Correlation of neuropsychological indicators of child development with speech: empirical research underpinning the National Children’s Health Prevention Program

AB  - Background/Aim. Psychophysiological disorders and
speech pathology is one of the priority public health
problems in the Republic of Serbia. A child’s growth and
development proceed in a particular sequence and course,
depending on individual physiological capacities, quality of
neuromuscular structures, and stimuli, which can be
significantly affected by the environment. The development
of speech from birth to the adult age is a result of the
interaction of neurocognitive factors that contribute to the
gradual attainment of phonological presentation and motor
control abilities. The aim of the study was to examine the
connection between manipulative manual dexterity, oral
praxis, and lateralization with the development and speech
in children and their potential for the development of
prevention programs. Methods. The sample included 60
children from Belgrade of both sexes, aged between 5.5 and
7 years. Of these, 30 made up the experimental group –
children with deviations in speech development (articulation
disorders), and 30 made up the control group – typically
developing children from the general population. The
instruments used were the Manipulative Manual Dexterity
Test (Lafayette), Oral Praxis Test, and part of the Test for
assessing lateralization (auditory, visual, and functional).
Results. The hand grip development level was statistically
significantly different between the experimental and the
control group (χ2 = 21.40, df = 3, p < 0.01). The presence
of associated involuntary movements statistically
significantly differed between the experimental and the
control group examinees (χ2 = 10.58, df = 1, p < 0.01). Oral
praxis statistically significantly differed between the
experimental and the control group (t = 2.01, p < 0.05).
Visual laterality statistically significantly differed (χ2 = 7.56,
p < 0.05) between the observed groups. When all predictors
were taken into account, significant contribution to the
explanation of the existence of speech pathology
(articulation disorders) was given by the variables: Visual
lateralization [odd ratio (OR) = 0.38; 95% confidence
interval (CI) = 0.179–0.832; p = 0.015] and the level of hand
grip development (OR = 0.23; 95% CI = 0.082–0.699; p =
0.009). Conclusion. The hand grip development level and
visual laterality are worse in children with speech
(articulation) impairment and developmental deviations.
These indicators of child development should be used as a
guide in designing the national programs for developmental
assessment and prevention in the child healthcare system.
AB  - Uvod/Cilj. Psihofiziološki poremećaji i patologija govora
su jedan od prioritetnih problema javnog zdravlja u
Republici Srbiji. Rast i razvoj deteta odvijaju se određenim
tokom i redosledom, zavisno od individualnih fizioloških
kapaciteta, kvaliteta nervno-mišićnih struktura i podsticaja,
na koje sredina može značajno da utiče. Razvoj govora od
rođenja do odraslog doba rezultat je interakcije
neurokognitivnih faktora pomoću kojih se postepeno stiču
sposobnosti fonološke prezentacije i motorne kontrole. Cilj
istraživanja bio je da se ispita povezanost manipulativne
manuelne spretnosti, oralne praksije i lateralizovanosti sa
razvojem i govorom kod dece i njihov potencijal za izradu
preventivnih programa. Metode. Uzorkom je obuhvaćeno
60 dece iz Beograda, oba pola, uzrasta od 5,5 do 7 godina.
Njih 30 činilo je eksperimentalnu grupu – deca sa
odstupanjima u razvoju govora (artikulacioni poremećaji) i 30 kontrolnu grupu – deca urednog razvoja, iz opšte
populacije. Od „instrumenata“ ispitivanja koriščeni su: test
manipulativne manuelne spretnost (Lafayette), test oralne
praksije i deo testa za procenu lateralizovanosti (auditivna,
vizuelna i upotrebna). Rezultati. Nivo razvijenosti hvata je
bio statistički značajno različit kod eksperimentalne i
kontrolne grupe (χ2 = 21,40, df = 3, p < 0,01). Prisustvo
nevoljnih kretnji bilo je statistički značajno različito kod
ispitanika eksperimentalne i kontrolne grupe (χ2 = 10,58, df =
1, p < 0,01). Oralna praksija je bila statistički značajno različita
kod eksperimentalne i kontrolne grupe (t = 2,01, p < 0,05).
Vizuelna lateralizovanost je bila statistički značajno različita
(χ2 = 7,56, p < 0,05) među posmatranim grupama. Kada se
uzmu u obzir svi prediktori, u višestrukom regresionom
modelu statistički značajan doprinos u objašnjenju postojanja
patologije govora (poremećaji artikulacije) dali su vizuelna
lateralizovanost [odd ratio (OR) = 0,38; 95% confidence interval
(CI) = 0,179–0,832; p = 0,015) i nivo razvijenosti hvata (OR
= 0,23; 95% CI = 0,082–0,699; p = 0,009). Zaključak. Nivo
razvijenosti hvata i vizuelna lateralizovanost je lošija kod dece
sa oštećenjem govora (artikulacije) i odstupanjima u razvoju.
Ove indikatore razvoja deteta trebalo bi iskoristiti u kreiranju
nacionalnih programa procene i prevencije razvoja u sistemu
zdravstvene zaštite dece.

