Упоредна искуства у имплементацији проблемски оријентисаног рада полиције

Abstract

Проблемски оријентисан рад полиције привукао је велику пажњу научне и стручне јавности током протекле три деценије. Већ дуже време евалуације програма у оквиру којих полиција спроводи такав приступ показују обећавајуће резултате у превенцији криминала. Полиција у Републици Србији опредељена је и формално стратешки од 2013. године да развија и унапређује такав начин рада, што подразумева истовремено образовање и обучавање будућих и садашњих полицијских службеника за примену таквог начина рада, а посебно образовање и обучавање полицијских руководилаца средњег нивоа. С обзиром да су поједине европске и англосаксонске земље већ дуже време спроводиле евалуације таквог начина рада, чини се да је значајно дати осврт на искуства полиција тих земаља, односно на могуће тешкоће и најподесније начине за превазилажење тих тешкоћа, који би били корисни и за полицију у Србији. Крајњи циљ је да се избегне дуплирање напора и да се кроз примере добре праксе подстакне мотивација код полицијских службеника и њихових надређених за примену проблемски оријентисаног рада.

Problem-oriented policing has attracted great attention of sci entists and experts over the past three decades. For a long time evalua tion of programs in which the police conducted such an approach has shown promising results in preventing crime. The police in the Republic of Serbia formally defined strategy in 2013 to develop and promote this way of working, which means at the same time education and train ing of future and current police officers for the implementation of such work, esspecially education and training of police middle managers. Given that some European and Anglo-Saxon countries for a long time carried out the evaluation of such work seems to be important to give an overview on the experience of the police in these countries, and the possible difficulties and the most appropriate ways to overcome these difficulties, which would be useful for the police in Serbia. The ultimate goal is to avoid duplication of efforts and the examples of good practices encourage the motivation of police officers and their superiors for the implementation of problem-oriented work. Research and observations analysed in this work suggest that prob lem-oriented work requires great commitment of police leaders and of ficers in the field in all stages of this approach, starting with the collection of data on incidents with the aim of accurately identifying problems, sys tematic investigation of the problem, searching for the most appropriate response to the problem and assessing impact of response on the problem. This strategy of policing requires long-term commitment and creativity in problem analysis and finding an adequate response. Analyzed exam ples clearly show that even in the areas where there is already a long time commitment to this approach, the results are not satisfactory. It is not easy to change well-established routines and views about the traditional way of policing among its members in support of strengthening the prob lem-oriented work. It is essential that police officers be more involved in analyzing the possibility of using other relevant services and institutions, whether public or private in eliminating problems that lead to incidents that require their intervention. Better knowledge of jurisdiction of such other services and institutions can contribute to their greater involvement in reducing and eliminating the negative impact of certain factors that lead to committing criminal acts and offenses.
