AB  - In everyday business, banks are exposed to a large number of risks. A special type of banking risk is an operational risk, which due to its form is present in every business activity of the bank. Operational risk represents the risk of loss in the course of business operations, which arise due to inadequate procedures and failed internal processes, human factors, systemic or external events. This is the risk with which scams are most often connected and which tend to develop and take on new forms. Scams not only jeopardize the performance of one bank in terms of its financial status, but significantly affect its reputation. In this paper we discuss the management of operational risk in banking with emphasis on the importance of forensic methods in detecting fraud. The aim of the paper is to point out through the basic theoretical settings and examples from modern banking practice the potential of forensic business in terms of reducing the risk of fraud.

AB  - Radom se problematizuje ocenjivanje relativne efikasnosti hipotetičke organizacione jedinice policije primenom DEA metode. Kako se radi o neprofitnom entitetu, merilo efikasnosti su performanse (organizacione sposobnosti), koje se porede po godinama koje su obuhvaćene
istraživanjem (2006-2010. godina) za jednu istu organizacionu jedinicu policije. Cilj toga je da se na osnovu tri ulaza (input-a) i tri (output-a), identifikuju: (1) godine tokom kojih je hipotetička organizaciona jedinica policije relativno efikasna, odnosno neefikasna, (2) uzroci njene eventualne neefikasnosti i (3) daju smernice za potrebna poboljšanja njenog rada i time objasni primena DEA metode u navedene svrhe. Istraživanjem je pokazano da je hipotetička organizaciona jedinica u 2006, 2007. i 2008. godini bila relativno efikasna, dok je u 2009. i 2010. godini relativno neefikasna. Da bi ponovo postala relativno efikasna, posmatrana jedinica mora da smanji input-e pri datom nivou output-a ili da poveća output-e ne menjajući input-e, shodno orijentaciji DEA modela. Jedna od mogućnosti za to je da jedinica zadrži postojeći broj zaposlenih (socijalni momenat, solidarnost), ne menjajući troškove zarada, uz nastojanje da se smanje troškovi službenih putovanja, uz zadržavanje nivoa aktuelnih output-a.
AB  - The paper considers the assessment of the relative efficacy of hypothetical organizational units (HOJ) of the polic using (Data envelopment analysis– DEA) methods. Since this is a non-profit entity, the criterion of efficiency of performance (organizational skills) to be compared by years covered by the study (2006-2010, years). The aim is to be based on three inputs and three outputs, identify: (1) the year during which the hypothetical organizational unit of the police more effective or less effective, (2) possible causes of inefficiency and (3 ) provide guidelines for necessary improvements of its work. In addition, the DEA method allows appreciation of managers preferences. Starting from the principle of economy– to achieve maximum results with minimal investment– target activity observed hypothetical organizational units of the rational use of resources and more efficient and better quality public services. In modern conditions, the police is faced with very strict requirements. The police are asking for the increasing level of security with all (as) less expenditure for the police (to the necessary performance builds and maintains with as less use of resources), as well as increasing the level of respect and protection of human rights. the same time, the police is required to complete capability in a complex and highly unstable
environment implements the defined mission, goals and tasks. The results are presented for different variants (combinations) input and output and, thus confirming the fact that data envelopment analysis can give very different analysis and evaluation of the efficiency and inefficiency. Research has shown that the hypothetical organizational unit in 2006, 2007 and 2008 were more effective, while in 2009 and 2010, less efficient. In order to become effective, must either reduce the input-e at a given level of output or to increase the output is not changing the input-e, according to the orientation of the DEA model. In this social and economic situation is justified to maintain the existing number of employees (social moment, solidarity), without changing the wage bill, and efforts to reduce travel costs with current output-e. This statement clearly indicates that it is a reduction of input-and at a given level of output, that is, the word of the input-oriented model. Further research on this topic should be directed towards increasing the period of observation and units that take part in it, because it would certainly increase the discriminatory power of data envelopment analysis, and the results would certainly not be repeated. In any case, the benefits of data envelopment analysis, could in the coming period to be significant for the development of the Ministry of Internal Affairs of the Republic of Serbia and the public sector in the
Republic of Serbia at all.

Forms of environmental crime in agribusiness

AB  - The environment represents our surrounding from which numerous capacities essential for normal functioning of living things are derived. Main, long-term goal of agribusiness is to ensure sufficiently stabile production of quality food, and at the same time to preserve essential natural resources, protect the environment and improve the life of individuals and of the broad community. For this purpose numerous measures are implemented which sometimes create new problems facing the human population in increasingly severe form and which, in addition to the expected positive impacts, also have numerous, long-term negative impacts on agro-eco systems. Today, the society is faced with increasingly complex environmental/ ecological problems which occur as the result of inadequate use of agro and zoo technical measures in agricultural production, as well as the result of their actions contrary to the 'code of good agricultural practice'. The vulnerability ranges from the mildest forms within the limits of tolerance, to the worst forms expressed to greater extent, where the consequences are manifested in form of ecological/environmental offenses. Wide range of forms of environmental crime endangers the environment with the negative impact on human life and health. This form of crime, compared to other forms, is far more dangerous since it can destroy the national economy, lead to spreading of different diseases and extinction of rare species of flora and fauna.
AB  - Životna sredina predstavlja okruženje iz koga se crpe brojni kapaciteti za normalno funkcionisanje živih bića. Osnovni, dugoročni cilj agrobiznisa je da obezbedi dovoljno stabilnu proizvodnju kvalitetne hrane, uz očuvanje osnovnih prirodnih resursa, zaštitu životne sredine i poboljšanje života pojedinca i šire zajednice. Za te svrhe ljudi koriste brojne mere koje ponekad stvaraju nove probleme sa kojima se čovečanstvo suočava u sve oštrijoj formi i koje pored očekivanih pozitivnih imaju brojne dugoročno negativne efekte u agroekosistemima. Danas se društvo sve više susreće sa složenim ekološkim problemima koji se javljaju usled neadekvatne upotrebe agro i zootehničkih mera u poljoprivrednoj proizvodnji, kao i usled njihovog postupanja suprotno 'kodeksu dobre poljoprivredne prakse'. Dijapazon ugroženosti kreće se od najblažih oblika u granicama tolerancije, do najtežih oblika izraženih u većem obimu, gde se posledice manifestuju u vidu ekoloških delikata. Širok spektar pojavnih oblika ekološkog kriminaliteta ugrožava životnu sredinu sa negativnim uticajem po život i zdravlje ljudi. Taj vid kriminaliteta, u poređenju sa drugim vidovima, je daleko opasniji, jer može uništiti nacionalnu ekonomiju, proširiti razne bolesti i dovesti do istrebljenja retkih vrsta flore i faune.
