Police cynicism in Serbia: prevalence, nature and associations with job satisfaction

AB  - Purpose The purpose of this paper is to present the results of the first research on prevalence, nature and correlates of the police cynicism in Serbia, with particular attention to the associations of cynicism with job satisfaction. Design/methodology/approach Data were collected using a paper-based survey, and obtained from 472 police officers from five police departments across the country. For the purpose of measuring of organizational and work aspects of police cynicism a new developed 24 five-level Likert-type items scale was used. Findings The results show that cynicism is normally distributed. No statistically significant gender, education or police rank differences were identified, and the length of service does not appear to influence cynical attitudes significantly. Cynicism scores statistically significantly varied across police departments and predicted job dissatisfaction. The underlying four-factor structure of police cynicism was identified. The factors include: general organizational cynicism; cynicism toward police hierarchy/superiors; cynicism toward public/citizen cooperation; and cynicism toward modernization of policing in the crime control field. Research limitations/implications The generalizability of the sample is limited, giving that participants come from only five out of a total of 27 police departments in the country, while the female police officers and officers with education higher than high school were somewhat overrepresented. Originality/value This research provides some more evidence on the nature and determinants of police cynicism that might inspire future research in this important but under-researched area. It implies that the need to explore more deeply relations between police cynicism and stress, burnout and particularly contextual and departmental factors that might be influential to police cynicism. It might also incite future research on the internal structure of police cynicism.

AB  - By using a content analysis, the author attempts to explore the extent to which the prevailing
media portrayals of crime, offenders and victims distract from factuality of crime in Serbia.
It is argued that crime news is often distorted with the aim to acquire greater “news value”,
or to induce moral panic over specific categories of offenders. The news is commonly

Euthanasia and ethical dillemas: Human dignity against sanctity of life

AB  - The paper analyses ethical dilemmas and conflicting issues tied to euthanasia and the institutionalization of the right to a dignified death, viewed through a prism of arguments in favour of and against euthanasia, solutions of comparative law and the practice of the European Council and The European Court of Human Rights in this field, as well as the existing practices of physicians with respect to the implementation of various modalities of euthanasia. At the national lavel, the topic is becoming of interest as the Preliminary Draft of the Civil Code, in essence foresees, that this right can be effectuated in exceptional cases whereby all humane, psycho-social and medical conditions are fulfilled; whilst in a public hearing regarding the proposed solution showed a lack of readiness of the expert public, primarily medical, for radical changes in this field. Taking into consideration that passive euthanasia, whereby an incurable disease is allowed to run its course is widespread in medical practice, and that palliative care cannot provide all dying patients with cumbrous symptoms a peaceful and dignified death, the question of the right to euthanasia should be approached without hypocrisy. Access to euthanasia should be enabled, but under strict conditions, exclusively to individuals that are in the conclusive stages of an incurable illness, where death within a foreseeable time period is inevitable. Conditions and procedures tied to euthanasia should be precisely defined, so as to avoid its misuse and to establish clear rules in terms of physician accountability.
AB  - U radu se razmatraju etičke dileme i sporna pitanja vezana za eutanaziju i institucionalizovanje prava na dostojanstvenu smrt, sagledane kroz prizmu argumenata za i protiv ozakonjenja eutanazije, uporednopravnih rešenja i prakse Saveta Evrope i Evropskog suda za ljudska prava u ovoj oblasti, kao i postojeće lekarske prakse u pogledu sprovođenja različitih modaliteta eutanazije. Na domaćim prostorima tema dobija na aktuelnosti budući da Prednacrt Građanskog zakonika Srbije načelno predviđa pravo na eutanaziju kao pravo koje se može izuzetno ostvariti ako se ispune propisani humani, psiho-socijalni i medicinski uslovi, dok je, pak, javna rasprava o predloženom rešenju pokazala nespremnost stručne javnosti, pre svega medicinske, za radikalne promene u ovoj oblasti. Imajući u vidu da je pasivna eutanazija, odnosno prepuštanje da neizlečiva bolest ide svojim prirodnim tokom raširena u lekarkoj praksi, te da palijativna nega ne može obezbediti svim umirućim pacijentima sa mučnim simptomima mirnu i dostojanstvenu smrt, pitanju prava na eutanaziju bi trebalo prići bez hipokrizije. Etuanaziji bi valjalo omogućiti, ali pod restriktivnim uslovima, isključivo licima koja boluju od neizlečive bolesti u završnoj fazi, a smrtni ishod je neminovan u kratkom i predvidivom periodu. Uslove i procedure vezane za eutanaziju trebalo bi što preciznije urediti, kako bi se izbegle zloupotrebe i postavila jasna pravila lekarske odgovornosti.