Convergence and Symbiosis of Public Administration Principles - International and European Perspective

AB  - Under strong influence of the European coherency,
the member states are constantly improving public administration performance. The scientific justification of the paper has been reflected
through analysis and synthesis of legally binding or non-binding
/international and European principles. It focuses on international and
European rules and practice promoting principles of legality, professionalism, transparency, responsibility, public service integrity. They
have a strong influence on the development and implementation of the
standards in national public administration systems. It is expected that
harmonization of national regulations will encourage development of
common practice of public officials’ performance. The European
Court of Human Rights doctrine and practice has developed the principle of legality (rule of law, legal certainty). The paper also emphasizes the efforts of European institutions (European Commission, Council of Europe, European Court of Human Rights) as well as other
international organisations (United Nations).
The paper offers the analysis and comparison of divergent tendencies in the permanent public administration reform. It elaborates
convergence and symbiosis of international and European standards
and their influence to national administrative systems. Particular attention has been given to comparison at cross-national level and possibilities for putting standards in practice in various national legal
systems.
Prevailing research methods are theoretical and normative,
comparative and descriptive research methods, as well as crossnational and international comparisons with respect to case law of
European institutions (European Court of Human Rights, Council of
Europe).
AB  - Inicijativom meĊunarodnih i regionalnih
organizacija, podstiĉu se stalne promene i reforma sistema javne
uprave u kontekstu ostvarenja vladavine prava i jaĉanja
institucionalnih kapaciteta. Usvajajući zajedniĉke standarde, države
menjaju i unapreĊuju upravne sisteme i harmonizuju najznaĉajnije
segmente rada javne uprave. Pored uticaja i doprinosa Evropske unije
i njenih institucija na razvoj i primenu upravnih standarda, od znaĉaja
su inicijative drugih meĊunarodnih i regionalnih organizacija -
Organizacije ujedinjenih nacija, Saveta Evrope i drugih asocijacija.
Standardi definisani aktima meĊunarodnih i regionalnih organizacija,
usmereni su ka pružanju podrške državama za uspostavljanje jasnog i
konzistentnog pravnog okvira i sprovoĊenje vladavine prava, razvoju
dobro organizovanih sudskih, upravnih, bezbednosnih i drugih
institucija, kao i razvoju graĊanskog društva koje doprinosi jačanju vladavine prava i odgovornosti javnih službenika i institucija. U radu
se ukazuje na znaĉaj naĉela zakonitosti (vladavine prava),
profesionalizma, transparentnosti, efikasnosti, odgovornosti i
integriteta. Od posebnog je znaĉaja depolitizacija uprave i puna
primena principa meritornosti.
Imajući u vidu specifiĉnu tradiciju nacionalnih sistema – pravnu tradiciju, politiĉku podršku za sprovoĊenje promena, ekonomski
ambijent, organizacionu kulturu u organima i organizacijama javne
uprave, od država ĉlanica se oĉekuje usklaĊivanje nacionalnih propisa
sa smernicama definisanim od strane meĊunarodnih i regionalnih organizacija. Njihovom inkorporiranju i primeni, trebalo bi pristupiti
kritiĉki i analitiĉki, bez preuzimanja „gotovih“ rešenja. Evropski i
meĊunarodni standardi ne mogu imati punu primenu u nacionalnim
upravnim sistemima, bez prilagoĊavanja i uzimanja u obzir stvarnih
potreba i prioriteta. Preispitivanje i prihvatanje meĊunarodnih
standarda predstavlja potrebu i izazov u procesu unapreĊenja rada
javne uprave. Evropski sud za ljudska prava ima sveobuhvatan pristup odreĊenju naĉela „dobre uprave“, polazeći od stanovišta da je u
skladu sa naĉelom zakonitosti i vladavine prava od kljuĉnog znaĉaja
efektivna primena pravnih pravila u praksi. Nauĉni doprinos rada,
ogleda se u analizi i sintezi standarda razvoja javne uprave, definisanih od strane meĊunarodnih i regionalnih organizacija, kritiĉkom preispitivanju i pokušaju da se odredi zajedniĉki evropski „administrativni identitet“.

