Визуелизација латентних трагова папиларних линија на бакарним површинама таложењем метала

AB  - При контакту папиларних линија на кожи прстију,
дланова и табана и додирнуте површине настаје траг папиларних
линија, који може да се користи за идентификацију особе која га је
оставила. Квалитет и употребљивост трага за идентификацију
зависи од много фактора. У циљу оправданости истраживања дат
је статистички преглед броја извршених увиђа ја на месту догађаја
са пронађеним траговима уопште, као и број пронађених трагова
папиларних линија. С обзиром на то да је број пронађених тра
гова папиларних линија на месту догађаја на годишњем нивоу на
територији ПУ за град Београд веома велики, а проценат иденти
фикације лица на основу трагова папила рних линија једноцифрен,
постоји простор за његово повећање. Успешност идентификације
би могла да буде побољшана увође њем нових метода за визуелиза
цију (изазивање) латентних трагова папиларних линија. У раду је
дат преглед постојећих метода за визуелизацију латентних тра
гова папиларних линија на месту догађаја, као и поређење појединих
метода за визуелизацију латентних трагова папиларних линија
на металним површинама, конкретно бакру. У експерименту су коришћене методе таложења метала и примене дактилоскопских
(конвенционалних) прашкова, и то на бази угљеника на металној
површини као што је бакар. Извршено је поређење изазваних тра
гова и одређен је њихов квалитет, односно потенцијал за иденти
фикацију.
AB  - When the papillary lines of the skin of fingers, palms and
soles come into contact with the touched surface, a fingermark is created,
which can be used to identify the person who left the evidence. The quality
and usability of a fingermark as evidence for identification may depend on
many factors. In order to justify the research, a statistical overview of the
number of investigations performed at the crime scene with evidence found
in general, as well as the number of fingermarks found, was presented.
Given that the number of fingermarks found at the scene of crime in the
territory of the police unit for the city of Belgrade is very large, and the
percentage of identification of persons based on fingerprints is in the single
digits, there is space for its increase. The success of personal identification
could be improved by introducing new methods for visualizing fingermarks.
The paper provides an overview of existing methods for visualizing latent
fingermarks at the scene, as well as a comparison of individual methods
for visualizing latent fingermarks on metal surfaces, such as copper. The
method of metal deposition and the method of applying fingerprint (con
ventional) powders, based on carbon (instant black), on a metal surface
such as copper, were used. A comparison of the visualized fingermarks was
performed and their quality, i.e. potential for identification of persons was
determined. The application of electrochemical metal deposition for the
visualization of latent fingermarks gave satisfactory results with certain
limitations, including the following: it is necessary to find a fingermark on
an electrically conductive substrate; it is necessary to apply the method on
the equipment located in the laboratory, on condition that the object with
the latent fingermark is portable and of suitable dimensions and mass so
that it can be immersed in the cell for electrolysis.