Distribution and characteristics of cyber violence among elementary school students - Survey results in Serbia

AB  - The paper aims to present the results of research on the prevalence and characteristics of cyber violence among elementary school pupils, and results with respect to connections of this form of bullying with age and gender of students, and facts like who are perpetrators or victims of this type of violence. The survey also sought to get a few answers to questions concerning: knowledge of elementary pupils about what cyber violence is; which means of electronic communication are preferred in communication with their peers; whether parents control their access to a personal computer and mobile phone, as well as whether the parents would report acts of violence, if they occurred? The study included 300 students of the 5th, 6th, 7th and 8th grade, in the Autonomous Province of Vojvodina, of which 147 were male and 153 females. Research has shown that every other elementary school student was the victim of cyber violence. Number of victims decreases with age, which means that least frequent victims were students in lower grades, and most frequent victims were students in higher grades, with the notable that girls, unlike boys were victims of a much higher percentage. Students were most often the victims of exclusion, misrepresentation, insults and gossip, but in smaller percentages were victims of unlawful communication, lying, stalking and harassment. Observed from the aspect of the perpetrator, the study found that one in four elementary school students was the perpetrator of some form of cyber violence, such as "online" exclusion, misrepresentation, slander and lying and deceiving. A practical and theoretical implications of these findings are discussed further in this text.

