Contribution of Minovici brothers to ontogenesis of forensic science in Serbia

AB  - Introduction of scientific methods into crime investigations in the end the 19th century initiated phylogenetics of forensic science in the world. One of the main tasks of forensics is to determine a person's identity. The first method for identification and registration of criminals based on scientific principles was Bertillon's system ("Bertillonage") established in France in 1880. The Romanian Police was among the first users of Bertillonage, through the efforts of brothers Mina and Nikolae Minovici. In an attempt to keep pace with the world, the Kingdom of Serbia directed the reform of its police towards the application of new scientific methods in crime investigation. The lack of professional staff was resolved as police officers of the Kingdom of Serbia were sent to further education abroad. In 1900, a police officer Dusan Alimpic (1873-1930) completed training in Bucharest (Romania) held by Minovici brothers for the application of Bertillonage. Professional knowledge that Alimpic gained during his training, comprehension of the work organization of the Bucharest Police and their experience in the application of Bertillonage in Romania, served as a foundation for the introduction of that method into the practice of the Serbian Police. This essay presents results of the research aimed at demonstrating the contribution of Minovici brothers to the introduction of forensic method for identification of individuals into the work of the Serbian Police, which may be regarded as a key step in ontogenesis of forensic science in Serbia.

Distribution of management functions in the Law on Prevention of Domestic Violence

AB  - The current Law on Prevention of Domestic Violence in the Republic of Serbia has been adopted with the aim to regulate organization and conduct of state bodies and institutions in a general and unique manner and enable in this way efficient prevention of domestic violence as well as provide urgent, timely and effective protection and support to victims of that violence. Starting from this point, the paper deals with the following question: are the contents of theoretically determined managerial functions in the police represented in the Law on Prevention of Domestic violence, to what extent and in what way? As the most important management contents that are represented in the Law, the results of such a focused research have been identified in the paper as well: 1) general goals and ways of preventing domestic violence; 2) bodies and institutions in charge of implementing the Law; 3) specialized training of police officers, and 4) general procedures and rules for mandatory coordination of activities between bodies and institutions in charge of implementing the Law. The most important contents of planning, organization, management and control, whose distribution in the Law by research is not indicated, despite the justified need for them to be distributed in the practice of applying the Law, refer to: 1) the application of appropriate scientific methods of forecasting; 2) the inclusion of the activities of preventing domestic violence into periodic police work plans; 3) standardization of the treatment and the working methods of police officers; 4) strengthening of their professional integrity; 5) their motivation for work; 6) and evaluating their work in preventing domestic violence.
AB  - Aktuelni Zakon o sprečavanju nasilja u porodici u Republici Srbiji donet je s ciljem da se njime na opšti i jedinstven način uredi organizacija i postupanje državnih organa i ustanova i da se time omoguće delotvorno sprečavanje nasilja u porodici i hitna, blagovremena i delotvorna zaštita i podrška žrtvama tog nasilja. Polazeći od toga, u radu se problematizuju pitanja da li su, u kom obimu i na koji način sadržaji teorijski utvrđenih funkcija rukovođenja u policiji zastupljeni u Zakonu o sprečavanju nasilja u porodici. Rezultatima tako usmerenog istraživanja identifikovani su i u radu naučno opisani teorijski utvrđeni sadržaji planiranja, organizovanja, vođenja i kontrole: 1) koji su, eksplicitno ili implicitno, zastupljeni u aktuelnom Zakonu o sprečavanju nasilja u porodici i 2) koji u Zakon nisu implementirani, a za čijom implementacijom u praksi sprečavanja nasilja u porodici postoji opravdana potreba.

