О професији овлашћеног судског преводиоца у Србији

често остаје неприметна и недовољно проучена, а постоје и многе заблуде у вези са њом, како у јавности, тако и унутар професионалне заједнице. Много је проблема везаних за обављање ове професије, тим пре што се професија преводиоца уопштено гледано
недовољно цени. Да би било јасније колико заправо типови усменог
превођења могу да буду различити, у раду смо пре свега представили
класификацију усменог превођења и то не само на симултано и консекутивно, које се углавном помиње као најопштија класификација
у литератури, него онако како је виде људи који се овом професијом
баве. У раду смо даље изнели преглед статуса професије у неким земљама Европе и у Србији. Подаци за земље Европе говоре да је ситуација далеко од идеалне, доста тога још треба да се уради да би се
правно уредио статус професије, критеријуми за обављање посла и
сл. Ситуација у Србији је боља него у већини земаља које су у раду
обухваћене прегледом, али има простора за даље унапређење.
AB  - The profession of sworn/court interpreters often remains
unnoticed and insufficiently studied, and there are many misconceptions
about it, both in the public and within the professional community. There
are many problems related to the practice, as the profession seems to be
undervalued as a whole. In order to make it clear how types of interpreting
may be different, the paper first gives a classification of interpreting (oral
translation), not just a common classification into simultaneous and consecutive translation, but the classification into sub-categories as the practicing professionals see fit. The classification is followed by a comparative
review of the status of the profession in some European countries and in
Serbia as well. The data available for the European countries suggest that
the situation is far from ideal and that there is still a lot to be done in order
to provide a legal status of the profession, the criteria for practice, etc. The
situation in Serbia seems to be much better than in the majority of countries included in the paper, but further improvement is also welcome. It is
commendable that Serbia stands out as a positive example, being a country
where there are criteria set for this rather important profession as well as
procedures that need to be followed in order to become a sworn/court interpreter and translator. A lot of facts referring to the profession could not be
included in the paper due to its limited scope, such as stress as an inevitable
part of the profession, lack of appropriate formal but also informal education and training, the need for constant improvement and learning, the
problems related to getting remunerated for the job done, and other similar
issues. These facts could be the topic of some future research.

Digital Natives and online learning in police students

AB  - Although not a novelty in education, online teaching and learning has come to the fore with the COVID-19 pandemic. As opposed to the time before this crisis, when it had been an option for certain categories of learners, with the pandemic going on, there has been emergency and forced shift to online environment which has had its impact on both teaching and learning. Purpose. This qualitative research was aimed to investigate the perception of the students of the University of Criminal Investigation and Police Studies (UCIPS) in Belgrade regarding the English Language 2 course primarily, but also regarding their online education in general. The questionnaire was designed, consisting of 11 multiple choice and open-ended questions combined. The goal was to investigate the opinions and experiences of the UCIPS students in order to get an in-depth insight into the problems related to online education. Results. The results suggest that in addition to the initial practical problems related to equipment and technology, the students faced other problems as well, including the lack of concentration, insufficient interaction, etc. However, there are some positive results: the students reported the overall satisfactions with the academic outcomes, and in their opinion the optimum way of teaching/learning would be a blended model. Conclusion. Our sample of Digital Natives have demonstrated the ability to recognize the main characteristics of online learning, its advantages and disadvantages, but also the objective and subjective aspects of problems. Although it was not a matter of choice for them, they have adapted to it well, as well as their teachers. The challenges however remain for both students and teachers in order for online education to be accepted even better in the future.