AB  - У раду су представљене неке врсте импровизованих
експлозивних направа (ИЕН) и начини њиховог постављања и иницирања у домаћој форензичкој пракси. Поступање са експлозивним
направама уопште веома је захтевно и одговорно и носи са собом
много безбедносних ризика. Самим тим је специфична и форензичка обрада места догађаја. Зато је веома значајно и ангажовање
специјално обучене екипе са знањем из области противдиверзионе
технике с обзиром на то да увек постоји опасност од нових експлозија. Када је реч о импровизованим експлозивним направама, форензичка обрада места догађаја је комплекснија. Свака импровизована
експлозивна направа је јединствена будући да њена израда зависи
од знања, маште, искуства учиниоца и расположивости приручних средстава. За квалитетну и свеобухватну форензичку обраду
места догађаја, с обзиром на то да је свако место догађаја јединствено, веома су значајни искуствено учење и анализа случајева
постављених направа. Циљ рада је да се укаже на могуће начине
иницирања и постављања експлозивне направе ради њеног лакшег
уочавања при противдиверзионом прегледу и лакше форензичке
обраде места догађаја у случају њеног активирања. У раду су анализирани начини на које су израђене експлозивне направе, места на
којима су постављане, начини на које су направе инициране, као и материјални трагови који су остали на месту догађаја. Истраживање обухвата период од 2007. до 2022. године.
AB  - The paper presents some types of improvised explosive
devices (IED) and ways of placing and initiating them in domestic forensic practice. In general, handling explosive devices is very demanding and
responsible and it carries many security risks. Therefore, there are specifics
in crime scene investigation. The involvement of a specially trained team
with knowledge of bomb squad techniques is very important, since there
is always a risk of new explosion. When it comes to improvised explosive devices, crime scene investigation is more complex. Every improvised
explosive device is unique since its production depends on the knowledge,
imagination, experience of the perpetrator and the availability of materials. Thus, such a device can be considered more dangerous compared
to military explosive devices from the point of view of bomb-squad techniques, considering that members of the police at the scene find it harder
to recognize the device because they cannot find it in professional literature
and catalogs. For quality and comprehensive crime scene investigation, it
is very important to learn and analyze cases of planted devices, since each
scene is unique. The importance of identifying the improvised explosive
device is great, considering the fact that it can indicate the source of supply
of the explosive substance and other parts of the device, the perpetrator`s
possession of specific knowledge and the manner of committing the crime.
The aim of the paper is to demonstrate possible ways of initiating and placing an explosive device for its easier observation in bomb squad examination and easier crime scene investigation in case of its activation. The paper
analyzes the ways in which explosive devices were made, where they were
planted, the ways in which the devices were initiated and physical evidence
that remained at the crime scene. The research covers the period from 2007
to 2022. The research has shown that improvisation was mainly performed
in the initial part of the explosive device, as well as that high explosives
were used during the observed period.

AB  - Bearing in mind the fact that the defendant in criminal proceedings has the right to a defense by remaining silent and even giving false
statements, as well as the fact the testimonies of witnesses frequently lack consistency and credibility, there is a large number of cases in
which the court has to rely on the findings and opinions of expert witnesses for assessments and clarifications of legally relevant facts.
Therefore, it is of great importance to scrutinize issues pertaining to the competencies of forensic experts and the quality of databases
on forensic experts. Hence, the subject under review in this article is a comparative analysis of the registers of forensic experts in Serbia,
Northern Macedonia, Montenegro, and Bosnia and Herzegovina, as compared to the corresponding registers in Slovenia and Croatia,
as member states of the European Union. We decided to research the registers of forensic experts in the fields of fire and explosion,
using the following research methods: observation, description, comparison, and analysis. The analyses focused on the forensic experts’
type and level of education, age, and gender, as well as how the registers of forensic experts are organized. This article also provides
recommendations related to improving the manner of keeping the register of court experts and the optimal competencies of such
experts to ensure that legally relevant facts in criminal proceedings are correctly and thoroughly established.

The evidentiary value of photography in criminal investigations

AB  - Photography is admitted as one of the widely used methods in criminal
investigation which has a significant evidentiary potential, but only if it is
made according to special technical and procedural rules. Considering its
great value in the collecting and examination of material evidences, in
this paper it will be presented the review of application of photography in
the process of proving the facts in criminal proceedings. At first, it will be
presented the general legal rules on the manner of proving and assessment
of the evidence in criminal proceedings, which are decisive in considering
photography as evidence. The focus will be on photographs which are used or
obtained by conducting evidentiary actions, such as witnesses’ identification
and covert surveillance and audio and video recording and photographs
which represent technical contribution to other evidentiary actions, such as
crime scene investigation. Finally, it will be considered evidentiary action
named proving by a record, under which the use of photography as evidence
could be subsumed, with reference to relevant cases from the case law in
Republic of Serbia.
AB  - Fotografija je prihvaćena kao jedna od zastupljenijih metoda
kriminalističke istrage, koja ima značajni dokazni potencijal ukoliko je
sačinjena u skladu sa posebnim tehničkim i procesnim pravilima. Uvažavajući
veliki dokazni potencijal fotografije u prikupljanju i oceni materijalnih
dokaza, u radu će biti prezentovana moguća upotreba fotografije u postupku
dokazivanja činjenica u krivičnom postupku. Na početku, biće razmotrena
opšta zakonska pravila o načinu dokazivanja i oceni dokaza u krivičnom
postupku, koja su relevantna za razmatranje fotografije kao dokaza. Fokus
će biti na fotografijama koje se koriste ili koje su dobijene sprovođenjem
dokaznih radnji, poput prepoznavanja od strane svedoka i tajnog praćenja
i audio i video snimanja i fotografijama koje predstavljaju tehnički prilog
drugim dokaznim radnjama, poput uviđaja. Na kraju, biće razmotrena
dokazna radnja dokazivanje ispravama, pod kojom se može podvesti
upotreba fotografije kao dokaza, uz ukazivanje na relevantne slučajeve iz
sudske prakse u Republici Srbiji.

