AB  - The development of atmospheric dispersion models is an important step in the process of  predicting,  assessing  and  managing  the  risk  of  potential  disasters.  They  are  of  particular  importance  in  defining  and  analyzing  risk  zones  in  order  to  prevent  endangering  a  large  number  of  people,  property,  the  environment  and  natural  resources.  Today,  making  a  model  is  almost  unthinkable  without  the  use  of  appropriate  software  solutions.  Numerous  software  tools for atmospheric dispersion modeling have been developed, the primary role of which is risk assessment, which includes the analysis of accident and emission pollution models used to simulate the transport and diffusion of various pollutants. As many industrial and development projects potentially cause unwanted consequences in the environment, by applying such tools the  harmful  consequences  could  be  minimized.  The  development  of  sensor  and  computer  technology has enabled the development of complex algorithms for the development of models that  can  be  executed  in  real  time,  which  enables  their  active  role  in  managing  the  process  of  responding to an incident that has occurred. This  paper  presents  the  possibilities  of  modelling  software  tools  through  the  example  of  the  impact of chemicals on the environment in the case of emissions of hazardous gases due to an accident.  The  characteristics  of  the  mathematical  model  and  the  simulation  scenario  made  in  the Aloha software tool are presented.

AB  - The most widespread and harmful pollutant for human health is sulphur dioxide. Coal power plants
 are the main pollutants of sulphur dioxide. According to the Climate Action Network (CAN), the largest sulphur dioxide pollutant in Europe is the Kostolac B thermal power plant from Serbia, which in 2016 emitted 128,000 tonnes of SO2 into the atmosphere. For these reasons, the Power Company of Serbia completed the flue gas desulphurisation plant in Kostolac B TPP in 2017, which reduces sulphur dioxide emissions. The paper analyzes the impact of different scenarios (before and after the construction of the desulphurisation plant) of sulphur dioxide emissions from TPP Kostolac B using a Gaussian dispersion model. Ground concentrations of SO2 at different distances from the thermal power plant were calculated. Based on this, the results of the flue gas dispersion and the distribution of ground concentrations of SO2 are presented in the paper.

AB  - This study analyses the condition and quality of the environment which is endangered by typical pollutants present in urban areas. The main sources of air pollution are power sector (mostly power plants), transport sector (motor vehicles) and industrial plants. Among these substances the most common and most harmful to human health and biological systems is sulphur dioxide. The effects of sulphur dioxide are sensed very easily, most people experience the symptoms after 10 divided by 15 minutes. Therefore the concentration of sulphur dioxide in the air is taken as a referent parameter for the assessment of air quality and evaluation of air pollution. In this study the metallurgy plant which processes 1000 tons of copper-chalcopyrite ore daily is analysed as the illustrative example. By using Gaussian mathematical model the distribution of ground concentration of sulphur dioxide is analysed for the different heights of chimneys and different emissions in stable and unstable atmospheric conditions. Calculation of distribution and spreading of sulphur dioxide covers the period of 24 hours after the release into the atmosphere. The results are compared with the legally permissible limit value concentrations.

Detection of details in topography of generalized contour lines as a condition of police officers’ competence to assess and use terrain