AB  - Summary: New technologies have facilitated both every day and
professional lives and environment. It is not possible even to imagine a
day without a computer, smart phone, the Internet… As far as professional 
translation or language-editing of translated texts is concerned a great
number of tools are offered nowadays which can make the work easier,
such as online dictionaries, translation data bases, translation web-sites
and blogs, translation software, and similar. The paper will analyse two
tools which are most frequently available to everyone, and they are
Spelling & Grammar Check as a part of Microsoft Windows Word and
Google Translate. These tools are probably the most often used ones when
writing in a foreign language or translating into one. To those with good
knowledge of both source and target languages they can be of great help
and benefit, while to those who are not that skilled they can prove more
hindrance than a help. The examples taken from numerous papers
translated from Serbian into English will be used to show what kind of
problems these two most frequently used tools can create.

AB  - Језик није само канал преко којег преносимо информације о нашем менталном стању и понашању или чињенице о свету. Напротив, језик је „машина“ која генерише, а као резултат тога конституише друштвени свет (Jorgensen and Phillips, 2002, стр. 9). Прихватајући ову тврдњу, можемо да кажемо да је предмет истраживања у раду обухватио критичко разматрање проблема родне (не) осетљивости у енглеском и српском језику уопште, с посебним освртом на дискурс полицијске струке. У том смислу одабрана је полиција, као традиционално мушка организација са специфичном (суп)културом која на добар начин илуструје родне неједнакости које се из патријархалне средине/културног модела преносе на радну организацију (делатну заједницу).Да би се овај проблем свеобухватније истражио, било је потребно најпре усвојити одговарајући теоријско-методолошки оквир – у овом случају то је критичка анализа дискурса (КАД). Детаљан преглед овог правца са најистакнутијим теоретичарима, детаљан преглед тема којима се баве истраживања у оквиру КАД-а, као и преглед релевантних појмова, дати су у Поглављу 2.За даље истраживање проблема било је неопходно упознати се како са одговарајућим правним оквиром тако и са историјатом полиције. Међународна и домаћа документа (закони и подзаконска акта) која се баве родном равноправношћу обрађена су у Поглављу 3. Историјат полиције као организације, са посебним освртом на улазак и интеграцију жена у полицијску службу (у Великој Британији, САД и Србији), изложен је у Поглављу 4...
AB  - Language is not merely a channel through which information about underlying mental states and behaviour or facts about the world are communicated. On the contrary, language is a ‘machine’ that generates, and as a result constitutes, the social world (Jorgensen and Phillips, 2002, p. 9). Acknowledging this claim, we can say that the subject of research in this thesis includes critical discussion of the issue of gender (in)sensitivity in English and Serbian in general, with a special review of police discourse.In order for this problem to be studied more comprehensively, it is required to have a corresponding theoretical and methodological framework, in this case this is Critical Discourse Analysis (CAD). The detailed review of the approach with the most prominent theorists, the detailed review of the topics of the CAD research, as well as the review of the relevant concepts are given in Chapter 2.In order to proceed with the research, it has been necessary to get acquainted with both the corresponding legal framework and the history of police. International and national legislations (laws and by-laws) dealing with gender equality are described in Chapter 3. The history of police as an organization, with a special review of introduction and integration of women into police service (in Great Britain, the USA and Serbia) are given in Chapter 4.The study and critical discussion of the problem of gender (in)sensitivity of police discourse in English and Serbian for this thesis developed in two directions: the first goal in this case is defined as explorative research the goal of which would be to gather initial information which would provide for further research. In other words, the first goal would be to determine if and to what extent English and Serbian police discourse are gender (in)sensitive. The corpus is chosen that consists of relevant police journals in English and Serbian which offer an insight into the position of women in police and their representation in the service – the number of articles on women and their jobs in the police, as well as the language used reflect the state-of-affairs, or in other words the attitude towards women in policing...