Politika upravljanja ljudskim resursima kao faktor sistema policijskog obrazovanja

AB  - Radi zadovoljavanja stalno rastućih potreba za specifičnim i ograničenim ljudskim znanjima i sposobnostima, većina savremenih policijskih organizacija uspostavila je i kontinuirano razvija odgovarajući sistem policijskog obrazovanja. Jedan od ključnih faktora kvaliteta i uspešnosti funkcionisanja tog sistema, svakako je i politika upravljanja ljudskim resursima u policiji. Polazeći od toga, rad je rezultat istraživanja u okviru kojeg su identifikovani, naučno opisani i objašnjeni ključni elementi sadržaja politike upravljanja ljudskim resursima u policiji i visok nivo mogućnosti njihovog uticaja na uspostavljanje i kvalitet funkcionisanja sistema policijskog obrazovanja u Republici Srbiji. Kao najznačajniji među očekivanim pozitivnim efektima tog uticaja, istraživanjem su utvrđeni: 1) visok nivo usaglašenosti radnih profila zaposlenih u policiji i obrazovnih profila budućih zaposlenih koji se za potrebe policije obezbeđuju u sistemu policijskog obrazovanja i 2) visok nivo povezanosti tog sistema sa politikom zapošljavanja i karijernog razvoja zaposlenih u policiji. Rezultatima istraživanja je takođe utvrđeno da je, posredstvom tih efekata politike upravljanja ljudskim resursima u policiji, moguće značajno uticati i na viši nivo profesionalizacije policije, kao i na dugoročnu održivost i uspešnost sistema policijskog obrazovanja u Republici Srbiji.

AB  - By comparing the risk theory and the relevant standard with the Law on Prevention of Domestic Violence (Law), it comes to the conclusion that risk management, especially in the domain of its assessment, is based on qualitative methods of analysis. Thus, the potential for the application of semi-quantitative and quantitative risk analysis methods in the application of the said regulation is not used. As it is too ambitious to problematize the purpose and the possibility of implementation of both types of methods of risk analysis in the Law by one paper, this paper deals with possibility and limitations of the conversion of qualitative into quantitative data in the function of risk assessment in the doctrine and practice of preventing domestic violence in the Republic of Serbia. More precisely, the work has identified the purpose, possibilities, limitations and the proposal of their overcoming, in the implication of the matrices of probability and consequences, as a semi-quantitative method of analysing the specific risk in the doctrine and practice of preventing domestic violence in the mentioned spatial framework. This contributes to the creation of conditions that support the effective implementation of the Law, which are not foreseen as a potential for improving the doctrine and practice of preventing domestic violence by using matrices of probability and consequences, while recognizing the identified limitations. The verification of this research creates a starting point for the development of standards for the quantification of the risk of domestic violence, which creates the conditions for the mentioned assessments to be more accurate in terms of precision, ranking and risk classification, as well as the reduction of discretionary decision-making. This would create the conditions for defining good practice in this area, which could be taken to the necessary extent in other countries.

Thus, the potential for the application of semi-quantitative and quantitative risk analysis methods in the application of the said regulation is not used. As it is too ambitious to problematize the purpose and potential for the implementation of both types of risk analysis methods envisioned by the Law in one paper, this study deals with possibilities and limitations of the conversion of qualitative into quantitative data in the function of overall risk assessment in the doctrine and the practice of preventing domestic violence in the Republic of Serbia. AB  - Pored nespornog kvaliteta Zakona o sprečavanju nasilja u porodici (Zakon), kojim je predviđena obaveza procenjivanja rizika u konkretnom (prijavljenom) slučaju nasilja u porodici u Republici Srbiji, njime nije predviđeno procenjivanje opšteg rizika od navedene vrste nasilja. Odsustvo Zakonom predviđene obaveznosti procene opšteg rizika od nasilja u porodici ima za posledicu podoptimalne uslove donošenja valjanijih odluka (time i planova) za suprotstavljanje navedenom bezbednosnom problemu. S tim u vezi, ovim radom se rešavanje ili ublažavanje problema odsustva procene opšteg rizika od nasilja u porodici razmatra analogijom te oblasti sa oblašću koja je po tom pitanju uređenija, kakvom se može smatrati bezbednost i otpornost društva - procena rizika, sadržana u istoimenom standardu (Standard). Polazeći od toga, radom su proverene mogućnosti i ograničenja procenjivanja (identifikovanjem, analiziranjem i vrednovanjem) opšteg rizika od nasilja u porodici primenom Standarda, radi njegovog tretiranja. Na osnovu realizovanog istraživanja zaključeno je da: 1) postoji potreba i mogućnost propisivanja obaveze procenjivanja opšteg rizika od nasilja u porodici; 2) ona treba da bude realizovana metodama polukvantitativne i kvantitativne analize, konkretno matrica verovatnoća i posledica (radi utvrđivanja prihvatljivosti ili neprihvatljivosti svih opštih rizika koji su u nadležnosti policije, među kojima i od nasilja u porodici), odnosno verovatnoće (radi utvrđivanja opšteg rizika od nasilja u porodici po pojedinim teritorijalnim organizacionim jedinicama policije, kako bi mogle međusobno da se porede); 3) postojeći Standard ne odgovara sasvim potrebama procene opšteg rizika od nasilja u porodici; 4) zbog čega postoji potreba za razvijanjem posebnog standarda za određivanje veličine opšteg rizika od porodičnog nasilja.