AB  - The application of thermal imaging cameras in crime detection has raised the
question of the legality of their use, as well as the procedural value of thus obtained
information. With regard to these questions, the standpoint of the U.S. court practice has
shown diametrically opposite views. The earliar U.S. courts rulings took the position that
the application of thermal imaging cameras was not subject to the fulfillment of any
particular conditions and that it was encompassed by police discretionary decisions. The
position of later rulings was that the application of new technologies, including thermal
imaging cameras, was subject to basic conditions required for searching, i.e. mandatory
obtaining of the court order with the purpose of protecting the right to privacy. As the
application of thermal imaging cameras in the Republic of Serbia is prescribed neither by
laws nor by by-laws, it could be governed by general regulations on the use of technical
means in implementing operational tactical measures and actions, as well as gathering of
evidence. Therefore, thermal imaging cameras might be used in police actions, such as
police observation, covert surveillance and recording. In the course of covert surveillance
and recording, as part of theevidence gathering process, the use of thermal imaging
cameras would be regulated by the same conditions by which the undertaken actions are
regulated. Since the possibility of the application of thermal imaging cameras while
performing police observation is not explicitly provided for, dilemmas with regard to their
use still remain, as well as the issues concerning their procedural value.
AB  - Примена термовизијских камера у детекцији криминала отворила је питање
законитости њихове употребе и процесног значаја тако добијених информација. У
одговору на ова питања пракса америчких судова заузимала је дијаметрално
супротстављена гледишта. Старије пресуде америчких судова су полазиле од
схватања да примена термовизијских камера не подлеже испуњавању никаквих
посебних услова и да потпада под полицијско дискреционо одлучивање. Касније
пресуде заузимају став да примена нових технологија, па и термовизијских камера,
подлеже основним условима који се траже за претресање, односно обавезном
прибављању судске наредбе, а све у циљу заштите права на приватност. Примена
термовизијских камера у Републици Србији није прописана ниједним законом или
подзаконским актом, већ би се могла подвести под опште одредбе о употреби
техничких средстава при спровођењу оперативно-тактичких мера и радњи и
доказних радњи. Као радње при чијем спровођењу би могло доћи до употребе
термовизијских камера издвајају се полицијско опажање и тајно праћење и снимање.
Приликом примене тајног праћења и снимања, као посебне доказне радње, примена
термовизијских камера била би уређена под истим условима под којима се и сама
радња предузима. Дилеме постоје код примене термовизијских камера при
спровођењу полицијског опажања, будући да та могућност није експлицитно
предвиђена, а тиме је остало без одговора и питање њиховог процесног значаја.

AB  - Physical and personal evidence are often considered in criminal
literature. New scientific and technical methods and achievements are also
applied in securing evidence material for the court’s needs. Thus, the thermal imaging technique can be used to provide primarily physical, as well as
personal proofs. The paper presents an overview of the possibility of thermal
imaging application in various forensic areas, bearing in mind that the thermal imaging technique is based on the fact that the heated bodies emit the
thermal radiation that is registered by the existence of different temperature
fields on the recorded objects.

Forensic examination of physical evidence on ammunition fired from 3D printed guns

