AB  - Овај рад је усмерен на истраживање места и улоге позорничке делатности, као једног од најстаријих начина поступања полиције, још из времена њеног настанка. Поред утврђивања њеног континуираног постојања и саображавања друштвеним околностима и безбедносним проблемима, истовремено се пропитују и приказују потребе и могућности за примену позорничке делатности у савременим условима. Рад указује да би позорничка делатност морала много више да буде у фокусу, како научних истраживања, тако и полицијског менаџмента. Нарочито се наглашава потреба веће заступљености позорничке делатности у садржајима и облицима едукације професионалних припадника полиције, у светлу наших искустава и концепта полиције у заједници. У раду се сагледава позорничка делатност почев од периода устаничке Србије, преко периода двовлашћа, Кнежевине и Краљевине Србије, Краљевине СХС/Југославије и Другог светског рата, све до периода од Другог светског рата до данас, у оквиру кога се разликују време социјализама и друштвене самозаштите, затим период деведесетих година и демократске промене након 2000. године.
AB  - This paper is aimed at researching the place and role of police officers in community as one of the oldest modalities of police activity since its inception. In addition to establishing its continuous existence and adaptation to social circumstances and security problems, the paper also addresses the needs and possibilities for the application of community poilicing activities under modern conditions. The paper indicates that activities of police officers in a community should be much more in the focus of both scientific research and police management. The need for greater participation of community policing and sector work in the contents and forms of education of professional members of the police in the light of our experiences and the community policing concept is especially emphasized. The paper examines activities of police officers in community starting from the period of the Serbian uprising, then the period of dual rule, as well as the period of Principality and the Kingdom of Serbia, then the Kingdom of SCS / Yugoslavia, the Second World War, and finally, the period from the Second World War until today, within which we distinguish time of socialism and social self-protection, 1990s, and changes after 2000.

AB  - У раду је представљена Стратегија Европске уније за Западни Балкан са фокусом на решавању безбедносних проблема заједничких за регион и Републику Србију. Анализа овог стратешког документа и стратешких опредељења Републике Србије у погледу главних безбедносних проблема показује њихову комплементарност. Пре свега, ова документа имају скоро исто виђење безбедносних проблема за које Западни Балкан није само транзитно подручје, већ и крајње одредиште, па чак и извориште. У питању су нарочито: организовани криминал, тероризам и ирегуларне миграције. Њихово спречавање и сузбијање опредељује приоритете српске полиције, који истовремено воде успешној реакцији против криминала и других врста угрожавања безбедности у Србији и постигнућима у испуњавању преузетих обавеза у процесу придруживања ЕУ и усвајања европских тековина.
AB  - This paper presents the EU Western Balkan Strategy and focuses on solving security problems common to the region and the Republic of Serbia. The analysis of this strategic document and strategic orientation of Serbia in relation to main security issues shows their complementarity. First of all, these documents share essentially same views on security issues, for which the Western Balkan is not only a transit area, but a final destination and even the source, particularly organized crime, terrorism and irregular migration. Prevention and suppression of given issues determines priorities of the Serbian police, at the same time leading to successful response to crime and other security threats in Serbia, as well as achievements in meeting commitments in the EU accession process and adopting the European acquis.

Realization of social self-protection : experiences of importance for community policing

AB  - Social self-protection and community policing are two concepts that, although
created in different historical, are ideological and socio-political conditions, having the same
challenge - reviving the idea that citizens are responsible for the security and quality of life in
their community.
The paper compares the concept of social self-protection and community policing through
several aspects: theoretical determination, strategic-legal bases and practical realization and
the results achieved in the process of their application, in an attempt to answer whether the
implementation of community policing can use one’s own experiences gained through social selfprotection, and also - what is more efficient in its realization: the use of one’s own experiences,
the adopted foreign solutions or the combination of both.

