dc.description.abstractTheories of security, military and other sciences divide ways in which crisis situation is solved into unarmed, non-violent and other ways, and especially important among them is psychological. On the one hand, the term psychological comprises negotiation, because it can be identified with the method of persuasion, as a way to directly influence an individual or group. On the other hand, redeeming concessions from the opponent's side (e.g. life health and freedom of the hostages) can be obtained through material and immaterial goods. In the theory, these means are called economical and political means. Besides the criterion of technique, ways in which conflict (crisis) situation is solved can be divided using the criterion of means. For example, psychological way results from dividing noncoercive ways of solving conflict situations with the criterion of means. As bearer of psychological way of solving crisis situations in the Ministry of Interior of the Republic of Serbia, the Negotiation Team was formed in 2004. This Ministry of Interior's unit is being engaged in the cases of abductions, hostage situations, heavy forms of blackmail, prison riots, street demonstrations suicide and homicide threats, threats to the police or the third person with weapon or explosive devices during preparation and realization of police measures, when it's possible to influence the behaviour of actors of conflict situations in order to persuade them to give up their wrongful behaviour. This paper problematizes on how the Negotiation Team performs mentioned tasks.en
dc.description.abstractUputstvom o radu pregovaračkog tima Ministarstva unutrašnjih poslova koje je doneo ministar unutrašnjih poslova Republike Srbije regulišu se: ciljevi zadaci, odgovornost, organizacija, način angažovanja, rukovođenje, tok pregovora, odabir kadrova, obuka i sredstva za rad Pregovaračkog tima Ministarstva unutrašnjih poslova (PTM). Ovim radom se sadržaj navedenog doktrinarnog akta dovodi u širi teorijski kontekst načina rešavanja kriznih situacija. Pri tome, sadržaj rada je struktuiran na sistemski način, što znači da su njime obuhvaćeni okruženje, funkcija i struktura Pregovaračkog tima Ministarstva unutrašnjih poslova.sr