AB  - Printing techniques are constantly being improved following the development of computer technology. In recent years we are witnesses of a useful printing of objects in three dimensions in industry, medicine, arts and other fields. Also, this technology can be abused to make weapons in an improvised ballistic laboratory. The question is, if such a weapon is used to commit crime (murder, attempted murder, grievous bodily harm, causing general danger, etc.) how can one examine traces of the ammunition or parts of the ammunition fired from the weapon. This way of producing weapons is an illegal act and a global threat, so it is vital to consider how to prevent abuse of this technology and opportunities of forensic investigations of ammunition fired from such a weapon if it is used for committing a crime.
AB  - Štamparska tehnika se konstantno usavršava prateći razvoj kompjuterske tehnologije i poslednjih godi-na svedoci smo korisnog štampanja predmeta u tri dimenzije u industriji, medicini, umetnosti i dr. Takođe, ovu tehnologiju moguće je i zloupotrebiti i napraviti oružje u improvizovanoj balističkoj laboratoriji. Postavlja se pitanje, ukoliko se ovakvo oružje upotrebi za izvršenje nekog krivičnog dela (ubistvo, pokušaj ubistva, nanošenje teških telesnih povreda, izazivanje opšte opasnosti i sl.), na koji način se mogu ispitati tragovi na municiji koja je ispaljena iz ovakvog oružja i na njenim delovima. Ovakav način izrade oružja je nelegalan čin i kao takav predstavlja globalnu opasnost, te je razmatrana prevencija zloupotrebe ove tenologije, ali i mogućnosti kriminalističko-tehničkih ispitivanja tragova na municiji ispaljenoj iz ovakvog oružja ako već dođe do izvršenja krivičnog dela tim oružjem.

AB  - The paper presents empirical and numerical models of characteristics of a crater emerged from a surface explosion of a small TNT charge on the soil. The proposed models can be useful for estimation of the explosive mass based on the crater characteristics. The models show satisfactory fitting with the experimental results and confirm the hypothesis that the crater characteristics depend on the explosive mass and contact area between the charge and the soil surface. Two equations for estimation of the explosive mass based on the crater volume are proposed.

AB  - In the course of court trials and for the purpose of legal proceedings, forensic engineers often produce estimations of the explosive mass based on the explosion effect using empirical formulas. This paper describes experimental surface explosions of variable mass of known explosive charge on the asphalt with the objective to make correlations between causes and consequences of an explosion. Dimensions of the resulting craters were measured and an overview of experimental tests and reliability of nine equations for calculating the mass of explosive based on the dimensions of the craters is given. The asphalt surfaces were chosen since the highest number of explosions, which are the results of terrorist or some other criminal acts, occur in urban conditions where asphalt is the dominant surface. Based on the given overview it is possible to give an evaluation of equation's reliability for explosive mass less than 1kg. The paper also gives the proposition of the new equations for preliminary estimation of explosive charge mass based on volume of the crater resulting from the surface explosion on asphalt.

AB  - Последњих деценија, велики број недозвољeних активности спроводи се изазивањем експлозија. Наиме, ефекте експлозије користе терористи за изазивање страха и панике међу становништвом уз људске жртве, материјалну штету, уништавање и онеспособљавање стратегијски важних објеката и сл. као и извршиоци других кривичних дела (изазивање опште опасности, убистава, тешких крађа и др.) када се експлозија користи за савлађивање препрека при проваљивању у куће, станове и друге просторије, за отварање сефова, за сврхе застрашивања појединаца са или без наношења телесних повреда и сл. Ефекти експлозије су вишеструки – као последица бризантног, фугасног, топлотног, парчадног и сеизмичког дејства и углавном се манифестују различитим оштећењима на подлози и околним објектима. Бризантно дејство експлозије изражено је дејством у непосредном окружењу пуњења, и то у виду кратера или отвора у случају површинских експлозија. Од полиције и судских вештака суд тражи одређивање узрока експлозије, те изучавање ефеката експлозије добија на значају. Очекивани допринос овог рада је у области форензичко инжењерство. У прилог оправданости истраживања дата је анализа случајева подметања и активирања експлозивних средстава са последицама у периоду од седам година (2000.-2006.) на територији Републике Србије. Активирање експлозивних средстава било да је у питању намера или нехат изазива штетне последице по околину, те је значајан сваки допринос у прецизнијем утврђивању узрока експлозије на основу трагова, у овом случају кратера. Са форензичког аспекта оштећење у виду кратера је значајно због могућности процене масе коришћеног експлозива за конкретну експлозију, проналажење делова експлозивног средства, узорковање експлозива из кратера ради одређивања врсте експлозива, проценеIIIначина иницирања и др. Димензије и облик кратера су у веома тесној вези са масом и врстом коришћеног експлозива. У досадашњој пракси одређивање масе употребљеног експлозива вршено је коришћењем емпиријских једначина, што није давало апсолутно поуздане резултате. AB  - In recent decades a large number of illegal activities are performed with the use of explosion. Namely, explosion effects are used by terrorists in order to cause fear and panic among the population along with human victims, material damage, destruction and disabling of strategically important facilities, etc., as well as by the perpetrators of other criminal offences (causing of general danger, murders, aggravated thefts, etc.) when the explosion is used to overcome obstacles when breaking into houses, apartments and other premises, opening the safe deposit boxes and for intimidation of individuals with or without causing bodily injuries, etc. Explosion effects are multiple – as the consequences of brisant, gaseous, heat, fragmentation and seismic effects, and are mostly manifested in various damages on the surface and surrounding propertys. The brisant effect of the explosion is visible in the immediate surroundings of the charge, mostly in the shape of a crater or a hole in cases of surface explosions. The court requests from the police and the experts to determine the exact cause of an explosion, so studying of explosion effects becomes more important. The expected contribution of this paper is in the area of forensic engineering. The analysis of cases of planting and activation of explosive devices, along with their consequences, on the territory of the Republic of Serbia for the period of seven years (2000 – 2006), was provided as a support to the justification for this research. Activation of explosive devices, whether intentionally or out of negligence, causes damage to property so each contribution is important for the more precise determination of the cause of an explosion based on traces, in this case the crater. From the forensic aspect the damage in the form of a crater is important because of the possibility to estimate the mass of the explosive used for the specific explosion, to find pieces of explosive device, to take samples of explosive from the crater in order to determine the type of explosive, to estimate methods of initiation, etc. Dimensions and shape of the crater are closely connected with the mass and type of the explosive used. Calculation of the mass of the explosive used had commonly been made using empirical equations, which did not giveabsolutely reliable results. This paper contains the review of the existing fourteen equations for the preliminary estimation of the mass of explosive based on the crater characteristics and revision of their results through specific experimental explosions, with the values of deviations from the experiments...