AB  - Српска полиција је била посвећена међународној полицијској сарадњи од самог почетка њеног успостављања.
Србија је била међу иницијаторима међународне полицијске сарадње, оснивачима и активним учесницима Међународне комисије
криминалне полиције, која је поставила темеље међународној полицијској сарадњи, а касније и прерасла у најпознатију и највећу
међународну полицијску организацију – Интерпол. Данас, у ери успостављања јединственог тржишта и омогућавања слободног
кретања у оквиру Европске уније, сведоци смо замаха међународног организованог криминала. Није могуће супротставити се бујању криминала само на националном нивоу, у оквиру граница своје земље и издвојено од осталих држава, већ је неопходна адекватна полицијска сарадња. Због тога се од сваке, па и наше, земље
очекује професионално и одговорно ангажовање у оквиру међународне полицијске сaрадње у спречавању и сузбијању криминала.
Ово тим пре што је Србија у преговорима за приступање ЕУ, па
у том циљу мора испунити више предвиђених услова међу којима
су и они који се односе на остваривање полицијске сарадње.У склопу тих преговора развоју полицијске сарадње се посвећује велика пажња и придаје све већи значај, али независно од тока и трајања приступних преговора треба наставити рад на јачању и развоју међународне полицијске сарадње као незаменљивом инструменту у борби против криминала.
У раду се говори о почецима међународне полицијске сарадње и улози Србије у том процесу, затим о остваривању полицијске сарадње у Европској унији, док се на крају даје осврт на то шта је према Поглављу 24 потребно урадити у области полицијске сарадње, а шта је Србија реализовала.
AB  - The Serbian police were, from the very beginning of
the foundation, dedicated to international police cooperation. Serbia
was one of the first countries which initiated international police
cooperation, as well as one of the founders and active participants of
the International Criminal Police Commission, which laid the
foundation for international police cooperation, and later turned into
the largest and most famous international police organization -
Interpol.Today, in the era of establishing a single market and
facilitating free movement within the EU, we are witnessing an
increase ininternational organized crime.It is impossible to oppose the
rise of crime only at the national level, within the borders of one’s own
country, separated from other countries - adequate police cooperation
is necessary. Therefore, each country, including our own, is expected
to engage in the framework of international police cooperation in the
prevention and combating of crime professionally and responsibly. Even more so because Serbia is in the process of accession
negotiations with the EU and for this purpose it has to fulfil certain
conditions, including those related to police cooperation. As part of
these negotiations, a lot of attention is paid to the development of
police cooperation and it has been given an increased importance, but
the work on strengthening and developing international police
cooperation as a permanent value and an indispensable instrument in
the fight against crime should continue regardless of the course and
duration of the accession negotiations. Serbia has recognized the
major challenges ahead of it in the process of accepting and
harmonizing with European standards in the field of police
cooperation.In that sense, it should continue to further harmonize
domestic legislation with the EU legal attainment and intensively
develop the administrative, analytical and operational capacities
needed to achieve police cooperation.
This paper focuses on the beginnings of international police
cooperation and the role of Serbia in this process, then moves on to the
development of police cooperation within the European Union, and
eventually gives a review of what is required under Chapter 24 in the
area of police cooperation, and what Serbia has done so far.

Police managers’ characteristics of importance for successful achieving of the community policing concept

AB  - For the effective implementation of  the  concept  and  practice  of community policing, it is  very  important  for  it  to  have  an  immanent  management. This implies the need not only to adapt the known forms and styles of management that are applied to the police, but also to select the appropriate  managers. It is necessary for these systems  and  methods  to  be  carefully thought-out in the context of the community policing, and to even find and 
build-new  ones,  as  well  as  that  the  criteria  of  selection  and  deployment  of  
managers are adapted  to the functions and organization of the community policing. This  paper  attempts  to  point  out  to  the  said  needs  and  to  present  ideas aimed at finding adequate police management for effective implementation of community policing, i.e. the style and characteristics of the persons in charge of management.

AB  - In the Ministry of Interior (police), instead of personnel management, human resource management is established. Hence the need for strategic treatment of human resources in the police as the most valuable and most expensive resource that requires long-term planning and management.
An indispensable segment in the process of human resources management is the establishment and implementation of the career development of police officers based on equal opportunities, transparency of procedures and clear criteria for career advancement. This system should lead to an open and healthy competitiveness among police officers based on their competence and achieved results of work, which will ultimately result in the right people being in the right (working) places, as well as their commitment and motivation to work, specialize in their respective fields and in leadership positions.
Career development links and integrates individual and organizational goals and interests, and as such contributes to the professionalisation of the police and the improvement of their quality and responsibility. Organizations predominantly realize their role in development of professional career through the human resources service. New content, new function and a new management modality in the police require a new management style, a new atmosphere and organizational culture, as well as different individual competencies of managers, human resources experts and all employees

