Road infrastructure safety management as a part of the road traffic safety protective system

AB  - Road infrastructure has been identified as one of the pillars of traffic safety policies that should significantly contribute to the reduction of road traffic injuries. Directive 2008/96/EC on road infrastructure safety management. The Directive prescribes the implementation of procedures in the field of road infrastructure safety improvement, which have the highest degree of effectiveness, and which are mandatory for the trans-European road network, and are recommended for use on other roads. Apart from the prescribed, there is a possibility of applying other procedures. The following procedures are in use: RIA (Road Safety Impact Assessment); RSA (Road Safety Audit); EuroRAP (Europe Road Assessment Program) i iRAP (International Road Assessment Program); RSI (Road Safety Inspection) (as a proactive measures); and BSM (Black Spot Management); IDSA (In Depth Study of Accident); and NSM (Network Safety Management) (as a reactive measure). The first two procedures (RIA and RSA) are applied in the design phase of the roads, before construction, as well as in the case of reconstruction of roads that are already in operation while others (ERAP and iRAP; RSI; BSM; IDS and NSM) are applied on the existing roads in exploitation. The amending of Directive 2008/96/EC is underway, and it is based on the proposed road safety framework that follows safe system approach, i.e. it assumes that human beings can and will continue to make mistakes and that it is up to all actors to ensure that road accidents do not lead to serious or fatal injuries (shared responsibility). The paper presents the history and basic characteristics of certain procedures, as well as the field of their application.

AB  - Condition analysis of road safety above all should contribute to identifying the scope of the problem of road safety and showed the progression or regression in relation to the previous year, the other benchmark countries or given regions. In this paper in the part of the analysis of traffic safety, depending on the education of the population, analyzed the effect of level of education of the weighted public risk for each local government. Bearing in mind that the vehicle is in constant contact with the road, and hence the direct and indirect impacts on the vehicle and the driver, the paper discussed the impact of the condition and quality of the road network. In this sense, the impact of road is considered depending on the analysis of weighted public risk and average index of surface roughness (IRI - international roughness index).