AB  - The successful use and application of maps precedes cartographic literacy. Cartographic literacy involves knowledge of cartographic method and its application in the process of using geographical maps. If we look at the map as a result of the cartographic survey of the Earth’s surface, as represented by the language of cartography, then cartographic literacy is a way of exploring reality. In this paper we go through the process of generalization of the contour line, which is much more complex than other elements of map generalization, presented with all the character of the terrain geomorphological characteristics. The process is divided into several stages; equidistance changes, connecting the small details into larger forms and extracting characteristic details of the terrain and eventually a reduction of trivial, less important details. Spotting geomorphological forms on the map from the police and the security aspect is the assessment of land, from a map, respectively exploring its properties. The execution of police job and tasks, units of general and special purpose often largely depend on the evaluation of soil characteristics whose properties cannot be changed, and substantially affect the realization of the set goals. Contour line generalization enables a review of quantitative and qualitative characteristics of terrain from tactical aspects of the evaluation and treatment of which mostly depends success in the execution of the task.
AB  - Uspešnom korišćenju i primeni karte prethodi kartografska pismenost. Kartografska pismenost podrazumeva poznavanje kartografskog metoda i njegovu primenu u korišćenju topografske karte. Ako kartu posmatramo kao rezultat kartografskog istraživanja Zemljine površine, predstavljene jezikom kartografije, onda je kartografska pismenost jedan od puteva za kognitivno upoznavanje stvarnosti. U radu se kroz proces generalizacije izohipsi, koji je mnogo složeniji od generalizacije drugih elemenata karte, predstavlja karakter terena sa svim geomorfološkim osobinama. Proces se deli na više etapa: promena ekvidistancije, povezivanje sitnih detalja u krupnije forme i izdvajanje detalja karakterističnih za teren i, konačno, redukcija sitnih, manje bitnih detalja. Uočavanje detalja kod geomorfoloških oblika na karti sa policijsko-bezbednosnog aspekta predstavlja procenu zemljišta sa karte, odnosno upoznavanje njegovih osobina. Izvršavanje policijskih poslova i zadataka, jedinica opšte i posebne namene često u velikoj meri zavise od procene osobina zemljišta čije se karakteristike ne mogu menjati, a bitno utiču na realizaciju postavljenih ciljeva. Generalizacija izohipsi doprinosi sagledavanju kvantitativnih i kvalitativnih osobina terena sa aspekta taktičke procene i postupanja od čega u najvećoj meri zavisi i uspeh u izvršenju postavljenog zadatka.

Analysis of the emission of SO2, NOx, and suspended particles from the thermal power plants Kostolac (Serbia)

AB  - The environmental situation related to the thermal power basin of Kostolac for the most part represents the result of the influence of the thermal power plants (TPPs) of Kostolac A, Kostolac B, and the open-pit lignite mine. The quality of air is monitored by continuously measuring concentrations of the overall precipitation matters and gases such as CO2, SO2, NOx, CO, and O-3. Values significantly exceeding the legal limits have been found for pollutants in the surroundings of the TPPs Kostolac A and B and in the direction of dominant winds. The paper analyzes the impact of different scenarios of emission of harmful matters from the blocks of TPPs Kostolac A and B on the quality of air in this part of Serbia. The Gaussian model has been used to evaluate dispersion of gas substances and suspended particulates as well as parameters related to the surroundings. Calculations have been made relating to ground-level concentrations of sulfur dioxide, nitrogen oxide, and suspended particles at varying distances from the emission source.

AB  - The environmental situation related to the thermal power basin of Kostolac for the most part represents the result of the influence of the thermal power plants (TPPs) of Kostolac A, Kostolac B, and the open-pit lignite mine. The quality of air is monitored by continuously measuring concentrations of the overall precipitation matters and gases such as CO2, SO2, NOx, CO, and O-3. Values significantly exceeding the legal limits have been found for pollutants in the surroundings of the TPPs Kostolac A and B and in the direction of dominant winds. The paper analyzes the impact of different scenarios of emission of harmful matters from the blocks of TPPs Kostolac A and B on the quality of air in this part of Serbia. The Gaussian model has been used to evaluate dispersion of gas substances and suspended particulates as well as parameters related to the surroundings. Calculations have been made relating to ground-level concentrations of sulfur dioxide, nitrogen oxide, and suspended particles at varying distances from the emission source.

Correlation between the use of depleted uranium ammunition and the ethnic structure of the population of the Federal Republic of Yugoslavia during the 1999 NATO aggression