Subjective data as part of needs analysis in syllabus design

AB  - Needs analysis plays an important role in syllabus design. In collecting various data required for needs analysis, it has been noticed that more attention should be paid to subjective data, in other words those data that are collected from the learners for which a language course is designed. The paper presents the two studies conducted in order to improve English language syllabus at the Police Academy in 2002, and then at the Academy of Criminalistic and Police Studies in 2011 (which was established following the merger of the Police Academy and Police College in 2006). The results obtained from the two studies show remarkable similarities and also point to the direction in which the English language syllabus could be improved in the future.
AB  - Prilikom analize potreba, uočeno je da je pored objektivnih potrebno posvetiti veću pažnju i subjektivnim podacima, tj. podacima koje prikupljamo od polaznika za koje pravimo neki kurs jezika. Policijska akademija, koja je 2006. godine spajanjem sa Višom školom unutrašnjih poslova prerasla u Kriminalističko-policijsku akademiju, oduvek je radila na evaluaciji sopstvenih nastavnih planova i programa, sa ciljem da ih što više unapredi i poboljša, kako bi obrazovni proces dao najbolje moguće rezultate. U radu su prikazana istraživanja koja su sprovedena tokom 2002. godine u cilju poboljšanja tadašnjih nastavnih planova i programa na Policijskoj akademiji i 2011. godine na Kriminalističko-policijskoj akademiji u Beogradu. Dobijeni rezultati upotrebljeni su da se unaprede i inoviraju nastavni programi.

abstract = "Needs analysis plays an important role in syllabus design. In collecting various data required for needs analysis, it has been noticed that more attention should be paid to subjective data, in other words those data that are collected from the learners for which a language course is designed. The paper presents the two studies conducted in order to improve English language syllabus at the Police Academy in 2002, and then at the Academy of Criminalistic and Police Studies in 2011 (which was established following the merger of the Police Academy and Police College in 2006). The results obtained from the two studies show remarkable similarities and also point to the direction in which the English language syllabus could be improved in the future., Prilikom analize potreba, uočeno je da je pored objektivnih potrebno posvetiti veću pažnju i subjektivnim podacima, tj. podacima koje prikupljamo od polaznika za koje pravimo neki kurs jezika. Policijska akademija, koja je 2006. godine spajanjem sa Višom školom unutrašnjih poslova prerasla u Kriminalističko-policijsku akademiju, oduvek je radila na evaluaciji sopstvenih nastavnih planova i programa, sa ciljem da ih što više unapredi i poboljša, kako bi obrazovni proces dao najbolje moguće rezultate. U radu su prikazana istraživanja koja su sprovedena tokom 2002. godine u cilju poboljšanja tadašnjih nastavnih planova i programa na Policijskoj akademiji i 2011. godine na Kriminalističko-policijskoj akademiji u Beogradu. Dobijeni rezultati upotrebljeni su da se unaprede i inoviraju nastavni programi.",

AB  - What is translation - a craft, an art, a profession or a job? Although one of the oldest human activities, translation has not still been fully defined, and it is still young in terms of an academic discipline. The paper defines the difference between translation and interpreting and then attempts to find the answer to the question what characteristics, knowledge and skills a translator must have, particularly the one involved in court translation, and where his/her place in the communication process (both written and oral communication) is. When translating medical documentation, a translator is set within a medical language environment as an intermediary between two doctors (in other words, two professionals) in the process of communication which would be impossible without him, since it is conducted in two different languages. The paper also gives an insight into types of medical documentation and who they are intended for. It gives practical examples of the problems faced in the course of translation of certain types of medical documentation (hospital discharge papers, diagnoses, case reports,...). Is it possible to make this kind of communication between professionals (doctors) standardized, which would subsequently make their translation easier? Although great efforts are made in Serbia regarding medical language and medical terminology, the conclusion is that specific problems encountered by translators can hardly be overcome using only dictionaries and translation manuals.
AB  - Šta je prevođenje - zanat, umetnost, profesija ili posao? U radu se najpre definiše razlika između prevođenja i tumačenja, a zatim se traži odgovor na to koje osobine, znanja i veštine mora da poseduje prevodilac, naročito sudski, i gde je njegovo mesto u procesu komunikacije (pisane i govorne). Kada prevodi medicinsku dokumentaciju, prevodilac se nalazi u okruženju jezika medicine kao posrednik između dva lekara u procesu komunikacije koji bi bez njega bio nemoguć, jer se vodi na dva različita jezika. Dat je uvid u vrste dokumentacije koje postoje i kome su one namenjene. U radu su prikazani i konkretni primeri problema na koje se nailazi prilikom prevođenja određene vrste medicinske dokumentacije (otpusne liste, nalazi itd.). Da li je moguća standardizacija ove vrste komunikacije među lekarima, koja bi svakako olakšala i prevođenje? Iako se u našoj zemlji dosta radi na jeziku medicine i medicinskoj terminologiji, zaključak je ipak da konkretni problemi na koje prevodilac nailazi u svom radu teško da se mogu prevazići pronalaženjem rešenja u rečnicima i priručnicima za prevođenje.