As it is too ambitious to problematize the purpose and potential for the implementation of both types of risk analysis methods envisioned by the Law in one paper, this study deals with possibilities and limitations of the conversion of qualitative into quantitative data in the function of overall risk assessment in the doctrine and the practice of preventing domestic violence in the Republic of Serbia. More precisely, the paper has identified the purpose, possibilities, limitations and the proposal of their overcoming, in the implication of the matrices of probability and consequences, as a semi-quantitative method of analyzing the general risk in the doctrine and practice of preventing domestic violence in the mentioned spatial framework. This contributes to the creation of conditions that support effective implementation of the Law, which are not foreseen as a potential for improving the doctrine and practice of preventing domestic violence by using matrices of probability and consequences, while recognizing the identified limitations. The verification of this research creates a starting point for the development of standards for the quantification of the general risk of domestic violence, which creates the conditions for the mentioned assessments to be more precise in terms of precision, ranking and risk classification, as well as the reduction of discretionary decision-making. This would create conditions for defming good practice in this area, which could be taken to the necessary extent in other countries., Pored nespornog kvaliteta Zakona o sprečavanju nasilja u porodici (Zakon), kojim je predviđena obaveza procenjivanja rizika u konkretnom (prijavljenom) slučaju nasilja u porodici u Republici Srbiji, njime nije predviđeno procenjivanje opšteg rizika od navedene vrste nasilja. Odsustvo Zakonom predviđene obaveznosti procene opšteg rizika od nasilja u porodici ima za posledicu podoptimalne uslove donošenja valjanijih odluka (time i planova) za suprotstavljanje navedenom bezbednosnom problemu. S tim u vezi, ovim radom se rešavanje ili ublažavanje problema odsustva procene opšteg rizika od nasilja u porodici razmatra analogijom te oblasti sa oblašću koja je po tom pitanju uređenija, kakvom se može smatrati bezbednost i otpornost društva - procena rizika, sadržana u istoimenom standardu (Standard). Polazeći od toga, radom su proverene mogućnosti i ograničenja procenjivanja (identifikovanjem, analiziranjem i vrednovanjem) opšteg rizika od nasilja u porodici primenom Standarda, radi njegovog tretiranja. AB  - Inclusion in society is one of the priorities of EU policy. The values in sport are related to equal opportunities and fair play, which are also the European values. Community building and the fight against xenophobia and racism are one of the basic values and benefits of sport, and thus it represents the potential for a significant contribution to the integration of migrants in the EU. Under-representation of migrants and their exclusion from leadership positions in sport, and the lack of progress of minorities in positions in sports clubs and associations is a public secret in European sport. Network inclusion through sport (Sport Inclusion Network – SPIN) is a project
designed to promote the inclusion and participation of ethnic minorities, migrants and other third-country nationals (including refugees) through sport across Europe. SPIN project gathers amalgam of experienced national key players in the field of combating intolerance and discrimination in sport, including the organization FairPlay-VIDC, the Italian аssociation ''Sport for All'' (Unione Italiana Sport per Tutti – CSPI), the Football Association of Ireland – FAI, the ortuguese Union of professional players (SJPF), migrant human rights organization "Mahatma Gandhi" from Hungary, multicultural Finnish sports initiative “Liikkukaa” and the German Association “Camino”, which is professionally engaged in the research of sport and youth. As a result of the SPIN project, a guide to good practice was created, which represents a set of examples of how to incorporate migrants into and through sport. This guide aims to promote new ideas on how we need to do in terms of involvement in sport and to facilitate the exchange.