Odnos prema žrtvi i viktimizaciji u svetlu teorije o pravednom svetu

AB  - Predmet rada je odnos prema žrtvama i viktimizaciji iz perspektive teorije o pravednom svetu Melvin-a Lerner-a, sagledan kroz prizmu relacija centralnog konstrukta ove teorije – verovanja u pravedan svet, sa okrivljavanjem žrtve, samookrivljavanjem i prevladavanjem viktimizacije. Rad ima za cilj da, u svetlu postojećih empirijskih nalaza, razmotri aktuelni status i značaj teorije o pravednom svetu za razumevanje procesa okrivljavanja i derogiranja žrtava, ali i ulogu koju verovanje u pravedan svet ima u procesu prevladavanja traume izazvane viktimizacijom. Verovanje u pravedan svet i na njoj utemeljena potreba za reuspostavljanjem pravde u situacijama u kojima je ovo verovanje ugroženo, smatra se adaptivnim mehanizmom kojim se čuva vera u sigurnost i predvidljivost socijalnog okruženja, odnosno, smislenost dugoročnih ulaganja i primene legitimnih sredstava za postizanje ličnih ciljeva. Jedna od kognitivnih taktika odbrane ugroženog verovanja u pravednost jeste reinterpretacija kritičnih događaja, uz okrivljavanje i derogiranje žrtava. Budući da nalazi empirijskih studija upućuju na zaključak da je izvesnost primene kognitivnih taktika odbrane ugroženog verovanja u pravednost veća u slučaju izostanka ili nedelotvornosti formalnih odgovora na zločin i viktimizaciju, efektivna i efikasna društvena reakcija usmerena na sankcionisanje učinilaca i reparaciju žrtava se može označiti činiocem koji ključno doprinosi redukovanju rizika od stigmatizacije i odbacivanja žrtava.
AB  - The present paper discusses current empirical status of the Just world theory introduced several decades ago by Melvin Lerner, the content and functions of a just world belief as its central construct, and particularly, the relation between a just world belief and victim blaming and victim derogation phenomena. In the light of existing research evidence, a just world belief and a need to re-establish a “justice” when this belief is threatened, is considered to be an adaptive mechanism that protect a belief that a world is secure and the future is predictable, as well as a confidence in the purposefulness of selfdiscipline, long-term personal investments and social rules respecting. As proposed By the just world theory, when a person faces injustice, i.e. others’ (innocent victims’) suffering, his/her belief in a just world is threatened. Possible reactions to that threat comprise various rational victim helping activities, but also specific cognitive defensive strategies, including cognitive distortion, rationalization and reinterpretation of an event in order to minimize injustice or deny injustice happened at all. In the course of reinterpretation of injustice, victims are often blamed for their former actions, or derogated for their character, in order to indicate them responsible for their own fate and suffering. The findings of research studies suggest that the likelihood of employing cognitive defensive strategies rises if formal responses to crime and victimization lack or fail. This further suggests that an efficient and effective formal social response in terms of both sanctioning of offenders and reparation of victims should be considered highly important in reducing the risk of stigmatization and rejection of victims. Finally, the paper discusses the role of victim’s just world beliefs in post-trauma adaptation and coping processes. In virtue of findings from the existing research literature it may be concluded that victim’s belief in a just world is not necessarily obstructive for the adaptation and coping process. Verovanje u pravedan svet i na njoj utemeljena potreba za reuspostavljanjem pravde u situacijama u kojima je ovo verovanje ugroženo, smatra se adaptivnim mehanizmom kojim se čuva vera u sigurnost i predvidljivost socijalnog okruženja, odnosno, smislenost dugoročnih ulaganja i primene legitimnih sredstava za postizanje ličnih ciljeva. Jedna od kognitivnih taktika odbrane ugroženog verovanja u pravednost jeste reinterpretacija kritičnih događaja, uz okrivljavanje i derogiranje žrtava. Budući da nalazi empirijskih studija upućuju na zaključak da je izvesnost primene kognitivnih taktika odbrane ugroženog verovanja u pravednost veća u slučaju izostanka ili nedelotvornosti formalnih odgovora na zločin i viktimizaciju, efektivna i efikasna društvena reakcija usmerena na sankcionisanje učinilaca i reparaciju žrtava se može označiti činiocem koji ključno doprinosi redukovanju rizika od stigmatizacije i odbacivanja žrtava., The present paper discusses current empirical status of the Just world theory introduced several decades ago by Melvin Lerner, the content and functions of a just world belief as its central construct, and particularly, the relation between a just world belief and victim blaming and victim derogation phenomena. In the light of existing research evidence, a just world belief and a need to re-establish a “justice” when this belief is threatened, is considered to be an adaptive mechanism that protect a belief that a world is secure and the future is predictable, as well as a confidence in the purposefulness of selfdiscipline, long-term personal investments and social rules respecting. As proposed By the just world theory, when a person faces injustice, i.e. others’ (innocent victims’) suffering, his/her belief in a just world is threatened. Possible reactions to that threat comprise various rational victim helping activities, but also specific cognitive defensive strategies, including cognitive distortion, rationalization and reinterpretation of an event in order to minimize injustice or deny injustice happened at all. In the course of reinterpretation of injustice, victims are often blamed for their former actions, or derogated for their character, in order to indicate them responsible for their own fate and suffering. The findings of research studies suggest that the likelihood of employing cognitive defensive strategies rises if formal responses to crime and victimization lack or fail. This further suggests that an efficient and effective formal social response in terms of both sanctioning of offenders and reparation of victims should be considered highly important in reducing the risk of stigmatization and rejection of victims. Finally, the paper discusses the role of victim’s just world beliefs in post-trauma adaptation and coping processes. In virtue of findings from the existing research literature it may be concluded that victim’s belief in a just world is not necessarily obstructive for the adaptation and coping process. Moreover, in the research literature prevail findings telling in support of an assertion that strong just world belief serves significantly as a self-protective function.",

AB  - This paper presents findings from an empirical study of heterosexual intimate partner homicides, based on secondary data collected from the criminal case files of the Higher Court and the Higher Public Prosecutor's Office in Belgrade. The primary aim of the research was to identify risk factors of intimate partner homicides. Furthermore, we examined the universality and consistency of intimate partner homicide risk factors found in previous studies, and indirectly assessed the scope and relevance of some current theoretical models of this problem. One of the specific aims was to determine gender differences concerning motivation for partner homicide. The results confirmed consistency of a number of characteristics of partner homicide: women are considerably more likely to be victimized; attacks committed by women more often result in attempts of homicide/murder; many perpetrators of both sexes suffered from some mental disorder; the majority of offences are committed by men, and half of those committed by women, was preceded by chronic abuse by the male partner; the majority of male perpetrators had previously threatened to kill their victims; separation from violent male partners is the risk indicator for victimization of women. The decision to "punish" a woman for leaving the relationship is the dominant motivation of male perpetrators. However, punishing the estranged partner, although much less pronounced, in the motivation of women. The findings exposed factor complexity of control in partner relationships, thereby further research on gender symmetries and asymmetries concerning intimate partner violence and homicide is needed.