Theoretical understandings of the concept of a 'public servant' towards a common definition

AB  - The public law theorists have been attempting to determine the meaning of the concept of 'public servant' on the basis of various criteria. The existing theoretical views often reflect the dynamics of administrative development of individual countries, which directly affects the status and the role of a public servant. Given the lack of a 'universal definition', the objective of this paper is to point to the diverse theoretical definitions of the notion of the public servants, which are often associated with the role and characteristics of an individual country's public administration, legal tradition, and political and social system. Notwithstanding the existing theoretical differences, the paper also aims to establish the common and essential elements of the concept of a public servant, which transcend the national differences. Although the theoretical concept of the public servants offered by legal science often relies on a definition of positive law, the divergences of scientific opinions keep shaping the normative reality as well.

Notwithstanding the existing theoretical differences, the paper also aims to establish the common and essential elements of the concept of a public servant, which transcend the national differences. Although the theoretical concept of the public servants offered by legal science often relies on a definition of positive law, the divergences of scientific opinions keep shaping the normative reality as well.",

AB  - Strengthening administrative capacities and development of a professional  and  efficient  public  administration is one of the  European Union key requirements. Introducing a new human resource  management system based on competences represents an essential element of a comprehensive  public  administration  reform  in  the  Republic  of  Serbia.  
The  main  objective of the  paper is to review new public administration legislative framework  introducing a modern human resource management. Consequently, the paper restricts itself to  the  following  elements: personnel  planning,  recruitment  and  selection based  on  competences,  performance  appraisal,  professional  training,  and  mobility  within  public administration at central and local level. In addition, according to the novelties in laws and by
-laws, competences are connected with all human resources management functions. Essentially, it will create the legal basis to support professional, efficient, effective and high quality public administration performance. All of these elements make public administration dynamic and more responsive to the needs of clients and society. Furthermore, in order to provide efficient implementation of new  management instruments, significant efforts need to be invested in order to implement and sustain ambitious reform program.

AB  - A number of European countries introduced new civil service performance appraisal systems over the past decade. The current reform trends in the EU member states emphasise the need for development of a modern performance appraisal model, where measurable performance targets, agreed between civil servants and their superiors, constitute the main performance appraisal criterion. There is also a visible trend of linking performance appraisal to other human resource management functions, such as promotion, professional development, remuneration, mobility, termination of employment. 
This paper provides a comparative review of good practice of performance appraisal in European countries. Comparison of European countries performance appraisal models provides an opportunity for learning from experiences and problems of others, taking into account particularities of national administrative systems. Improvements in the methods, criteria, ratings and style of communication are the most debated instruments. 
In the context of current changes of the Serbian civil service legislation, the emphasis is on development of professional capacities and introduction of modern performance appraisal system. The authors assess the current performance appraisal system in Serbia, pointing out its strengths and weaknesses, measured against the SIGMA Principles of Public Administration and give proposals for its improvement.