AB  - In the course of court trials and for the purpose of legal proceedings, forensic engineers often produce estimations of the explosive mass based on the explosion effect. For the preliminary estimation of the explosive mass one often uses empiric formulas. This paper describes experimental surface explosions of variable mass of known explosive charge on the asphalt with the objective to make correlations between causes and consequences of an explosion. Dimensions of the resulting craters were measured and an overview of experimental tests of five equations for calculating the mass of explosive based on the dimensions of the craters is given. The asphalt surfaces were chosen since the highest number of explosions, which are the results of terrorist or some other criminal acts, occur in urban conditions where asphalt is the dominant surface. Based on the given overview it is possible to give an evaluation of equation's reliability for certain explosive masses. The paper also includes a brief review of the facts related to the position of initiation and its influence the shape and dimensions of the crater.

Consequences of explosive devices' activation on victims and their criminal justice importance

AB  - This paper contains analyses of intentional and unintentional activation of explosive devices with consequences on victims in the period of seven years (from 2000 through 2006). The charts in this paper show the statistic trend of increase/decrease of explosions' number i.e. consequences of explosions on victims. This paper also points out the possibilities of various legal qualifications from the standpoint of perpetrator's culpability (mens rea), and also the importance this element has to determine the type and to estimate the mass of the used explosive. Purpose: The objective of this paper is to demonstrate the importance of knowing the type and mass of used explosive within the activated explosive device in order to correctly determine the form of culpability of a perpetrator and to impose an adequate criminal penalty. Design/methodology/approach: Theoretical and statistical approach; analysis of police practice in the Republic of Serbia. Findings: The decreasing trend of activated explosive devices numbers in the period 2000 2004 was noticed, but also the increasing trend in 2005 and 2006. Such trends are followed by explosion consequences. Also, it is stressed out that there is a possibility to determine the type and mass of the explosive based on the traces on explosion victims, and after that on the importance of an accurate and timely estimation of explosive's mass for the determination of criminal legal issues (material) in criminal proceedings. Research limitations/implications: Disability of experimental explosions. Practical implications: Assistance to the court in legal qualification of a criminal offence, determination of guilt and sanctioning of a criminal offence by an explosive expert who shall determine the type and mass of used explosive based on the explosion effects on the victims. Understanding the type and mass of used explosive is also important for having a legal and fair trial (a trial within the reasonable time) and the-efficiency of criminal proceedings. The judge who has the knowledge of the importance. of determination of type and mass of used explosive for informing numerous criminal legal matters, producing timely investigations. Such information an reduce unnecessary additional or repeated expertise. Originality/value: Separation of the importance of selected topic relevant for the correct sentencing in criminal case regarding the noticed deficiency in the treatment of this topic by the expert (legal) community.