AB  - This paper analyses the results of a study entitled: Youth Deviance and Youth Violence: A European Multi-agency Perspective on Best Practices in Prevention and Control (YouPrev). This assessment was conducted in order to shed some light on the effects of current youth violence prevention measures in six European countries (Belgium, Germany, Hungary, Portugal, Slovenia and Spain) and contributes to the future development of juvenile violent crime prevention in Serbia. Comparative and evaluative studies on preventive measures, as well as the exchange of experience and best practices, are considered preconditions for any appreciable improvement in youth violence prevention. Juvenile crime prevention in Serbia is (at least declaratively) widely understood as initiatives that require a systematic multidisciplinary and multi-sectoral approach. However, similar to the conclusions adopted in relation to European countries covered by the YouPrev study, juvenile delinquency prevention in Serbia must be improved, using evaluation and fundamental systematic approach. The importance of both future research on risk and protective factors, as well as a rigorous impact evaluation of preventive interventions, should be acknowledged in order to make a significant and viable progress in juvenile crime prevention in Serbia.

Contribution to the discussion on the banning of corporal punishment of children

AB  - This paper discusses the arguments pro et contra banning of corporal punishment of children, in light of existing comparative legal solutions, experience from foreign countries and results of scientific research on the effects of this method of child discipline. According to the current state of knowledge, the fact that corporal punishment of children does not produce long-lasting positive changes in behavior, but likely produces several detrimental consequences; implies that this child discipline method should be abandoned and substituted by alternative ones. The experience of countries where the corporal punishment of children has been outlawed for decades tells us this may be achieved primarily through awareness raising activities and measures aimed at empowering parents and caregivers. A tendency to equate corporal punishment with physical abuse may turn out to be ineffective in suppression of inadequate child discipline practices if the focus of societal reaction is predominantely put on punishment and stigmatization of parents and caregivers instead on their proper training and empowering, and activities aimed at raising public awareness on the rights of children.
AB  - U radu se razmatraju argumenti za i protiv zabrane fizičkog kažnjavanja dece u svetlu uporednopravnih rešenja, komparativnih iskustava i rezultata naučnih istraživanja o efektima ove prakse u disciplinovanju dece. Okolnost da, prema postojećim naučnim saznanjima, fizičko kažnjavanje dece ne proizvodi značajne pozitivne efekte, ali dovodi do određenih negativnih posledica, upućuje na to da ovu bi ovu praksu disciplinovanja trebalo napuštati i podsticati njenu supstituciju alternativnim metodama vaspitavanja dece. Iskustva zemalja u kojima već decenijama postoji zakonska zabrana fizičkog kažnjavanja dece govore da tom cilju treba težiti prevashodno podizanjem javne svesti i kroz mere osnaživanja roditelja i staratelja. Tendencija da se fizičko kažnjavanje izjednači sa fizičkim zlostavljanjem može se pokazati neproduktivnom u suzbijanju neadekvatnih praksi disciplinovanja i vaspitavanja dece ukoliko njen ishod bude to da se akcenat društvene reakcije stavi na stigmatizaciju i kažnjavanje roditelja i staratelja, umesto na njihovu edukaciju, osnaživanje i podizanje javne svesti o pravima deteta.