AB  - In the context of the public administration reform in the Republic of Serbia, the accent is on the development of professional capacities and introduction of civil servants' competencies. The aim of the paper is to point out to the overall context of the public administration reform in the Republic of Serbia and the latest reform trends regarding establishment of an integrated and competency-based civil service. The author emphasizes the importance of the integration of Competency framework in civil service legislation, which is in accordance with European Civil Service standards and the Human Resource Management Framework Policy for Public Administration in the Republic of Serbia. Pursuant to this paper, competencies add up to collection of knowledge, skills and behaviour required for effective performance of work tasks. The author concludes that in the context of introducing competencies in the civil service system of the Republic of Serbia, changes in legal framework are required - primarily in the Law on Civil Servants, and other laws and bylaws. For a competency framework to be efficiently implemented, education of civil servants is required.
AB  - Imajući u vidu savremene tendencije reforme javne uprave, evropske standarde razvoja službeničkog sistema i činjenicu da koncept kompetencija još uvek nije dovoljno poznat stručnoj javnosti, cilj rada je da bliže objasni značenje i svrhu kompetencija u upravljanju ljudskim resursima u državnoj upravi. Autor takođe ukazuje na aktuelne trendove unapređenja službeničkog sistema kroz uvođenje Okvira kompetencija i njegovo integrisanje u zakonodavstvo. Strateško opredeljenje predstavljeno Okvirom politike upravljanja ljudskim resursima u državnoj upravi Republike Srbije se prvenstveno odnosi na uspostavljanje celovitog pristupa upravljanju ljudskim resursima zasnovanog na kompetencijama - počev od planiranja ljudskih resursa, odabira i zapošljavanja, uvođenja u posao, upravljanja učinkom, razvoja zaposlenih, do izlaska iz organizacije. Usvajanjem Okvira kompetencija državnih službenika u Republici Srbiji se podržava profesionalizacija državne uprave i obezbeđuje puna primena principa meritornosti. Ugrađen u sveobuhvatni sistem upravljanja ljudskim resursima, Okvir kompetencija će uticati na poboljšanje radnog učinka zaposlenih i ostvarivanje strateških ciljeva organa i organizacija. Identifikovanje kompetencija za delotvorno obavljanje posla, jasno pokazuje gde treba usredsrediti napore, kako u pogledu ličnog razvoja na sadašnjem radnom mestu, tako i u pogledu razvoja karijere državnih službenika. Autor zaključuje da kompetenicje dobijaju na punom značaju integrisanjem u zakonodavstvo i punom primenom u svim funkcijama upravljanja ljudskim resursima. U cilju uvođenja kompetencija, neophodne su izmene pravnog okvira - Zakona o državnim službenicima, drugih zakona i podzakonskih propisa i usvajanje novih podzakonskih propisa. Izmenama pravnog okvira nastavlja se započeta profesionalizacija državne uprave i obezbeđuje puna primena principa meritornosti. Novi pristup upravljanju ljudskim resursima traži vreme i posvećenost, a prvenstveno edukaciju zaposlenih - razvoj potrebnih menadžerskih znanja i veština.

AB  - One of the key dilemmas faced in organizing a state and society concerns the importance afforded to central and local goals and interests. Adaptation to demographic, economic, political, scientific and technological changes in the environment requires changes in the status and role of local self-government. Adding to this mix, the constitutional and administrative traditions of Serbia affect the establishment and development of local self-government. Therefore, the enhancement of the model of local self-government must be studied using the historical method, among others. This paper aims to provide an overview of the historical development of local self-government in Serbia from the period of Developed Feudalism up to the mid-1990s. Historical considerations and traditions are vital to sustaining a certain practice of territorial decentralization of state power and to envisaging future solutions for the effective territorial organization and models of local (self) government in accordance with the realities of the region.