Estimation of explosive charge mass used for explosions on concrete surface for the forensic purpose

AB  - The method of choice used by most terrorists for achieving political goals remains the utilization of explosive devices and there is always visible evidence at a crime scene after the deployment of such devices. Given favorable circumstances, forensic analysis can determine the cause of the explosion - the type of the explosive device, the means of detonation, the type and mass of the explosive charge that has been used and perhaps provide information to lead to the identity of the individual who may have constructed or deployed the explosive device, etc. Evidence of an explosion may take the form of a crater or other damage which may provide some information facilitating and estimating the mass of explosive material used. This paper reports the findings obtained by performing experimental explosions of known charges on a concrete surface, in order to establish the correlation between the charge weight and the effects of the explosion. Known masses of explosives were fired and the dimensions of craters made by explosions were measured. Five empirical equations for estimation of the explosive charge mass from crater dimensions were used. (C) 2011 Forensic Science Society.

Specifics within the crime scene investigation of an explosion site in the case of a suicide terrorism act

AB  - Modern terrorism is one of the most serious threats to the security, and of all its forms the suicide terrorism stands out with the image of the perfect terrorist weapon. Although this terrorist tactic is few decades old, a growing number of these acts of violence in the world are testifying about its terrible efficiency and the aim to cause great material and human losses to the chosen target with the use of explosion effects and self-sacrifice of terrorists. Therefore the detection of intentions, plans and targets of suicide terrorism, as well as the definition of new strategies and operational plans for its prevention is the obligation of all states and international community as a whole. Considering that the special attention within the procedure of identification and attestation of relevant facts and detection of terrorists is paid to the crime scene investigation, most of the paper is dedicated to the investigation of an explosion site. The objective of this paper is to indicate the specifics of the investigation of an explosion site, and in accordance with that to give recommendations for the actions that should be made on a crime scene - lege artis. Purpose: This paper presents practical procedures of collecting trace evidences from the bomb scene especially in the case of suicide terrorism act. Those specifics refer to the procedures in dealing with trace evidence through the packaging, transport, expert analysis in laboratories and engineer estimation of explosive mass charge which has been used with respect of modern European standards. The aim of this paper is to signify the specifics in suicide bomb scene investigation and according to that, to give recommendations for bomb scene investigation lege artis. Design/methodology/approach: Theoretical Findings: This paper presents all sort of evidence at the explosion scene (i.e., destruction, demolition, heat, and fragmentation effect), gives the references for practical procedures of collecting traces from the scene and provides recommendations for suicide explosion scene investigation lege artis. Research limitations/implications: The impossibility of performing experimental explosions that would completely match the real situations of suicide bomb scene. Practical implications: This article will improve bomb scene investigation procedures in the case of suicide terrorism act. Originality/value: This paper presents a purview of criminal procedures on the bomb scene consistent of European standards and introduces different methods to estimate explosive mass which has been used.

AB  - One of the most important facts in crimes involving firearms, crucial for their elucidation, is the identification of persons who had fired the shot during the critical incident. Gunshot residue on the skin of a suspect is important evidence for reconstructive questions in the forensic investigation of cases involving firearms. The subject of this paper is to analyze the gunshot residue - products of bullet firing from a hand gun in order to determine whether a person is actually shot in this case or not. Specifically, the paper will give a critical analysis of the methods of forensic practice in the region when it comes to expert trace analysis of the use of firearms and gunshot residue in particular, as well as recommendations for future research in GSR.
AB  - Kod krivičnih dela izvršenih vatrenim oružjem jedna od veoma bitnih, a često i najvažnijih činjenica za njihovo rasvetljavanje je identifikacija lica koje je pucalo iz vatrenog oružja kritičnom prilikom. Tragovi barutnih čestica na koži osumnjičenog mogu biti važan materijalni dokaz u krivičnim delima sa upotrebom vatrenog oružja. Predmet ovog rada je analiza produkata opaljenja metka iz ručnog vatrenog oružja u cilju određivanja da li je neko lice zaista i pucalo u konkretnom slučaju. Naime, u radu će biti data kritička analiza pojedinih metoda kriminalističko-tehničke prakse zemalja u regionu kada je u pitanju veštačenje tragova upotrebe vatrenog oružja, konkretno barutnih čestica, kao i preporuka za buduća ispitivanja tragova barutnih čestica.

