Intelligence activity in the system of political power

Abstract

Intelligence activity as a social and political phenomenon represents one of the key information channels through which the holders of the political power inform themselves of the situations and changes in external surrounding, which are significant for national security and national interests. As an essential element of informational, i.e. soft power of each state, the intelligence activity perceives its institutionalization through the activity of modern intelligence services as specialized authorities of the execu­tive. On the other hand, intelligence activity has a clearly defined role in the decision-making process (in foreign policy), because it provides relevant and timely final intelligence findings to the holders of the political power, as a base for the further decision-making process. Analyse, production and the interpretation of the findings, as well as proper defining of the informational/intelligence needs and requirements by the holders of the political power have special significance in the process of the intelligence research. These are the points in which the sensibility of the complex relations between intelligence activity and political power diffract.

Obaveštajna aktivnost kao društveni i politički fenomen predstavlja jedan od ključnih informacionih kanala kojima se nosioci političke vlasti informišu o prilikama i promenama u spoljnom okruženju, koje su od značaja za nacionalnu bezbednost i nacionalne interese. Kao bitan element informacione, odnosno, meke moći svake države, obaveštajna aktivnost svoju institucionalizaciju doživljava kroz delovanje savremenih obaveštajnih službu kao specijalizovanih ustanova izvršne vlasti. S druge strane, obaveštajna aktivnost ima jasno definisanu ulogu u procesu donošenja (spoljno)političkih odluka, jer nosiocima političke vlasti obezbeđuje relevantna i pravovremena završna obaveštajna znanja kao osnov za dalji tog procesa odlučivanja. Poseban značaj u procesu obaveštajnog istraživanja, odnosno obaveštajnom ciklusu, ima analiziranje, produkcija i interpretacija tih saznanja, kao i pravilno definisanje informacionih/obaveštajnih potreba i zahteva od strane nosilaca političke vlasti. U ovim tačkama se i prelama sva osetljivost složenih odnosa između obaveštajne aktivnosti i političke vlasti.