AB  - For the past two decades, the reform process in the Ministry of the Interior has been aimed at creating a professional, efficient and accountable police. In order to achive this, it was necessary to create a strategic and normative framework in which the police can act on the principles of new philosophy, organisation and style of work. This process currently continues by producing and evaluating the proposal of the Development Strategy of Ministry of Interior 2018-2023. This paper presents the main points of the proposed Development Strategy, which outline the basis for continuing the implementation of reforms and determine the direction of further development of the police in the Republic of Serbia. More specifically, after determining the vision, mission and general goal of the Ministry of Interior, three strategic areas are discussed: 1) security, 2) development of institutional capacities and cooperation and 3) citizen service. After getting to know the priorities and goals that are grouped within these three strategic areas, some parts of the contents will be considered separately, presenting the foundations and attitudes of importance for the reform and further development of the police in the Republic of Serbia. The proposed strategy continues to transform the police not only to correspond to concrete social conditions and situation in the country, but also to its development in a modern institution. The strategy has well identified the development directions and priorities of security. It recognised and analyzed the capacities necessary for their realisation, such as human resources, cooperation at the national, regional and international level, information and communication technologies, the availability of international developmental funds, as the main prerequisites for improving the functioning of the police organisation and contributing to its effectiveness and efficiency. Clearly defining strategic priorities and identifying capacities and resources for their management and implementation are a special contribution of the proposed Strategy and are an important guideline for further reform moves in the Serbian police.
AB  - U Ministarstvu unutrašnjih poslova od 2001. godine odvija se proces reformi čiji je cilj stvaranje profesionalne, efikasne i odgovorne policije. Za to je bilo potrebno stvoriti strateški i normativni okvir u kojima policija može da deluje na principima nove filozofije, organizacije i stila rada. Taj proces je nastavljen i u aktuelnom vremenu predlogom Strategije razvoja Ministarstva unutrašnjih poslova 2018-2023. U ovom radu predstaviće se najvažniji stavovi predloga Strategije razvoja koji ocrtavaju osnove za nastavak sprovođenja reformi i utvrđuju pravac daljeg razvoja policije u Republici Srbiji. Konkretno, posle određenja vizije, misije i opšteg cilja Ministarstva unutrašnjih poslova, govori se o tri strateške oblasti: 1. Bezbednost, 2. razvoj institucionalnih kapaciteta i saradnje i 3. servis građana. Posle upoznavanja sa prioritetima i ciljevima koji su grupisani u okviru ove tri strateške oblasti, izdvojiće se i promišljati pojedini delovi sadržaja u kojima se prezentuju osnove i stavovi od značaja za reformu i dalji razvoj policije u Republici Srbiji.

AB  - Upravljanje ljudskim resursima u institucijama bezbednosti smatra se jednom od vrsta upravljanja ljudskim resursima, nastalih u aktuelnom trendu uspostavljanja, ostvarivanja i promišljanja imanentnih oblika aplikacije upravljanja ljudskim resursima u svim oblastima društvenog organizovanja. U pitanju je proces primene osnovnih principa upravljanja ljudskim resursima u institucijama bezbednosti, koji proizvodi novu praksu upravljanja njihovim ljudskim resursima, čijom spoznajom i uopštavanjem se dolazi do novih teorijskih saznanja putem kojix će upravljanje ljudskim resursima u institucijama bezbednosti, vremenom, postati i nova interdisciplinarna i praktična nastavno-naučna disciplina. U radu se ukazuje na tragove i korene upravljanja ljudskim resursima, kao i na osnovno o shvatanju suštine i sadržine upravljanja ljudskim resursima, a potom se ukazuje na način uspostavljanja i ostvarivanja upravljanja ljudskim resursima u institucijama bezbednosti.