AB  - Numerous and various events that are causing harmful consequences require the performance of numerous activities at the location of an event, bearing in mind the importance of their nature, causes, actors and other questions that are important in order to solve such cases, as well as large information potential of the scene of the event. Besides the measures such as help provided to injured persons, prevention of further destructive influence of causes of an event, remedy of consequences, etc., the important part within the procedures made on a scene of an event is the criminal investigation procedures, i.e. crime scene investigation. Complexity of such a procedure, besides the large number of specific and special actions, is the most visible within the conditions of massive accidents - emergency situations. In this paper the emphasize is on those circumstances that are mutual for the largest number of events that are following up those massive destructions and that are endangering life and health of large number of persons, and that have to be taken into consideration during the crime scene investigation procedures at the place where the accident has occurred, as well as the most significant features within the treatment of events of such kind.
AB  - Brojni i raznovrsni događaji koji uzrokuju štetne posledice, važnost odgovora o njihovoj prirodi, uzrocima, akterima i nizu drugih pitanja značajnih za njihovo rasvetljavanje, i veliki informativni potencijal mesta događanja, nalažu preduzimanje brojnih aktivnosti na toj lokaciji. Uz mere, kao što su pružanje pomoći povređenim licima, sprečavanje daljeg štetnog dejstva uzročnika događaja, saniranje posledica i sl., značajno mesto u postupanju na mestu događaja ima i kriminalističko postupanje, to jest kriminalistička obrada mesta događaja. Složenost postupanja, uz brojne specifičnosti naročito dolazi do izražaja u uslovima velikih akcidenata - vanrednih situacija. U ovom radu pažnja će biti posvećena onim okolnostima koje su zajedničke najvećem broju događaja koje prate masovna razaranja i opasnost po život i zdravlje većeg broja ljudi, a koje se moraju uvažavati i prilikom kriminalističke obrade mesta na kom se tragični događaj desio, kao i najznačajnijim osobenostima u postupanju povodom događaje ove vrste.

AB  - There is a need for professional development, affirmation and rectification of every young man with recommendation of more proficient colleague. Nowadays, mentoring is important and prevalent form of vocational work of teacher and employees. The purpose of this article is to explore if there is a need for mentoring and what form of mentoring is needed. Special attention is dedicated to the importance of mentoring and its influence on quality of teaching process in police education. The mentoring with students is propounded due to world mentor practice. Special attention is given to former mentor practice in police education institutions in Serbia. Also, the paper gives references for the improvement of mentoring with an aim to advance the quality of education process.
AB  - Potreba je svakog mladog čoveka da se na putu svog profesionalnog razvoja usavršava, potvrđuje i koriguje od strane iskusnog kolege koji za njega predstavlja autoritet u svakom pogledu. Mentorski rad je vrlo važan i danas veoma rasprostranjen vid stručnog rada nastavnika i zaposlenih uopšte. Cilj ovog rada je da se počev od svih značenja pojma mentor ispita potreba za postojanjem mentora i u kojoj formi. S tim u vezi, posebna pažnja posvećena je pitanju mentorstva i njegovom značaju u odnosu na kvalitet nastavnog procesa u policijskom obrazovanju. Potenciran je značaj mentorskog rada sa studentima s obzirom na svetsku praksu u mentorskom radu, sa posebnim osvrtom na dosadašnju praksu u oblasti mentorstva na policijskim obrazovnim ustanovama u Srbiji. Takođe, u radu su date i preporuke za unapređenje mentorskog rada u cilju poboljšanja kvaliteta nastavnog procesa.