AB  - The paper presents the testing of free and forced oscillations characteristics on FAP 2228 BS/A-45 off-road vehicle. The testing of free oscillations was conducted according to SORS 9127 (Standard of Defense of the Republic of Serbia) in laboratory conditions. The testing of forced oscillations was conducted in the course of driving on various surface paths - the heath in Deliblatska pescara, gravel at the territory of Fruska gora, on concrete surface at the runway of the Kovin airport, as well as on the asphalt surface of Belgrade-Šid highway. The testing was carried out according to SORS 0318 and ISO 2631 standards, and the results were evaluated according to 2002/44/EC Directive.
AB  - U radu je dat prikaz ispitivanja karakteristika sopstvenih i prinudnih oscilacija terenskog vozila FAP 2228 BS/A-45. Ispitivanje sopstvenih oscilacija vozila obavljeno je prema SORS 9127 u laboratorijskim uslovima. Ispitivanje prinudnih oscilacija vozila obavljeno je vožnjom po stazi - ispresecana ledina, u oblasti Deliblatske peščare, ravničarski makadam u oblasti Fruške gore, po betonskoj podlozi na pisti aerodroma Kovin, kao i po asfaltnoj podlozi autoputa Bgd - Šid. Ispitivanja su obavljena prema SORS 0318 i ISO 2631, a rezultati su ocenjeni prema direktivi 2002/44/EC.

Homonimy and polysemy illustrated by examples of English for police purposes

AB  - The aim of this paper is to present what homonymy and polysemy are and how difficult it is in some cases to distinguish clearlz between the two. Both linguists and lexicographers have difficulties in classification of these semantic categories. What are the criteria that differentiate between polysemy and homonymy? In what was do dictionary editors classify a word into these two categories? The students of English for Specific (ESP) (or in our case English for Police - EPP) Purposes are often faced with many learning problems, especially with respect to vocabulary. For non-native ESP (EPP) learners the most problematic element of comprehending scientific and technical texts is a set of vocabulary items that has been variously labeled as sub-technical, nont-technical and semi-technical. This set is commonly said to be shared across academic disciplines and to be context-dependent. This is also where our semantic categories of homonymy and polysemy belong to. The paper also presents the examples of homonymy and polysemy in English for Police Purposes.
AB  - Cilj ovog rada je da predstavi šta su homonimija i polisemija i koliko je u pojedinim slučajevima teško napraviti jasnu razliku između dva pojma. I lingvisti i leksikografi sa teškoćom klasifikuju ove semantičke kategorije. Koji su kriterijumi za određivanje razlike između polisemije i homonimije? Na koji način urednici rečnika klasifikuju reč u jednu od dve kategorije? Oni koji uče engleski jezik za posebnu struku (ili u našem slučaju engleski jezik policijske struke) često se suočavaju sa mnogim problemima, naročito u vokabularu. Onima kojima engleski jezik nije maternji najproblematičniji deo razumevanja stručnih tekstova jeste poseban skup jedinica vokabulara koji smo u radu nazvali polustručnim vokabularom. Reči iz ovog skupa često se mogu naći u nekoliko različitih akademskih disciplina i zavise od konteksta. U ovu grupu spadaju i naše semantičke kategorije homonimije i polisemije. U radu su takođe navedeni konkretni primeri homonimije i polisemije koji se mogu pronaći u engleskom jeziku policijske struke.