AB  - This paper focuses on finding the most suitable number of fire-fighters who will be engaged on special events, such as concerts, sport tournaments, music events or similar events, while at the same time ensuring the number of fire-fighters in a particular fire station for each shift will be enough to ensure the overall social welfare of a community and remain at the lowest possible costs. Due to the risk of fire and other public welfare risks, it is often common fire-fighters are required to be engaged in special events with their duty primarily at those special event locations. Their main task certainly is to protect all people in a community and its assets by quick response in case of an emergency. Consequently, it remains necessary to provide a sufficient number of fire-fighters who will remain at the fire station so that they meet the standard requirements of them during each shift. In cases of temporary absences and permanent attrition in the fire-fighter workforce, sometimes commanders need to use overtime and hiring of additional fire-fighters to satisfy the needs of organizers of special events. In those situations, they also have to think about minimizing total staffing costs and budget restraints. This paper uses linear programming to develop a model for determining the optimal number of fire-fighters to have on staff during additional demands of special events still covering the standard emergency coverage within a community. Also, the aim of this paper is to present a model which will facilitate the decisions of commanders of fire stations when determining the number of fire-fighters required for ordinary and extraordinary activities.

Correlation between the use of depleted uranium ammunition and the ethnic structure of the population of the Federal Republic of Yugoslavia during the 1999 NATO aggression

AB  - This paper explores the correlation of the number of used depleted uranium (DU) projectiles with the ethnic composition of the population in the municipalities (N=208) of the Federal Republic of Yugoslavia (FRY), specifically the type, intensity, and reliability of the correlation and the time dynamics of the use of DU projectiles during the NATO aggression on FRY in 1999. Since the number of citizens and the share of Albanian and non-Albanian populations in the total population of the former FRY do not represent the homogenous characteristics of the observed area, the Spearman correlation coefficient was used to determine the level of correlation between the number of DU missiles and the population of Albanian and non-Albanian ethnic origin in the observed municipalities. The research yielded the results that indicate direct proportionality between the number of DU missiles and the number of Albanians (r = 0.514, p = 0.000000) and inverse proportionality between the number of specified missiles and the number of non-Albanians (r = -0.320, p = 0.000003. The determined spatial distribution of DU projectile seriously and lastingly contaminated the living space of Albanians in Kosovo and Metohija, and thus the area of temporary residence of NATO, UNMIK, and EULEX forces in this part of the territory of the Republic of Serbia. The results also revealed that, in the last eleven days of the aggression, NATO forces fired more than a half (54%) of all DU projectiles fired within FRY.
AB  - Radom se istražuje korelacija upotrebljenih projektila sa osiromašenim uranijumom i etničke strukture stanovništva po opštinama (N=208) bivše Savezne Republike Jugoslavije (SRJ), odnosno vrsta, intenzitet i pouzdanost te korelacije i vremenska dinamika upotrebe navedenih projektila tokom agresije NATO na SRJ, 1999. godine. S obzirom na to da zastupljenost stanovništva albanske i nealbanske etničke pripadnosti u ukupnom broju stanovnika bivše SRJ, ne predstavljaju homogena obeležja posmatranog prostora, za utvrđivanje stepena povezanosti broja projektila sa osiromašenim uranijumom i broja stanovnika albanske i nealbanske etničke pripadnosti po opštinama, korišćen je Spirmanov (Spearman) koeficijent korelacije. Rezultati sprovedenog istraživanja ukazuju na to da postoji direktna proporcionalnost između broja upotrebljenih projektila sa osiromašenim uranijumom i broja Albanaca (r = 0.514, p = 0.000000) i inverzna proporcionalnost između broja upotrebljenih projektila sa osiromašenim uranijumom i broja nealbanaca (r = - 0.320, r = 0.000003). Tako utvrđenom prostornom distribucijom projektila sa osiromašenim uranijumom, pre svega je, ozbiljno i dugoročno, kontaminiran životni prostor Albanaca na Kosovu i Metohiji, a time i prostor privremenog boravka snaga NATO, UNMIK i EULEX, na tom delu teritorije Republike Srbije. AB  - Game theory is a mathematical theory of conflict situations between rational decision-makers, whose decisions affect each other. In addition, the conflict situations are characterized
by two (or more) opposing sides, with antagonistic goals (mutually opposed and irreconcilable);
where the result of each action of participant depends on what action the opponent will choose.
Due to the antagonism of parties objectives involved in the negotiations, negotiation is particularly
suitable for modeling activities by means of the theory of games. Of special interest to the police organization is the police negotiation organization. In this context, this paper focuses on the modeling of police negotiation through the game theory.