Domašaj i perspektive naučnog znanja u prevanciji maloletničke delinkvencije

AB  - U poslednjih tridesetak godina u svetu je znatno unapređeno saznanje o faktorima rizika maloletničke delinkvencije, čime su uglavnom identifikovana težišta preventivnih aktivnosti u ovoj oblasti. Ipak, primena postojećih naučnih saznanja u oblasti prevencije maloletničke delinkvencije i razumevanje značaja metodološki korektnih evaluacija postojećih programa prevencije danas generalno nisu na zadovoljavajućem nivou, po čemu se ne razlikuje ni Srbija. Savremeni odgovori na maloletničku delinkvenciju trebalo bi da se temelje na saznanjima o heterogenosti dece i maloletnika koja su u nju uključena, a u fokusu preventivnih nastojanja trebalo bi da bude neutralisanje faktora rizika za razvoj perzistentnog prestupništva. Razvijanje efektivnih programa rane intervencije, odnosno komprehenzivnih programa prevencije namenjenih predškolskoj deci, jedini je pouzdan način da se blagovremeno odgovori na razvojne potrebe ove kategorije dece i ublaži rizik od razvijanja hroničnog prestupništva. Na drugoj strani, longitudinalne studije o maloletničkoj delinkvenciji u Srbiji čije se sprovođenje u radu zagovara, mogli bi biti solidan polazni osnov za kreiranje efikasnijeg odgovora na problem kriminaliteta u budućnosti, kao dragoceni izvor saznanja o kritičnim konstelacija ma i mehanizmima aktiviranja i neutralizacije faktora rizika za perzistentno i tranzitorno prestupništvo mladih i specifičnostima u pogledu životnih prilika, prekretnica i problema sa kojima se suočavaju adolescenti u našoj zemlji, kao i trajektorija ulaska u delinkvenciju i izlaska iz nje.
AB  - In the last thirty years, the knowledge about risk factors of
juvenile delinquency has significantly improved worldwide, thereby mainly
identifying the focus of preventive activities in this area. However, the application of existing scientific knowledge in the field of prevention of juvenile delinquency and understanding of the importance of methodologically correct evaluation of existing prevention programs, generally are not at a satisfactory level
today, and situation in Serbia is not different. Contemporary response to juvenile delinquency should be based on understanding of the heterogeneity of children and juveniles involved, and preventive efforts should be focused on neutralizing the risk factors for development of persistent delinquency.
Development of effective early intervention programs or comprehensive prevention programs intended for preschool children, is the only reliable way to timely respond to the developmental needs of this category of children and alleviate
the risk of developing persistent delinquency. On the other hand, longitudinal
studies of juvenile delinquency in Serbia, whose implementation is advocated in
this paper, could be a solid starting point for creating a more efficient response
to the problem of crime in the future, as a valuable source of knowledge on critical constellations and mechanisms of activation and neutralization of the risk
factors for persistent and transient juvenile delinquency and specificities in
terms of living conditions, turning points and problems faced by adolescents in
our country, as well as the trajectory of entering or leaving delinquency.

Razvijanje efektivnih programa rane intervencije, odnosno komprehenzivnih programa prevencije namenjenih predškolskoj deci, jedini je pouzdan način da se blagovremeno odgovori na razvojne potrebe ove kategorije dece i ublaži rizik od razvijanja hroničnog prestupništva. Na drugoj strani, longitudinalne studije o maloletničkoj delinkvenciji u Srbiji čije se sprovođenje u radu zagovara, mogli bi biti solidan polazni osnov za kreiranje efikasnijeg odgovora na problem kriminaliteta u budućnosti, kao dragoceni izvor saznanja o kritičnim konstelacija ma i mehanizmima aktiviranja i neutralizacije faktora rizika za perzistentno i tranzitorno prestupništvo mladih i specifičnostima u pogledu životnih prilika, prekretnica i problema sa kojima se suočavaju adolescenti u našoj zemlji, kao i trajektorija ulaska u delinkvenciju i izlaska iz nje., In the last thirty years, the knowledge about risk factors of
juvenile delinquency has significantly improved worldwide, thereby mainly
identifying the focus of preventive activities in this area. However, the application of existing scientific knowledge in the field of prevention of juvenile delinquency and understanding of the importance of methodologically correct evaluation of existing prevention programs, generally are not at a satisfactory level
today, and situation in Serbia is not different. Contemporary response to juvenile delinquency should be based on understanding of the heterogeneity of children and juveniles involved, and preventive efforts should be focused on neutralizing the risk factors for development of persistent delinquency.
Development of effective early intervention programs or comprehensive prevention programs intended for preschool children, is the only reliable way to timely respond to the developmental needs of this category of children and alleviate
the risk of developing persistent delinquency. On the other hand, longitudinal
studies of juvenile delinquency in Serbia, whose implementation is advocated in
this paper, could be a solid starting point for creating a more efficient response
to the problem of crime in the future, as a valuable source of knowledge on critical constellations and mechanisms of activation and neutralization of the risk
factors for persistent and transient juvenile delinquency and specificities in
terms of living conditions, turning points and problems faced by adolescents in
our country, as well as the trajectory of entering or leaving delinquency.",