AB  - This paper explores the correlation of the number of used depleted uranium (DU) projectiles with the ethnic composition of the population in the municipalities (N=208) of the Federal Republic of Yugoslavia (FRY), specifically the type, intensity, and reliability of the correlation and the time dynamics of the use of DU projectiles during the NATO aggression on FRY in 1999. Since the number of citizens and the share of Albanian and non-Albanian populations in the total population of the former FRY do not represent the homogenous characteristics of the observed area, the Spearman correlation coefficient was used to determine the level of correlation between the number of DU missiles and the population of Albanian and non-Albanian ethnic origin in the observed municipalities. The research yielded the results that indicate direct proportionality between the number of DU missiles and the number of Albanians (r = 0.514, p = 0.000000) and inverse proportionality between the number of specified missiles and the number of non-Albanians (r = -0.320, p = 0.000003. The determined spatial distribution of DU projectile seriously and lastingly contaminated the living space of Albanians in Kosovo and Metohija, and thus the area of temporary residence of NATO, UNMIK, and EULEX forces in this part of the territory of the Republic of Serbia. The results also revealed that, in the last eleven days of the aggression, NATO forces fired more than a half (54%) of all DU projectiles fired within FRY.
AB  - Radom se istražuje korelacija upotrebljenih projektila sa osiromašenim uranijumom i etničke strukture stanovništva po opštinama (N=208) bivše Savezne Republike Jugoslavije (SRJ), odnosno vrsta, intenzitet i pouzdanost te korelacije i vremenska dinamika upotrebe navedenih projektila tokom agresije NATO na SRJ, 1999. godine. S obzirom na to da zastupljenost stanovništva albanske i nealbanske etničke pripadnosti u ukupnom broju stanovnika bivše SRJ, ne predstavljaju homogena obeležja posmatranog prostora, za utvrđivanje stepena povezanosti broja projektila sa osiromašenim uranijumom i broja stanovnika albanske i nealbanske etničke pripadnosti po opštinama, korišćen je Spirmanov (Spearman) koeficijent korelacije. Rezultati sprovedenog istraživanja ukazuju na to da postoji direktna proporcionalnost između broja upotrebljenih projektila sa osiromašenim uranijumom i broja Albanaca (r = 0.514, p = 0.000000) i inverzna proporcionalnost između broja upotrebljenih projektila sa osiromašenim uranijumom i broja nealbanaca (r = - 0.320, r = 0.000003). Tako utvrđenom prostornom distribucijom projektila sa osiromašenim uranijumom, pre svega je, ozbiljno i dugoročno, kontaminiran životni prostor Albanaca na Kosovu i Metohiji, a time i prostor privremenog boravka snaga NATO, UNMIK i EULEX, na tom delu teritorije Republike Srbije. Takođe, rezultatima sprovedenog istraživanja, utvrđeno je da su NATO snage, u poslednjih 11 dana agresije, upotrebile više od polovine (54%) od ukupnog broja projektila sa osiromašenim uranijumom upotrebljenih tokom agresije na SRJ.

Hypsometric position and yield of aquifers under pressure in Danube region of Smederevo

AB  - In this study, we have analyzed the characteristics of deep aquifers that belong to hydrogeological area of Morava region, that is a part of Smederevo Danube region. Hydrogeological complex of Smederevo Danube region was developed in the sediments originated in Neogene. We have observed alternative rotations of hydrogeological collectors, composed of sandy and gravel sediments and hydrogeological insulatorsthat make clay creations. Based on the analysis of geological research, geophysical exploration and drilling for the need of water supply, we have tried to present a spatial position of the collectors, and dense aquifers formed in them. Mapping the dispersion of collectors and evaluating the yield of deep aquifers, it is possible to ascertain the possible usage of water under pressure. Aquifer under pressure is of sub-artesian and artesian character with the level of groundwater from +0.6 to -90 m. Exploitation yield of objects ranges over 5 l/s. Chemical analysis of groundwater from Pontic water-bearing sands, according to Alekin, shows that it belongs to the hydrocarbon-alkaline earth types of water whose mineralization is around 0.5 g/l. This means that this water is moderately hard and that it can be used for drinking. The waters of Pannonian layers belong to soft water, and in the deeper parts there is a possibility of increased mineralization.
AB  - U radu su obrađene karakteristike duboke izdani Smederevskog Podunavlja koje pripadaju moravskoj hidrogeološkoj oblasti. Hidrogeološki kompleks Smederevskog Podunavlja razvijen je u sedimentima neogene starosti. Zapaženo je naizmenično smenjivanje hidrogeoloških kolektora, sastavljenih od peskovitih i šljunkovitih sedimenata i hidrogeoloških izolatora koji čine glinovite tvorevine. Analizom dosadašnjih geoloških istraživanja, geofizičkih ispitivanja i bušenja za potrebe vodosnabdevanja pokušali smo da predstavimo prostorni položaj kolektora i zbijenih izdani formiranih u njima. Iz prikaza položaja kolektora i izdašnosti duboke izdani proističe i ocena mogućnosti korišćenja vode pod pritiskom. Izdan pod pritiskom je subarteskog i arteskog karaktera sa nivoom podzemnih voda od +0,6 do - 90 m. Eksploataciona izdašnost objekata se kreće i preko 5 l/s. Hemijske analize podzemnih voda iz pontijskih vodonosnih peskova po Alekinu pripadaju hidrokarbonatno-zemnoalkalnim tipovima vode, čija mineralizacija se kreće oko 0,5 g/l što znači da su umereno tvrde i mogu da se koriste za piće. Vode panonskih slojeva pripadaju mekim vodama, a u dubljim delovima postoji mogućnost povišene mineralizacije.