AB  - Model upravljanja policijskom organizacijom koji je zasnovan na učinku i koji se u ovom radu predlaže obuhvata sledeće faze: (1) identifikaciju faktora učinka, (2) indikaciju učinka, (3) identifikaciju izvora podataka oučinku i određivanje uzorka, (4) identifikaciju načina merenja učinka, (5) identifikaciju rezultata merenja učinka, (6) poređenje učinka istovrsnih organizacionih celina, (7) praćenje učinka, (8) identifikaciju upravljačkih mera usmerenih na poboljšanje učinka, (9) utvrđivanje metodologije za merenje učinka, (10) utvrđivanje metodologije za praćenje učinka i (11) utvrđivanje metodologije izveštavanja o učinku. Ključna među njima je faza (8) identifikacija upravljačkih mera usmerenih na poboljšanje učinka, odnosno model učinka. Sam učinak je funkcija: (1) performansi, (2) kompetencija, (3) motivacije i (4) koordinacije sa drugim subjektima (područne funkcije upravljanja učinkom), čije poslovanje je od značaja za efektivnost i efikasnost pojedinaca i organizacija. Model upravljanja na bazi učinka obuhvata šest funkcija, koje povezuju aktivnosti policije sa njenom svrhom. To su: (1) definisanje misije i željenih ishoda, (2) utvrđivanje standarda o učinku, (3) identifikovanje i prikupljanje indikatora o učinku, (4) povezivanje učinka sa budžetom, (5) strukturiranje odgovornosti i (6) izveštavanje o učinku (procesne funkcije upravljanja učinkom). Dakle, predloženim modelom upravljanja policijskom organizacijom na bazi učinka, rukovodioci treba da utiču na navedene funkcije, tako što će na svaki od navedenih faktora uticati praktikovanjem šest navedenih procesnih funkcija upravljanja učinkom.
AB  - Performance management is burdened by numerous problems caused by contradictions concerning the need for better results in the form of outputs and outcomes, on the one hand and the rationalization of operations, on the other hand. In such circumstances, there are rigging the results of police work (eg. percentage of solved crimes with unknown perpetrator), which police respond to increased expectations from it, in terms of limiting the intensive resources that she made available. This phenomenon requires a turnover from the populist (eg. “The fight against crime and corruption”) to a sincere approach, which the police organization declares and practice their own social roles (eg. “Serve and protect”), as expressed by its mission and achievement of outputs and outcomes that are consistent with it. Such a qualitative turning point in the management and functioning of police organizations is complementary and corrective to the quantitative approach, thereby contributing to the development of the police profession. The police
organization management model that agrees with this and such demands of work and the results that they are achieving the cooperative management style. The management model of police organization which is based on performance and that this work proposed includes the following phases: (1) identification of performance factors, (2) indication of performance, (3) identification of the source of data on the performance and determination of sample, (4) identification of performance measurement modes, (5) identification of performance measurement results, (6) comparison of the effect same kind of organizational units, (7) performance monitoring, (8)
identification of management measures aimed at improving performance, (9) establishing of methodology for performance measurement, (10) establishing of methodology for performance monitoring and (11) establishing of methodology for performance reporting. Key among them is the phase 8. The performance is function of: (1) capabilities, (2) competences, (3) motivation and (4) coordination with other subjects, whose operations is of importance to the effectiveness and efficiency, as branch functions of performance management. The management model based on the performance includes six elements, which link the activities of the police with its purpose. Those are: (1) defining the mission and desirable outcomes, (2) setting standards on the performance, (3) identification and collection Koncept upravljanja učinkom u policijskoj organizaciji 17 of performance indicators, (4) connecting performance with the budget, (5) allocation of responsibilities and (6) performance reporting, as process functions of performance management. Thus, the proposed management model of police organization based on the performance should influence the capabilities, competence, motivation and coordination, by each of the above
factors affect the process that includes six performance management process functions. Applying of this conclusion is possible in the programs of study оf parent institution dedicated to the education of staff for the police and related agencies, and programs for professional training of police officers. On the other hand, the directions of future research in the field of police on the basis of the impact relating to the identification of key performance indicators, time and its factors, as well as in determination of methodology of their measurement and monitoring, aimed at its improvement.

Response time as organizational performance of the protection and rescue service

AB  - The paper proceeds from the fact that the performance of individuals and organizational units (organizations) affect their efficiency. Regarding the protection and rescue units, their key organizational performance is the response time, understood as the duration of time from the moment of receiving the fire warning until the firefighting and rescue team arrives at the place of engagement. The paper analyzes the impact of the response time of the firefighting and rescue unit on the duration of firefighting. For the analysis, operational data on fires for the area of the City of Belgrade (Serbia) were used, over a 24-year period (1986-2009). Data were processed using linear regression (Pearson Correlation) and its nonparametric alternative - Spearman's rank order correlation. It is concluded that the response time of the firefighting and rescue unit to arrive to the place of fire (organizational performance) affects the duration of firefighting, so that the shorter the response time, the shorter time it takes to extinguish the fire, with less damage caused and more goods rescued (organizational efficiency), and vice versa, the longer the response time - the longer the time of firefighting, with greater damage caused and less goods rescued.
AB  - Polazište ovog rada jeste činjenica da performanse pojedinaca i organizacionih jedinica (organizacija) utiču na njihov učinak. Kada je reč o subjektima zaštite i spasavanja, njihovu ključnu organizacionu performansu predstavlja vreme odziva, shvaćeno kao trajanje od trenutka dolaska informacije o požaru do trenutka stizanja vatrogasno-spasilačke ekipe na mesto angažovanja. Preciznije, u radu se analizira uticaj vremena odziva vatrogasno-spasilačke jedinice na trajanje gašenja požara. Za analizu su korišćeni operativni podaci o požarima za područje grada Beograda, u periodu od 24 godine (1986-2009). Podaci su obrađeni primenom linearne regresije (Pearson Correlation) i njenom neparametarskom alternativom - Spirmanovim testom korelacije rangova (Spearman's rank order correlation). Zaključeno je da vreme odziva vatrogasno-spasilačke jedinice na mesto požara (organizaciona performansa) utiče na trajanje njegovog gašenja, tako da, što je ono kraće - kraće je vreme gašenja požara, šteta je manja i ima više spasenih dobara (organizacioni učinak). Obrnuto, ako je vreme odziva vatrogasno-spasilačke jedinice duže - duže je i vreme gašenja požara, uz veće štete i manje spasenih dobara.