AB  - Status elements of police and its specific characteristics derive from the nature of business the police were established for. Basic elements of the status of police are related to its autonomy, its position regarding the other bodies and organizations, its modus operandi and work and legal status of the employers. On the other hand, besides performing traditional functions, contemporary role of police is manifested in 'social-service' work, which makes it a public service. Based on that and on the standpoint that one of the basic goals of the reform of the police in Serbia is its transformation to so-called 'modern service', this paper is dedicated to basic elements of its status, in accordance with contemporary demands.
AB  - Elementi statusa policije i njena specifična obeležja proizilaze iz suštine poslova za koje je policija obrazovana. Osnovni elementi statusa policije se odnose na njenu autonomnost, položaj u odnosu na druge organe i organizacije, način rada i radnopravni položaj zaposlenih. S druge strane, osim obavljanja tradicionalnih funkcija, savremena uloga policije se ogleda u 'socijalno-uslužnom' radu, što je čini javnom službom. Polazeći od toga, kao i od stanovišta da je jedan od osnovnih reformskih ciljeva policije u Srbiji njena transformacija u tzv. 'moderan servis', ovaj rad je posvećen osnovnim elementima njenog statusa, u skladu sa savremenim standardima.

AB  - lt Zaključak> Donošenje novog Zakona o državnim službenicima, Zakona o državnoj upravi i pratećih uredbi stvara osnov za reformu državne uprave, koji bi uz primenu drugih mera i vršenja odgovarajućih aktivnosti od strane nadležnih organa i tela, doprineo stvaranju moderne državne uprave. Novim propisima se određuje normativni okvir za razvoj fleksibilnosti u organima državne uprave uvodi mobilnost državnih službenika, uvodi napredovanje prema rezultatima rada i razvija savremena praksa upravljanja ljudskim resursima. Radno-pravni položaj državnih službenika se uređuje na način koji omogućava profesionalan stručan, kvalitetan i efikasan rad državnih službenika, pa tako i svih organa državne uprave. Novi propisi su bazirani na savremenim principima i standardima evropskog upravnog prostora, koji su definisani u nacionalnim zakonodavstvima zemalja Evropske Unije. Usvajanje i primena savremenih principa upravljanja kadrovima ima veliki značaj za razvoj moderne i efikasne državne uprave. Razvoj karijernog sistema, uvođenje i primena savremenih tehnika selekcije kandidata, ocenjivanje zasnovano na merenju učinka i objektivnim pokazateljima, napredovanje zasnovano na ocenjivanju - zalaganju na radu i stručnom razvoju, permanentno stručno usavršavanje službenika kontinuirano planiranje kadrovskih potreba u skladu sa strateškim ciljevima organa, u velikoj meri razvijaju profesionalizam u državnoj upravi obezbeđuju kontinuitet u radu, i utiču na privlačenje i zadržavanje visoko stručnih i kompetentnih kadrova. Napominjemo da je reforma sistema plata u državnoj upravi u toku, kao i postupak izmene i donošenja novih propisa u ovoj oblasti, što u velikoj meri doprinosi razvoju službeničkog sistema u celini. Novim propisima se definiše osnova za primenu novih instituta i njihovo uvođenje i obavljanje u praksi. Novi propisi zahtevaju efikasnu i efektivnu primenu, što podrazumeva nekoliko aspekata. To je pre svega funkcionalni aspekt - uvođenje novih poslova, prelazak na nove načine rada uvođenje nove prakse i sistema komunikacije među organima državne uprave i sa drugim organima - razvijanje institucionalizovane saradnje između organa. Takođe, obuhvata institucionalni razvoj, odnosno jačanje kapaciteta organa državne uprave za efikasnu primenu novih propisa. To podrazumeva analizu i jačanje i promenu organizacione strukture organa, naročito jedinica za kadrove u organima državne uprave, koji su glavni nosioci poslova upravljanja kadrovima, kao i obezbeđenje potrebnog broja zaposlenih u njima. Poseban značaj, kada je reč o primeni propisa, ima obučavanje državnih službenika i funkcionera. Uvođenje i primena novih instituta nužno podrazumeva stručnu osposobljenost za obavljanje poslova i permanentni razvoj stručnih sposobnosti zaposlenih u organima državne uprave.