Ethnically motivated terrorism prevention in Serbia: A case study 'Bujanovac, Preševo and Medveđa'

AB  - Based on their own negative experiences in the understanding of terrorism as an exclusively internal security problem and its solution are primarily repressive police and military and intelligence methods, Serbia is on the threshold of XXI century fundamentally changed its anti-terrorist strategy. Unlike so understood Albanian terrorism in Kosovo and Metohija and the strategies applied in his unsuccessful suppression, new antiterrorist strategy was implemented successfully in combating against same species of ethnically motivated terrorism in the municipalities of Preševo, Bujanovac and Medveđa. Despite not even exclude the repressive police and military action as a last resort, a new strategy is essentially meant the transfer of emphasis on preventive (safety, organizational, diplomatic-political socio-economic and informational) measures that, among other things implied: solve all problems, principally, by peaceful means and negotiations, including the troubleshooting of representatives of all relevant government bodies, local government, NGOs, ethnic communities including representatives of terrorist groups, as well as the condemnation of violence, participation in negotiations and support for solving problems of by key members of international community (EU, OSCE, USA, NATO), with favorable demographic effects. Although based primarily on experience, that (still informal, but in practice verified) RS strategy is in line with the UN Global Strategy against terrorism (which was subsequently made, 2006) and as such can serve as an example of good practice in confronting similar kinds of terrorism in the world.
AB  - Poučena vlastitim negativnim iskustvima u shvatanju terorizma kao isključivo unutrašnjeg bezbednosnog problema i njegovog rešavanja prevashodno represivnim policijsko-vojnim i obaveštajnim metodama, Republika Srbija je na pragu XXI veka suštinski je promenila svoju protivterorističku strategiju. Za razliku od tako shvaćenog albanskog terorizma na Kosovu i Metohiji i strategije primenjene u njegovom neuspešnom suzbijanju, nova protivteroristička strategija uspešno je primenjena u suzbijanju iste vrste etnički motivisanog terorizma u opštinama Preševo, Bujanovac i Medveđa. Uprkos tome što nije isključivala ni represivne policijsko-vojne mere kao krajnje sredstvo, nova strategija je suštinski podrazumevala prenošenje težišta na preventivne (bezbednosne, organizacione, diplomatsko-političke socijalno-ekonomske i informativne) mere koje su, pre svega, podrazumevale rešavanje svih problema, težišno, mirnim putem i pregovorima; uključivanje u rešavanje problema predstavnika svih relevantnih državnih organa, organa lokalne uprave, nevladinih organizacija, etničkih zajednica, pa i predstavnika terorističkih grupa; kao i osudu nasilja, učešće u pregovorima i podršku rešavanju problema od strane ključnih subjekata međunarodne zajednice (EU, OEBS, SAD, NATO), uz povoljne demografske efekte. Iako zasnovana, pre svega, na iskustvu, ta (još uvek neformalna ali u praksi proverena) strategija RS u skladu je sa Globalnom strategijom Ujedinjenih nacija protiv terorizma (koja je doneta naknadno, tek 2006. godine) i kao takva može poslužiti kao primer dobre prakse u suprotstavljanju sličnim vrstama terorizma u svetu.