AB  - Анализа стања безбедности саобраћаја је део праћења стања безбедности саобраћаја које доприноси успостављању система безбедности саобраћаја и управљању безбедношћу саобраћаја на одређеном подручју. Са аспекта демографских обележја у раду је извршена анализа вредности релативних показатеља који узимају у обзир број становника. Такође, 
анализирана је и вредност пондерисаног јавног ризика у зависности од старости становништва. Анализа стања безбедности саобраћаја из угла економског стандарда становништва, вршена је поређењем индекса развијености локалних самоуправа и вредности пондерисаног јавног ризика, са полазном хипотезом да подручје које има неповољнију позицију са аспекта економског стандарда становништва има и неповољнију позицију посматрано са аспекта безбедности саобраћаја. У оквиру анализе безбедности саобраћаја у зависности од старости возила, анализиран је утицај просечне старости возног парка и проценат младих путничких аутомобила у односу на вредност пондерисаног јавног ризика.
AB  - Condition analysis of road safety is a part of the monitoring of road safety which contributes to establishing a system of road safety and road safety management in the given area. Regarding demographic characteristics of the paper has analyzed the values of relative indicators that take into consideration the number of inhabitants. Also, has been analyzed the value of public risk weighted depending on the age of the population. Condition analysis of road safety from the point of economic standards of the population, was used to compare the development index of local governments and weighted public risk values, with the starting hypothesis that the area has a bad
situation in terms of the economic standard of the population has a bad situation from the aspect of road safety. The analysis of road safety, depending on the vehicle age, the influence of the average age of the fleet and the percentage of young passenger cars in relation to the value of weighted public risk.

Roadside public survey approach in black spot identification on rural roads: case study

AB  - This paper examines the possibility of applying the Subjective Black Spot Identification Method on state roads. A survey was conducted using interviews about 659 drivers' attitudes on the existence of Black Spots, on nine sections of state roads in the Republic of Serbia. A total of 124 locations were obtained which drivers believed were Perceived Dangerous Locations (PDLs). A set of hypotheses was defined in order to examine whether a particular PDL is a Black Spot and the test was carried out using the Bayesian Multiple Testing (BMT). Since an actual Black Spot has not been recognized as a PDL in the survey, which consequently is not subject to the BMT, new concept that includes: frequency of mishits in identifying real 'Black Spots' (RPM) and real 'non Black Spots' (RNM) and frequency of hits in identifying real 'Black Spots' (RPH) and real 'non Black Spots' (RNH) have been therefore introduced, enabling the inclusion of this outcome in the BMT. Optimisation methods have been proposed for the optimum threshold t selection with the minimization of the frequency of mishits (RPM and RNM) and maximization of the frequency of hits (RPH and RNH). Two operatively usable solutions have been offered here: if the consumption of resources and the effectiveness of spending of funds for identification are primarily low, then the best result is obtained using the optimisation with the minimization of the sum of mishits frequency. Then t = 24.7% (threshold of votes for selecting PDLs as Black Spots), and the ratio of correctly and wrongly selected Black Spots is 1:1.16. On the other hand, if the goal is to detect as many real Black Spots, regardless of the reduction in the effectiveness of spending of funds, then the optimisation with the equalizing of the frequencies of mishits gives the best results. In that case, t = 7.7%, and the ratio of correctly and wrongly selected Black Spots is 1:7.15.