AB  - Quality management system is important element of every working organization whether it deals with manufacturing material goods or giving services. Applying of quality system in forensic laboratory implies qualifying of the lab, commonality of the procedures in lab, defining of required working instruments, its calibration and verification, defining of qualified working profile for using those instruments, defining of the obligatory working procedures, etc. Application of quality system in processing of real evidence is one of the fundamental postulates for the validity of material evidence in court. This paper gives model of quality management system in forensic laboratories due to standard ISO/IEC 17025 as recognizing the competence of laboratories and accepting of testing and calibration results in all countries using this International Standard.
AB  - Sistem kvaliteta je veoma bitan segment u poslovanju svake radne organizacije bez obzira na vrstu delatnosti kojom se ona bavi (proizvodnja materijalnih dobara ili uslužna delatnost). Kada je reč o laboratoriji kao radnoj organizaciji, sistem kvaliteta podrazumeva njenu osposobljenost, unificiranje radnih postupaka počev od definisanja potrebne aparature za neki laboratorijski postupak, kalibracije instrumenata, definisanja sertifikovanog radnog profila, propisanih obaveznih radnih procedura i sl. Sistem kvaliteta u obradi materijalnog dokaza (počev od samog mesta događaja do analize u forenzičkoj laboratoriji) je jedan od osnovnih preduslova za validnost materijalnog dokaza na sudu. Standard ISO/IEC 17025 se primenjuje pri akreditaciji svih laboratorija, pa i onih koje rade za potrebe pravosuđa - forenzičke laboratorije. U ovom radu predložen je univerzalni model primene sistema kvaliteta u forenzičkim laboratorijama sa pozitivnim efektima akreditacije laboratorija prema pomenutom standardu u smislu kompetentnosti i priznavanja rezultata rada laboratorije u svim zemljama sveta. Primenom ovog modela bio bi olakšan svaki naredni ciklus akreditacije forenzičke laboratorije, ali i znatno smanjen broj nepriznatih materijalnih dokaza od strane suda u postupku.

U ovom radu predložen je univerzalni model primene sistema kvaliteta u forenzičkim laboratorijama sa pozitivnim efektima akreditacije laboratorija prema pomenutom standardu u smislu kompetentnosti i priznavanja rezultata rada laboratorije u svim zemljama sveta. Primenom ovog modela bio bi olakšan svaki naredni ciklus akreditacije forenzičke laboratorije, ali i znatno smanjen broj nepriznatih materijalnih dokaza od strane suda u postupku.",

Fire and explosion prevention in objects of possible terrorist attack

AB  - Nowadays there is an expansion of terrorism in the world, so there is a need for fight against it. Security services would particularly pay attention to prevention activities. Planting of explosive devices is one of the activities of terrorists where the harmful consequences of the blast wave with its pressure and heat on surroundings are used. This paper describes the preventive activities of security services. Those activities mean the fire and sabotage protection and possibility of using the risk theory. The risk theory deals with correlation between positions of different objects in space. The aim of these activities is to minimize the consequences on objects which are on the way of the blast and heat within a closed space (subways, market centers, etc.).
AB  - Danas je u svetu očigledna ekspanzija terorizma, te se javlja potreba za razmatranjem različitih vidova borbe protiv svih njegovih pojavnih oblika. Naročitu pažnju treba pokloniti preventivnom delovanju bezbednosnih subjekata. Podmetanje eksplozivnih naprava je jedna od terorističkih aktivnosti, koja koristi štetne posledice dejstva eksplozivnog talasa u vidu pritiska i toplote na okolinu. U ovom radu je dat pregled preventivnih aktivnosti bezbednosnih subjekata, s ciljem borbe protiv terorizma. Te preventivne aktivnosti podrazumevaju protivdiverzionu zaštitu - pregledi, otkrivanje, delaboracija i uništavanje, kao i razmatranje mogućnosti primene teorije rizika, a u vezi s prostornim rasporedom predmeta u objektima. Minimiziranje rizika od eksplozija i požara, koji su uzročno-posledično povezani, od naročitog je značaja. Takođe je dat pregled tehničkih sredstava koja se mogu koristiti u preventivnim pregledima i za detekciju eksploziva. Analiziran je i problem minimizacije rizika od požara nakon eksplozije nalaženjem optimalnog rasporeda predmeta u prostorijama različitih dužina. Cilj tih aktivnosti je ublažavanje posledica na objekte koji se nalaze na putu dejstva eksplozivnog i toplotnog talasa u nekom zatvorenom prostoru (metroi, tržni centri i sl.). Takođe je uvedena i kontinualna simulacija zavisnosti apsorbovane energije od dužine prostorije.