AB  - This paper presents the results of an empirical study on the implementation of activities of police management in the Republic of Serbia. The results will be exhibited at the following units: (1) to the current leaders in the police of the Republic of Serbia understand and rank their managerial roles and activities, and whether they see all their significance, especially for the effective and lawful execution of police duties; (2) if police executives recognize the influential factors of their management skills (effectiveness); (3) is there a need to be in the education system of the Ministry of Internal Affairs of the Republic of Serbia, that is, forms of education and training, implementing teaching programs for acquiring knowledge in the area of police management; (4) of the existence of a legal basis for the exercise of police management processes, and the extent to which they affect the efficient and lawful exercise of its functions (tasks) and (5) on the opinions and suggestions of the respondents in the exercise of roles and activities of police management.
AB  - U radu se prezentuju rezultati empirijskog istraživanja o ostvarivanju poslova policijskog menadžmenta u Republici Srbiji. Rezultati će se izložiti po sledećim celinama: (1) kako aktuelni rukovodioci u policiji Republike Srbije shvataju i rangiraju svoje menadžerske uloge i funkcije, te da li vide svu njihovu značajnost, posebno za efikasno i zakonito izvršenje policijskih poslova; (2) da li policijski rukovodioci prepoznaju uticajne faktore na njihovu menadžersku sposobnost (uspešnost); (3) da li postoji potreba da se u okviru obrazovnog sistema Ministarstva unutrašnjih poslova Republike Srbije, to jest, oblika stručnog osposobljavanja i usavršavanja, realizuju nastavni sadržaji kojima se stiču znanja iz oblasti policijskog menadžmenta; (4) o postojanju pravnih osnova za ostvarivanje procesa policijskog menadžmenta, te u kojoj meri one utiču na efikasno i zakonito ostvarivanja njegovih poslova (zadataka) i (5) o mišljenjima i sugestijama anketiranih u pogledu ostvarivanja uloga i funkcija policijskog menadžmenta.

Isaac Adiges’ ideas about the control of changes and the possibility of their implementation in the police management

AB  - The paper deals with only one segment of Isaac Adiges’ copious scientific work placing special emphasis on hi side as presented in his book "Control of Changes". The analysis of these ideas suggests that they may be used as an adequate starting point for the foundation and development of the theory as well as the promotion of the police management practice. The author has tried to find adequate answers related to the current security challenges and threats emphasizing an irreplaceable role of the police management in a more efficient control of crime.
AB  - U ovom radu se izlaže jedan segment iz bogatog naučnog stvaralaštva Isaka Adižesa - konkretno, njegova shvatanja izložena u knjizi Upravljanje promenama. Analiza navedenih shvatanja pokazuje da ona mogu biti odgovarajuće polazište za utemeljenje i izgradnju teorije, kao i za unapređenje prakse policijskog menadžmenta. Rad je uslovljen snažnom potrebom iznalaženja adekvatnih odgovora savremenim bezbednosnim izazovima i pretnjama, a posebno efikasnijeg suzbijanja kriminaliteta i nezamenljive uloge policijskog menadžmenta u tome.

AB  - The paper opens with the most general findings on management in general and moves on to convey the results of both empirical and theoretical research of authors concerning jurisdiction (powers) and subjects (executives) of police management, its levels and types, as well as factors that influence the choice of strategy and development of adequate styles and forms of police management. The findings related to management in general and police management in particular have been compared in order to establish possible similarities and differences between these two types of management.
AB  - radu se polazi od najopštijih saznanja o opštem menadžmentu, a potom saopštavaju rezultati empirijskih i teorijskih istraživanja autora o nadležnostima i nosiocima (subjektima) policijskog menadžmenta, njegovim nivoima i vrstama, te faktorima koji utiču na izbor strategije i izgradnju odgovarajućeg stila i oblika policijskog menadžmenta, da bi se komparacijom saznanja o opštem i policijskom menadžmentu prikazale sličnosti i razlike između ovih vrsta menadžmenta.

AB  - A vast number of theories have dealt with the issue of criminality and its roots in order to devise the most efficient way to prevent and curb it. This paper begins with the earliest concepts of criminality, and then presents biological, psychological, and sociological theories on the sources of criminal behavior. Each of these groups of theories is presented by explaining its essential ideas and its findings and achievements, all of which present valuable contribution to crime combating.
AB  - Mnogobrojne teorije bavile su se pitanjem kriminaliteta i njegovim korenima u cilju spoznaje najefikasnijeg načina za njegovo sprečavanje i suzbijanje. U ovom radu, prvo će se izložiti najranija shvatanja kriminaliteta, zatim biološke, psihološke i sociološke teorije o korenima kriminalnog ponašanja. Svaka od ovih grupa teorija predstaviće se izlaganjem njene suštine i postignutih saznanja koja su od nemerljivog značaja za ostvarivanje borbe protiv kriminaliteta.