A comparative analysis of dangerous locations on the public roads in Serbia

AB  - The proper identification of dangerous locations is one of the most significant phases of the Black Spot Management process. Identifying dangerous locations is a complex procedure, as they are not always located only in hazardous road sections. In fact, dangerous locations can be identified in safe sections (those having a low level of objective risk). This comparative analysis includes the results of two studies focusing on identifying hazardous road sections on the state roads in Serbia. The first study is based on field research and interviews of experts according to territorial principles (subjective method). The second study relies on analysis of data related to the history and spatial distribution of road accidents (objective method). The subject of this analysis is focused on results obtained in the analysis of the subjective and objective methods used for identifying dangerous locations. The objective of the comparative analysis is to identify differences between the results of the subjective and objective analyses, as well as to more precisely prioritize dangerous locations on Serbian roads. The comparative analysis has shown that sections with low risk according to the subjective method may include 1 km sections with very high risks, which as a consequence, may lead to incorrect selection of dangerous locations. Additionally, there are sections with a small number of recorded road accidents and a very high subjective risk. Therefore, a reliable list of prioritized dangerous locations is obtained using both methods for identification of dangerous locations and the comparative analysis of their results.

The influence of a pedestrian countdown display on pedestrian behavior at signalized pedestrian crossings

AB  - Pedestrian behavior has been a subject of surveys carried out at two signalized pedestrian crossings, in the city of Doboj (BIH, Republic of Srpska). The analysis is made on the basis of video recordings, and includes behavior at pedestrian crossings, in various conditions (two locations, different vehicle flows, with or without a countdown display). The analysis also includes the distribution of illegal crossings (at the pedestrian red light) of different categories of pedestrians (gender, age), before and after the installation of a pedestrian countdown display, at two different pedestrian crossings. The results of the study have shown that a countdown display reduces statistically significantly the total number of violators, regardless of its location and traffic flow. However, this reduction is not the same at various categories of pedestrians (male, female, elderly, young people). The influence of the display has been particularly dominant at the pedestrian crossing located outside the centre of the city, with the smaller intensity of traffic. Children pedestrians do not accept the behavior in accordance with the countdown display in case of a reduced intensity of traffic, at a pedestrian crossing located in the backstreet. A countdown display does not statistically significantly change the distribution form of the number of offences during the red light for pedestrians, regardless of the pedestrian environment. However, there is a statistically significant difference in certain intervals (during the first and last 4 s) in the total distribution, as well as in the categories (female pedestrians, children). A countdown display does not reduce the overall number of "slow" pedestrians, but the impact on certain categories of "slow" pedestrians (gender/children), as well as on pedestrian violators, per age categories, varies depending on the location and traffic flow at an intersection.

AB  - The objective of this research was to define eventual differences in models of pedestrian behavior at signalized pedestrian crossings, with and without countdown displays. The outcomes of this work represent a contribution to the harmonization of positions on the effect of a countdown display on pedestrian behavior. Video recordings at two completely similar pedestrian crossings enabled the collection of pedestrian behavior data (crossing at the red light), which included different categories (gender, age, individual/group, and "slow" pedestrians), collected in different conditions (during certain red light intervals and traffic volume). The results of the research showed that a statistically significant larger number of pedestrian offenders occurred at pedestrian crossings without countdown displays rather than at crossings with countdown displays. The presence of a countdown display significantly reduced the number of women offenders in particular. The number of offenders in the first and last four seconds of the pedestrian red light at the pedestrian crossing with a countdown display, differed, in terms of statistical significance, from the number of offenders at the crossing without a countdown display. The countdown display had a positive influence on pedestrians older than 40 years of age, as well as on slow pedestrians.

Improving road traffic safety in cities and municipalities in keeping with the new act on road traffic safety