Practical training of students within the system of tertiary police education in the Republic of Serbia

AB  - The main institution of law enforcement officers' education in the Republic of Serbia is the Academy of Criminalistic and Police Studies. The Academy of Criminalistic and Police Studies is a higher education institution established by the Decision of the Government of the Republic of Serbia and based on the Law on Higher Education. The Academy has created the study curricula for the requirements of the higher police education. Pursuant to the educational processes, the Academy has made and defined their own concept of practical training for the requirements of the Serbian police which have been approved by the Ministry of the Interior of the Republic of Serbia. There is a Directorate for Education, Training, Professional Development and Science established within the Ministry of the Interior of the Republic of Serbia. This organizational unit of the Ministry performs all work related to professional training (both training and further education) of the personnel required by the police, as well as other work of interest in order to create the most suitable educational structure of the Ministry of the Interior of the Republic of Serbia. The Directorate includes the Basic Police Training Center and the Center for Specialized Training and Professional Development of the Police. In addition to this, the Directorate manages the cooperation between the Ministry of the Interior of the Republic of Serbia and the Academy of Criminalistic and Police Studies in Belgrade.
AB  - Nosilac visokog obrazovanja policijskih službenika u Republici Srbiji je Kriminalističko-policijska akademija. Akademija je ustanova osnovana Odlukom Vlade Srbije, a na osnovu Zakona o visokom obrazovanju. Kriminalističko-policijska akademija realizuje studijske programe za potrebe visokog policijskog obrazovanja. Shodno obrazovnom procesu, Akademija je definisala i izgradila, uz saglasnost Ministarstva unutrašnjih poslova Republike Srbije (MUP RS), sopstveni koncept praktične obuke za potrebe policije. U okviru Ministarstva unutrašnjih poslova Republike Srbije posebno mesto zauzima Uprava za stručno obrazovanje, osposobljavanje, usavršavanje i nauku. Ta organizaciona jedinica Ministarstva obavlja poslove stručne obuke (osposobljavanja i usavršavanja) kadra, koordinacije naučnoistraživačkog rada za potrebe policije, kao i druge poslove od interesa za stvaranje što povoljnije obrazovne strukture MUP RS. Uprava u svom sastavu ima Centar za osnovnu policijsku obuku i Centar za specijalističku obuku i usavršavanje policije. Pored toga, navedena Uprava je nosilac saradnje MUP RS i Kriminalističko-policijske akademije iz Beograda.

AB  - English for Specific Purposes, as a part of English language teaching, branched out in 1960s. It originated as an expression of a need of a specific groups of people to learn those segments of English which they used in their specific line of work. ESP has theoretically been studied mostly in West European and American literature. Syllabus design makes a very important part of ESP courses. This paper describes the origin and development of ESP, and as an example of such a course it describes the English teaching syllabus of the Police Academy in Belgrade.
AB  - Engleski jezik za posebnu struku kao deo nastave engleskog jezika nastao je šezdesetih godina XX veka. Nastao je kao izraz potrebe određene grupe ljudi da nauče onaj deo jezika koji im je bio potreban radi upotrebe u određenoj oblasti rada. Teorijski, ovaj predmet se izučava uglavnom u zapadno-evropskoj i američkoj literaturi. U radu je opisan nastanak i razvoj engleskog jezika za posebnu struku, a kao primer za primenu, obrađen je nastavni plan i program koji se primenjuje na Policijskoj akademiji u Beogradu, gde se engleski jezik izučava na I i II godini studija.