The model is formulated by analyzing nine key issues of police negotiation during abductions, such as: making the initial contact of the negotiator and the abductor, conducting the negotiation, active listening skills, negotiating depending on the number of abductors, negotiating tactics, the mediator in negotiation, particular difficulties during the negotiation, mistakes during negotiation and progress indicators during the negotiation. Each chapter of this paper is dedicated to every issue.

AB  - The uneven development and achieved degree of economy have negative consequences on the quality of the environment in Smederevo. The most endangered area is the industrial area of "Zelezara Smederevo" which directly threatens the city of Smederevo and a few settlements nearby, like Radinac, Ralja and Vranovo. AB  - On Smederevo territory around 30 torrential floods are registered and their general condition is alarming. Along with the growth of urbanization some of them are induced into sewer systems and rain collectors, which are mostly inappropriate in size to receive a lot of water. Their common characteristics are disorderliness of watershed and worrying ecologic condition of river beds (vegetation, dumps). That is the reason of frequent torrential floods, which make great damages to settlements and economy. When assessing endangerments of floods, influence of range of natural and anthropogenic factors must be analyzed as well as consequent damages. The town of Smederevo implements integral defense from floods on the whole municipal territory, both for the areas which are endangered by torrentials without protective systems and for the areas endangered by systematic watercourse. In order to reduce the damages made from torrential floods it is necessary to anticipate and realize the works by operational plans every year, to specify the flood zone, forbid every sort of construction and determine spaces for building future retentions by the General urban development plan.
AB  - Na teritoriji grada Smedereva evidentirano je oko trideset bujičnih vodotoka i njihovo opšte stanje je alarmantno. S razvojem urbanizacije neki od njih su uvedeni u kanalizacione sisteme i kišne kolektore, koji su uglavnom nedovoljnih dimenzija za prijem velikih voda. Njihove zajedničke karakteristike su neuređenost sliva i zabrinjavajuće ekološko stanje rečnih korita (vegetacija, deponije). Zbog toga su česte bujične poplave, koje nanose velike štete naseljima i privredi. Pri oceni ugroženosti od plavljenja moraju se analizirati uticaji niza prirodnih i antropogenih činilaca, ali i nastale štete. Grad Smederevo sprovodi integralnu odbranu od poplava na celoj teritoriji opštine, kako za područja koja ugrožavaju bujični vodotoci bez zaštitnih sistema, tako i za prostor ugrožen uređenim vodotocima. Da bi se smanjile štete nastale od poplava bujičnih vodotoka potrebno je operativnim planovima svake godine predvideti i realizovati određene radove, Generalnim urbanističkim planom Smedereva precizirati plavne zone, zabraniti svaku vrstu gradnje u njima i odrediti prostore za gradnju budućih retenzija.

AB  - Radom se prikazuje i primenjuje matematički model optimizacije broja spasilačko-vatrogasnih stanica u većim gradovima Srbije. Modelom je obuhvaćeno više promenljivih od značaja za optimizaciju procene broja navedenih stanica. Uključujući u model veći broj podataka koji se odnose na odgovarajuće promenljive za sedam najvećih gradova u Srbiji, dobija se procena optimalnog broja spasilačko-vatrogasnih stanica za u realnim uslovima.
AB  - The paper describes and applies a mathematical model of optimization of fire rescue stations in larger cities in Serbia. Model included several variables that are important to optimize estimates of these stations. Including the model number of data relating to the appropriate variables for the seven largest cities in Serbia, given the estimated optimal number of rescue and fire station in real terms.