AB  - The article reviews basic assumptions, constructs and significance of Situational Action Theory (SAT), a recent integrated theoretical model aiming to provide an ecological perspective and approve itself as a truly general theory of crime. Within its comprehensive theoretical framework crime is defined and studied as a special form of moral action. Disregarding that some aspects of particular theoretical assumptions and constructs are deemed as somewhat arguable or still-developing, SAT's contribution to the field of criminology and related disciplines so far has been assessed as manifold and valuable. The theory is expected to be even more important in the future. The same goes for its applicative value.
AB  - U radu se predstavljaju osnovne postavke i razmatraju konstrukti, teorijski i praktični značaj teorije situacijskog postupanja (eng. situational action theory), kao jedne od novijih integrativnih kriminoloških koncepcija koja iskazuje ambiciju da ponudi istinsku ekološku perspektivu i potvrdi se kao opšta teorija o kriminalitetu. Reč je o komprehenzivnom teorijskom okviru unutar kojeg se kriminalno ponašanje određuje i objašnjava kao poseban oblik 'moralne akcije'. Nezavisno od toga što se neki aspekti pojedinih postavki i konstrukata teorije smatraju diskutabilnim, a teorija sistemom u razvoju, njen dosadašnji doprinos kriminologiji i srodnim disciplinama je višestruk i dragocen, a može se očekivati da će on u budućnosti rasti. AB  - Numerous international documents emphasize the important role of media in crime prevention. Therefore, the provisions of certain documents of the United Nations and the Council of Europe and the provisions of certain conventions of those organizations is showed at the beginning of the paper which indicate the role of media in crime prevention, and prevention some of its forms. After that part, particular attention was paying to the forms of media participation in crime prevention and analysis of prevention possibilities of the media through public education, an analysis of the contribution of media manifestation of violence, with special reference to the television show in which citizens are asking for help in solving crimes and apprehending their offenders. Then they noticed the possibility of preventive effect of the media through two broad approaches. The first relates to inform public about crime and other to inform the public about controlling crime. Another approach, includes information on activities and results of work of criminal justice (repressive component), and media campaigns about preventive measures taken in the community, which can be directed to the potential offender or potential victim of crime.
AB  - Brojni međunarodni dokumenti ističu značajnu ulogu medija u prevenciji kriminala. Zbog toga su na početku rada prikazane odredbe pojedinih dokumenata Ujedinjenih nacija i Saveta Evrope i odredbe pojedinih konvencija tih organizacija iz kojih se vidi uloga medija u prevenciji kriminala, odnosno prevenciji njegovih pojedinih oblika. Nakon tog dela, posebna pažnja posvećena je oblicima učešća medija u prevenciji kriminala, odnosno analizi mogućnosti preventivnog delovanja medija kroz edukaciju javnosti, analizu doprinosa medija ispoljavanju nasilja, uz osvrt na posebne televizijske emisije u kojima se od građana traži pomoć u rasvetljavanju krivičnih dela i hvatanju njihovih učinilaca. Potom su istaknute mogućnosti preventivnog uticaja medija kroz dva šira pristupa. Prvi se odnosi na informisanje javnosti o kriminalu, a drugi na informisanje javnosti o kontroli kriminala. Drugi pristup, obuhvata informisanje o aktivnostima i rezultatima rada organa krivičnog pravosuđa (represivna komponenta), kao i medijske kampanje o preventivnim merama koje se preduzimaju u zajednici, a mogu biti usmerene ka potencijalnom učiniocu ili potencijalnoj žrtvi krivičnog dela.