AB  - The new Road Traffic Safety Law brings significant novelties regarding possibilities for traffic safety improvement, on the State level or the levels of local communities', municipalities and cities. Money collected from traffic fines has been directed toward municipalities and cities, dedicated exclusively to traffic safety improvement, but only in accordance with the separate Programme, brought forth at the proposal of a local traffic safety improvement body. Besides, on the local community level, there is an obligation prescribed to adopt traffic safety strategy and annual plans, to monitor traffic safety, finance measures and activities, and there are also some duties regarding organizing and performing traffic control and signals, specials measures and commissions and organization of traffic safety system on the local community level. This paper presents the most significant novelties for the local communities' authorities, stemming from the Road Traffic Safety Law, and brings up measures and activities which should be implemented by cities and municipalities, as soon as possible, in order to seize new possibilities offered in area of traffic safety in their local community.
AB  - Novi Zakon o bezbednosti saobraćaja na putevima (ZoBS) donosi značajne novine u domenu mogućnosti za unapređenje bezbednosti saobraćaja, kako na nivou države, tako i na nivou jedinica lokalne samouprave, opština i gradova. Opštinama i gradovima su opredeljena novčana sredstva naplaćena od kazni u saobraćaju, koja su namenjena isključivo za unapređenje bezbednosti saobraćaja, i predodređena obaveza da se ona mogu koristiti samo po posebnom programu, koji se donosi na predlog lokalnog tela za koordinaciju poslova unapređenja bezbednosti saobraćaja. Pored toga, na lokalnom nivou je propisana i obaveza donošenja strategija bezbednosti saobraćaja, godišnjih planova bezbednosti saobraćaja, praćenja stanja bezbednosti saobraćaja, finansiranja mera i aktivnosti na lokalnom nivou, kao i konkretni poslovi organizacije i sprovođenja sportskih i drugih priredbi na putu, tehničkog regulisanja saobraćaja i saobraćajne signalizacije, posebne mere i ovlašćenja i organizacija poslova bezbednosti saobraćaja u jedinici lokalne samouprave itd. Ovaj rad prikazuje najznačajnije novine u Zakonu o bezbednosti saobraćaja na putevima za jedinice lokalne samouprave, i izdvaja mere i aktivnosti koje bi gradovi i opštine trebalo što pre da primene kako bi iskoristile ponuđene mogućnosti za unapređenje bezbednosti saobraćaja na putevima u svojoj sredini.

AB  - The paper is revealing the analysis of traffic safety on the part of main road network within the period under study. Traffic accidents structure as per different features has been presented, while the trends of safety level changes have been identified. Level of safety for each road section has been defined through specific indicators. An outline of the system 'driver - vehicle - road - environment' in the function of traffic safety is also presented in the paper.
AB  - U radu je data analiza bezbednosti saobraćaja na delu mreže magistralnih puteva za posmatrani period vremena. Prikazana je struktura saobraćajnih nezgoda po različitim obeležjima i utvrđene su tendencije promene nivoa bezbednosti saobraćaja. Preko specifičnih pokazatelja definisan je nivo bezbednosti saobraćaja za svaku putnu deonicu. Dat je prikaz sistema 'vozač - vozilo - put - okolina' u funkciji bezbednosti saobraćaja.

Analysis of traffic safety of vehicles equipped with ABS

AB  - In some dangerous situations, conventional brake systems cause serious problems during forced braking. It is impossible to control a vehicle when friction is fully engaged on braking, and vehicle stability is often impaired by different braking forces on different surfaces (causing skidding of the vehicle). ABS has been designed to solve control and stability problems of vehicles during forced braking. ABS has also contributed to achievement of greater deceleration and reduced braking distance on many surfaces. Therefore the experts expected strong positive effect of ABS on traffic safety. According to experiments, although ABS achieved goals for which it was introduced, greater effects on traffic safety were missing. About zero total reducing of risk of involvement in traffic accidents was revealed in first studies. Even greater risk of fatal injuries of ABS vehicle owner/user, especially in single vehicle accidents, was generally surprising. Accident types and traffic situations (road conditions) with greater risk against other ones with risk reduced because of ABS can be determined thanks to recent studies. It appears that ABS contributes to reducing of risk of all accident types except side impacts, especially when passenger cars are involved. ABS contributes to avoid collisions with pedestrians, accidents involving vehicle turning over or running off the road, and head-on collisions with other moving vehicles. Although there are very serious studies conducted to explain these phenomena, causes of risk change in some accidents are still unknown. In this paper, results of the most significant researches devoted to ABS influence on traffic safety are shown, together with different explanations and the recommendation of measures for reducing negative ABS influence in our circumstances.
