AB  - It is incomprehensible that the digital era is increasingly developing and applying electronic business. The use of electronic data stored in certain databases, electronic communications and electronic processing of large amounts of data in the performance of business processes of natural and legal persons is evidently increasing, in response to the challenges that electronic business brings, development and harmonization of the normative framework as in the domain of increasing the efficiency of business as well as the challenges that the digital era carries with it especially from the aspect of protection of personal data. The new European Data Protection Regulation (GDPR) has been in place since May 2018, while implementation at the national level begins in the second half of 2019, experience and challenges are the subject of current considerations. The challenges posed by the implementation of the normative framework must also be followed from the forensic aspect in response to potential violations and non-compliance with legal norms, which requires the development and application of new procedures and tools in this area. It is also evident that there is a need to raise the level of knowledge in this field, bearing in mind the specificity of the relation between the normative and technological aspect and the research that is being carried out in this field, both from the aspect of consideration and confidence in the reliability of the application of electronic commerce from the aspect of obtaining and processing information related to forensic aspects in the digital world. The topic of the discussion are precisely these issues that relate to the challenges in electronic commerce both from the aspect of protection of personal data and from the aspect of digital forensics.

SOSerbia: Android-Based Software Platform for Sending Emergency Messages

AB  - This paper presents Android-based SOS platform named SOSerbia for sending emergency messages by citizens in Serbia. The heart of the platform is SOS client Android application which is an easy and simple solution for sending SOS messages with unique combination of volume buttons. The proposed platform solves a lot of safety, security, and emergency problems for people who can be in dangerous situations. After a person presses a correct combination of buttons, a message with his or her location is sent to the operating center of the Serbian Police. The platform merges several appropriately combined advanced Android technologies into one complete solution. The proposed solution also uses the Google location API for getting user's location and Media Player broadcast receiver for reading pressed buttons for volume. This logic can be also customized for any other mobile operating system. In other words, the proposed architecture can be also implemented in iOS or Windows OS. It should be noted that the proposed architecture is optimized for different mobile devices. It is also implemented with simple widget and background process based on location. The proposed platform is experimentally demonstrated as a part of emergency response center at the Ministry of Interior of the Republic of Serbia. This platform overcomes real-life problems that other state-of-the-art solutions introduce and can be applied and integrated easily in any national police and e-government systems.

Modelling the System of Receiving Quick Answers for e-Government Services: Study for the Crime Domain in the Republic of Serbia

AB  - Today, e-Governments services operate quick answer systems in many different domains in order to help citizens receive answers to their questions at any time and within a very short time. The automatic mapping of relevant documents stands out as an important application for automatic questions-documents classification strategies. This paper presents a contribution to the identification concepts in text comprehension in unstructured documents as an important step towards clarifying the role of explicit concepts in information retrieval in general. The most common representational scheme in text categorization is the Bag of Words approach when the dictionary, as incorporating background knowledge, is large. The authors introduce a new approach to create conceptbased text representations, and apply it to a text categorization collection to create predefined classes in the case of short text document analysis problem. Further in this paper, a classification-based algorithm for questions matching topic modelling is presented. The paper also describes the weighting of concepts that present terms with high frequency of occurrence in questions is based on their similarity relevance in the predefined classes of documents. The results of the experiment within the criminal law domain in the present case study show that the performance of concept-based text representations has proven to be satisfactory in the case when there is no dictionary for this domain.

AB  - Од појаве првог компјутера средином 20. века, па све
до данас, у протеклих педесетак година, дошло је до енормног
пораста коришћења компјутера и њихове широке употребе у
људској заједници. Може се рећи да су данас компјутери, који су
интегрисани у рачунарске мреже и основа су рада различитих
информационих система, пронашли своју примену у скоро свим
областима живота и рада људи. Развијањем информационих
технологија, Интернет, као мрежа свих мрежа, постао је један
од најмоћнијих и широко доступних комуникационих медија
на планети. Коришћење Интернета и информационих система
базираних на Интернет технологијама у савременом друштву
реална је последица глобализације и ере информационо-комуникационих технологија у којој се налази људско друштво. Како
се помоћу Интернета преносе и чувају важни подаци и врше
осетљиве комуникације, сваки корисник мора бити свестан и
могуће њихове злоупотребе. Злоупотреба података и рачунарски безбедносни инциденти везани за Интернет данас су честа
појава јер је убрзани развој информационо-комуникационих
технологија и информатичке науке, с циљем стварања добробити за човека, нажалост омогућио и развој нових метода напада
и угрожавања рачунарских система.
Због бројних и разноликих сигурносних претњи присутних на
Интернету, сваки корисник врло лако може постати мета напада. Обезбеђивањем одговарајућег система заштите, и пре тога превенције, та опасност се смањује, али не отклања. У том смислу, овај рад, који се бави Интернет центрима за жалбе грађана
као једном битном претпоставком обезбеђивања сигурности на
Интернету, представља скроман допринос том циљу.
AB  - The use of electronic services, especially computer networks, which in today’s global, information society is inevitably
provided by the Internet, is not a privilege of individuals, but the
common good of humanity which is provided by modern information-communication technologies. It is a necessary evil that along all
the benefits provided to the Internet users, there is also a “dark” side
of the computer security incidents on the Internet which are common in the modern era. The rapid development of information technologies has enabled the development of new and more powerful
methods and techniques of attack and compromising computers on
the Internet. For the prevention and elimination of security threats
on the Internet, which are numerous and various, and to limit the
activity of malicious attackers, the procedure for resolving security
indicidents is technically and legally defined and regulated.
The main objective of this study is precisely the suppression of cybercrime, analyzing a particular place and the role that Internet centers
for complaints must have, which as an organization for reception
and assistance in resolving complaints about work on the Internet
are closely associated with an organization that is responsible for receiving, reviewing and responding to requests giving security incidents - CSIRT (Computer Security Incident Response Team). The
organization may provide services to government institutions and
corporations in the region or the country, but above all to citizens
and its duty is to provide assistance, protection and provision of critical parts of the Internet, which is the subject of this paper. The paper deals with the experience of the most developed countries in the
world, the immediate environment and the state of Serbia itself.

Information Retrieval for Unstructured Text Documents in Serbian into the Crime Domain

AB  - The reform and modernisation of public sector based on wide application of information-communication technologies (ICT) is considered as one the key elements of futher development of information society in the Republic of Serbia. The trends of development of many e-Government services for many countries in the world, indicate the necessity of application natural language processing - NLP and in e-Government services Republic of Serbia. When performing many of the natural language processing tasks it is needed that all forms of a word with the same meaning has the same form. In general, many documents that are available e-Government services are not structured, so from them is very difficult to isolate some forms (knowledge) that exist in them. The process of finding useful information from such documents in Serbian language, which normally represents highly inflectional language, is one of the key elements of the modern information society in the Republic of Serbia.