Odbrambena funkcija policije kao sadržaj nauka odbrane

AB  - Vojska je, tradicionalno, nosilac funkcije spoljne bezbednosti države (funkcija odbrane), a policija unutrašnje bezbednosti (bezbednosna funkcija u užem smislu). Pri tome, vojska vrši i izvesne podfunkcije bezbednosti u užem smislu (Vojna policija i vojne službe bezbednosti) i može se angažovati u zaštiti unutrašnje bezbednosti zemlje, dok se policija može angažovati u odbrambenim naporima države. Zbog toga je neophodno da vojska izučava policijsku organizaciju, a policija vojnu organizaciju. Pri tome, pod vojnom i policijskom organizacijom podrazumeva se celina njihove funkcije i strukture. Vojna bezbednosna angažovanja podrazumevaju obavljanje (vojno) policijskih poslova, pružanje pomoći policiji u miru i vanrednom stanju, kao i primenu (vojno)policijskih ovlašćenja od ovlašćenih pripadnika Vojske Srbije i Ministarstva odbrane. S druge strane, odbrambena funkcija policije podrazumeva organizovano angažovanje - upotrebu policije u ratnom i vanrednom stanju i u podršci Vojsci Srbije u odbrani Republike od vojnih i nevojnih izazova i pretnji. To ukazuje na potrebu istraživanja policijske funkcije u vojsci i vojne funkcije u policiji. S tim u vezi, postavlja se pitanje osposobljenosti profesionalnih vojnih lica koja su visokoškolsko obrazovanje stekla u Vojnoj akademiji za profesionalno vojnobezbednosno angažovanje i za razumevanje mesta i uloge policije u odbrambenim naporima države. Sadržaji koji se odnose na izučavanje policije u odbrambenim naukama nisu dovoljno zastupljeni, a potreba za njima je, čini se, nesporna. Ovakav stav proizilazi, pored ostalog, i iz toga što je izvesnija primena znanja iz oblasti odbrambenih nauka u vojnim angažovanjima povodom nevojnih izazova, rizika i pretnji nego protiv vojnih pretnji, pri čemu se ona realizuju na principima kojima se obavljaju policijski poslovi. Osim toga, obrazovni profil koji nastaje školovanjem u oblasti odbrambenih nauka prepoznat je aktom o unutrašnjem uređenju i sistematizaciji radnih mesta u Ministarstvu unutrašnjih poslova, što je još jedan od razloga za intenziviranje proučavanja obrazovnih sadržaja koji se odnose na policiju u Vojnoj akademiji. Imajući u vidu navedeno, ovim radom se problematizuje odbrambena funkcija policije kao sadržaj nauka odbrane, kako bi se fond navedenih znanja upotpunio i kako bi se došlo do višeg, a svakako dovoljnog nivoa korelacije obrazovnog profila koji se stvara školovanjem na Vojnoj akademiji i radnog profila profesionalnog vojnog službenika. To može da ima za posledicu inovaciju studijskog programa Vojne akademije u pogledu uvođenja teorijsko-saznajne discipline koja će se odnositi na izučavanje policijskih poslova, ovlašćenja i strukture. Najzad, time može doći i do promene koncepta školovanja u Vojnoj akademiji u oblasti bezbednosti, na način da ti sadržaji budu dostupni svim studentima kao obrazovni sadržaj, a ne samo polaznicima obuka koje su posvećene stručnom osposobljavanju i usavršavanju u oblasti vojne policije i bezbednosti uopšte.