Legal status of police officers and professionalization of police

AB  - Public administration reform and its professionalization represent one of the pre-conditions for the European Union accession. In order to provide efficient implementation and enforcement of EU policy, modern administrative structures need to be established. One of the main elements of the professionalization of administration is the improvement of the civil servants status. Professional, depolitized and efficient administration requires setting up the civil servants status in a new manner and enactment of new regulation in order to adopt and implement common European principles. This paper is focused to police officers status as a special category of civil servants who perform vital functions of public interest. Due to specific nature of police functions and its character, status of police officers is regulated in a specific manner which differs from the regulation on civil servants legal status in other state administration bodies in Serbia. Professionalization of police is an issue of high priority, regarding the importance of functions they perform like the human rights prevention and maintaining the peace in society. Therefore, police officers have to be highly qualified, trained, motivated and politically neutral in order to execute tasks efficiently. Analyzing the civil servants status in other state administration bodies in Serbia, we can identify some elements of their legal position, the institutes and modern human resource management principles which can be introduced in the police system and applied to the police officers status. The aim of the paper is to analyze and present the elements of the legal position of police officers and to point out to the similarities and differences between their status and other civil servants status. Furthermore, the paper is focused to modern European principles and human resource management practice in civil service. According to European standards, some principles and institutes have been adopted by domestic regulation such as introducing of an open and competitive selection and recruitment of candidates based on merit and transparent criteria, evaluation of performance based on determined performance criteria, promotion based on merit, established mechanisms of motivation and renumeration, permanent professional training, development of individual responsibilities, prevention of corruption, impartial performance. Although some of these institutes have been introduced by the regulation, mechanisms for the effective implementation need to be established. Therefore, one of the important tasks shall be capacity building of the Ministry of internal affairs, its reorganization, personal development and education of employees, introducing new institutes and working methods. Since civil service has to operate as an integrated system and since an efficient cooperation and coordination between the state administration bodies has to be established, capacity building of the Human Resource Management Unit in the Ministry of Internal Affairs is required as well as the coordination with central unit - Human Resource Management Office of the Government of Serbia and human resource management units in other ministries, in order to introduce common human resource management principles and develop modern and professional police.
AB  - Imajući u vidu specifičnu prirodu i karakter policijskih poslova, na pravni položaj policijskih službenika se primenjuje poseban pravni režim, koji se razlikuje od opšteg režima regulisanja statusa državnih službenika u drugim organima državne uprave. Specifični elementi statusa policijskih službenika su njihova prava i obaveze, odgovornost za obavljanje poslova, principi rada koji su definisani u skladu sa prirodom poslova, sistem zvanja, uslovi za prijem u radni odnos, sistem ocenjivanja i napredovanja, stručno usavršavanje, kao i sistem plata i naknada za rad. Navedene elemente razmatraćemo sa aspekta pozitivnopravnih rešenja i prakse, kao i usvojenih evropskih standarda i principa u cilju ukazivanja na savremene tendencije razvoja i profesionalizacije policije.

AB  - Процес европских интеграција, током последњих десет година,
утицао је на конвергенцију националних административних система земаља
чланица Европске Уније. Сарадња између држава, размена искустава и најбоље
управне праксе, развој и дефинисање заједничких административних принципа,
стандарда и вредности, утицали су на приближавање националних управа и
настанак и развој „Европског управног простора“. Модерна и реформисана
јавна управа, која има капацитете за ефективну примену комунитарног права,
представља услов за чланство у Европској Унији. Имајући у виду да је један
од стратешких циљева наше земље укључивање у савремене европске токове,
праћење импулса модернизације управе, усвајање и имплементација заједничких
европских управних принципа, стандарда и вредности, један је од кључних
задатака за нашу земљу.
