranja novca i na tom primeru predložen jedan od mogućih načina korišćenja.

Time series studies estimating health risks associated with short-term exposure to air pollution

AB  - Epidemiological studies investigating the health effects of short-term exposure to air pollution most often assess the impact of variations in concentrations of air pollutants on the number of adverse health events from day to day, using regression models for analyzing time series data. Heterogeneity in the results of these studies is caused by differences in mixtures of pollutants, development level of health services, meteorological conditions, geographical location and characteristics of the population, but differences between the way regression models are formed and associated factor effect control are still present. The aim of this paper is to present the results of studies conducted in the world where the effects of air pollution on human health was investigated using time series models, and highlight the need for standardization of the regression models used in the analysis.
AB  - Epidemiološke studije koje istražuju zdravstvene efekte kratkotrajnog izlaganja aerozagađenju najčešće procenjuju uticaj varijacija koncentracija zagađujućih materija u vazduhu na broj negativnih zdravstvenih događaja iz dana u dan, korišćenjem regresionih modela za analizu vremenskih serija podataka. Do heterogenosti u rezultatima ovih studija dovode razlike u sastavu smeše polutanata, razvijenosti zdravstvene službe, meteoroloških prilika, geografskog položaja i karakteristika populacije, ali i još uvek su prisutne razlike u načinu formiranja regresionih modela i kontrole delovanja pridruženih faktora. Cilj ovog rada je prikaz rezultata studija sprovedenih u svetu u kojima je uticaj aerozagađenja na zdravlje ispitivan primenom modela vremenskih serija, kao i ukazivanje na potrebu standardizacije regresionih modela koji se koriste u analizi.
