Profile of Police Officers Convited of Bribery

AB  - The purpose of this research was to identify the basic elements of the profiles of police officers based on court decisions rendered in criminal cases involving bribery, and to determine which police units are characterised by a greater risk of corruption, and which problems should be considered when selecting measures to protect police integrity. The research analysed 23 court proceedings within which 40 employees of the Ministry of the Interior were found guilty of committing bribery in the period from 1 January 2010 to 1 January 2015. Results indicate that the majority of those convicted of taking bribes are male with secondary education qualifications working as police officers, who are not in management positions, in the Border Police or Traffic Police Directorates, and their median age is 33.92. On average, the largest bribes were taken by police officers from the criminal police. Results also reveal the fundamental elements of the profile of a corrupt police officer and point to problems related to enhancing police integrity, which should be considered when drafting a strategy for the combatting police corruption. This research can serve as a basis for future studies, the results of which may be used for conducting a comparative analysis, as well as for outlining criminal and legal responses of states concerning police corruption.

AB  - The goal of the research was to determine if the various political and parapolitical groups and organizations are taking advantage of football club fans in Republic of Serbia for political purposes. The research was conducted during football Championships in Serbia (2011 and 2012 year) using interviewing technique-survey, on a sample of 268 fans. The results unambiguously indicate that fans were participating in public meetings of non-sports character, such as riots which have political background.

Criminal Careers of Football Club Fan Leaders in Serbia

AB  - The subject of this paper is the criminal activities of fan group leaders in Serbia. The data used for the research are contained in the police data base Records of extreme fans, which is kept by the Ministry of Interior of the Republic of Serbia. The research sample included 30 leaders of fan groups from six football clubs of the first national football league, and focused on their criminal records, whereas all crimes for which criminal charges were brought were analyzed both quantitatively and qualitatively. The goal of the research was to study the criminal activities of fan group leaders and highlight the possible influence on fan group members. The results have shown that fan group leaders are inclined to commit crimes, with more than one third having drug-related criminal charges filed against them. Criminal charges for property crimes have been brought against 22 of the 30 leaders included in the sample, and three leaders committed homicide. One fan group leader was murdered. The results show significantly that future research should pay more attention to criminal activities of fan group leaders. The inclination to commit crime is an important fact which should be taken into account when planning control and drawing programs aimed at preventing football-related violence.

Violence at sporting events in the Republic of Serbia: National and international standards prevention and repression

AB  - The paper, besides the Introduction and Conclusion, consists of three logically related units. In the first part, the authors pointed out basic information on different forms and consequences of violence at sporting events. As a logical continuation, the second section provides an overview of legal solutions adopted in the Republic of Serbia with the aim of creating a legal framework for more effective countering of this kind of violence. The third part deals with the most important standards of police procedure in the control of violence at sporting events, defined by the Council of Europe in its legal documents (European Convention on Spectator Violence and Misbehaviour at Sports Events and in particular at Football Matches; Recommendations of the Council of Europe of 22 April 1996; Council Resolution of 3 June 2010).. In the Conclusion, the authors have stated suggestions about what needs to be done to reduce violence at sporting events, as well as measures that the Police of the Republic of Serbia is undertaking to increase their effectiveness in preventing of violence at sporting events, particularly in organizational terms (the formation of the organizational unit for monitoring and preventing of violence at sporting events).
AB  - Rad pored uvoda i zaključka čine tri logički povezane celine. U prvom delu iznete su osnovne karakteristike nasilja na sportskim priredbama. Kao logičan nastavak, u drugom delu, dat je prikaz zakonskih rešenja usvojenih u Republici Srbiji s ciljem stvaranja pravnog okvira za efikasnije suprotstavljanje ovoj vrsti nasilja. U trećem delu autori su ukazali na najvažnije standarde policijskog postupanja u kontroli nasilja na sportskim priredbama koje je pravnim aktima definisao Savet Evrope (Evropska konvencija o nasilju i nedoličnom ponašanju gledalaca na sportskim priredbama, posebno na fudbalskim utakmicama, Preporuke Saveta Evrope od 22. aprila 1996, Rezolucija Saveta Evrope od 3. juna 2010 godine). U zaključku, autori su izneli predloge šta treba učiniti da bi se smanjilo nasilje na sportskim priredbama, kao i mere koje policija Rebulike Srbije preduzima za povećanje svoje efikasnosti u sprečavanju nasilja na sportskim priredbama, naročito u organizacionom smislu (formiranja organizacione jedinice za praćenje i sprečavanje nasilja na sportskim priredbama).