AB  - The police role in achieving security in the international river waterways is observed only with respect to security issues which are dealt with by the police officers in the police stations and police branch offices of the district police departments through the territory of which the international river waterways flow, as well as the police officers and police branch offices in charge of river security in Belgrade. The Ministry of the Interior of the Republic of Serbia, generally speaking, has a much larger role as a security component. This means taking into account that certain areas of security jobs and tasks related to the international river waterways are also performed by other organizational units of the Ministry: Sector for Emergency Management, Special Anti-Terrorist Unit, Anti-Terrorist Unit, Diving Center of Gendarmerie, Department of Border Police and other, but in those cases the cooperation with the Police Department for the city of Belgrade, police branch offices of the district police departments and the general jurisdiction police should not be neglected. The international river waterways in Serbia are around 1000 kilometers long (the river Danube is navigable 588 km in length, the Sava 207 km, and the Tisa 168 km) and are only a part of internal navigation waterways in Serbia. In addition, the improvement and increase of security level in these waters in Serbia is an area that will be more intensively reviewed, analyzed and developed in the following period.
AB  - Uloga policije u ostvarivanju bezbednosti na međunarodnim plovnim rekama obrađena je samo u pogledu bezbednosne problematike kojom se bave policijski službenici u policijskim stanicama i policijskim ispostavama područnih policijskih uprava kroz čiju teritoriju protiču međunarodne plovne reke i odvija se međunarodna i unutrašnja plovidba, kao i policijski službenici PI za bezbednost na rekama u Beogradu. Šire gledano, uloga MUP-a Republike Srbije kao subjekta bezbednosti znatno je veća, imajući u vidu da određene segmente poslova i zadataka bezbednosti na međunarodnim plovnim rekama obavljaju i druge organizacione jedince Ministarstva i to: Sektor za vanredne situacije, SAJ, PTJ, Ronilački centar žandarmerije, Uprava granične policije i dr., ali i u tim slučajevima ne treba zanemariti saradnju sa Policijskom upravom za grad Beograd, područnim policijskim upravama i policijom opšte nadležnosti. Međunarodne plovne reke u Srbiji protežu se u dužini od oko 1.000 km (reka Dunav u dužini od 588 km, Sava 207 km i Tisa 168 km) i samo su deo unutrašnjih voda i vodnih puteva u Srbiji. Takođe, unapređenje i povećanje nivoa bezbednosti na unutrašnjim vodama u Srbiji oblast je koja se će se u narednom periodu još intenzivnije razmatrati, analizirati i razvijati.

AB  - Landslides are one of the forms of general denudation process. In geographic science this occurrence is also called: talus rock deposit, gliding, or land-slide (in Serbian language also known as 'urnis, lazina, bregolazina'). Land-slides in Serbia are widely expanded. The biggest presence they have in the south-eastern part of Pannonian plain, more precisely on the north slopes of Fruska gora and the part of the Danube basin between Belgrade and Smederevo. The biggest land-sliding complex in Serbia is next to the Danube, in the district of village Brestovik and it is called Rujiste. Land-slides in Smederevo's Danube basin are of recent character and the process itself is recurring because the Danube by eroding right river bank, disrupts repeatedly the stability of the hillslopes. In town district of Smederevo, active talus rock deposit endanger buildings, roads and other infrastructure, industrial and residential objects, orchards, vineyards.
AB  - Klizišta su jedan od vidova opšteg denudacionog procesa. U geografskoj nauci ova pojava se još nazivi i: klizišta, urnis, cepanje, kliženje, lazina, bregolazina. Klizišta u Srbiji su široko rasprostranjena. Najveću zastupljenost pokazuju u jugoistočnom delu Panonske nizije, tačnije na severnim padinama Fruške gore i delu Podunavlja između Beograda i Smedereva. Najveća urvinska grupa u Srbiji, nalazi se pored Dunava u ataru sela Brestovik, a naziva se Rujište. Klizišta u Smederevskom Podunavlju su recentnog karaktera, a sam proces se permanentno održava jer Dunav potkopavanjem desne obale, stalno narušava stabilnost klizne mase. U neposrednom gradskom području Smedereva, aktivne urvine ugrožavaju zgrade, saobraćajnice i drugu infrastrukturu, industrijske i stambene objekte, voćnjake, vinograde.
