Body composition in Serbian police officers

AB  - Police work belongs to the category of exceptionally responsible and psychologically , socially and physically strenuous and stressful professions. Occupational pressures can lead to a significant negative change in the level of nutrition, thus affecting body structure. Therefore, the goal of this paper was to analyze body composition in Serbian police personnel as related to their professional duties. Methods. 689 healthy male participants took part in this research, a control group of 412 civilians, and a group consisting of 277 male members of the Ministry of Interior of the Republic of Serbia, divided into 4 subgroups: Uniformed Police Administration (Directorate) (N = 38), Police Brigade (N = 127), Gendarmerie (N = 59) and Special Anti-Terrorist Unit (N = 53). The body composition measurements were realized by using multichannel segmental bioimpedance with InBody 720 apparatus. Results. Regarding different components of body fat, in comparison to the control group, police officers were found to have a higher value of BFM-body fat mass, VFA-visceral fat area, and BFI-body fat index, as well as a lower value of PFI-protein fat index. Conclusions. In view of the fact that body fat is a ballast component in good locomotion and a health risk factor in case of large or extreme surplus, we believe that this problem should be solved systematically through permanent evaluation, improved dietary habits and more regular and intensive physical activity.

AB  - The physical fitness of police officers needs to support good health and physical performance. Physical fitness comprises a considerable amount of training for police students who are to become police officers. However, to what degree police students are able to perceive their fitness level and differentiate between health-related and performance-related physical fitness is unknown. Therefore, the first aim of this study was to investigate the possibility of differentiation between health-related and performance-related physical fitness using physical self-concept and measured indicators of physical fitness. The second aim of this study was to investigate the association between components of physical self-concept and measured indicators of physical fitness of police students. The sample of 177 police students of both sexes (98 males and 79 females) completed a 40-item physical self-description questionnaire and their physical abilities were assessed for handgrip strength, standing long jump, 30 s sit-ups, and 12-min running. Principal component analysis established health-related and performance-related physical fitness from both perceived and measured physical fitness measures. Correlation analysis revealed a significant relationship between the perceived and measured physical fitness. Results suggest small to moderate ability to recognize the level of certain physical abilities, indicating the association between psychological mechanisms and biological functioning.

AB  - This study aimed to explore the set of variables related to skeletal muscle mass (SMM) in both sexes, and to create age- and sex-related models of changes in SMM, using the most representative indicator of muscular status. Body composition was assessed in 8733 subjects (♀ = 3370 and ♂ = 5363), allocated into subsamples according to age: 18–29.9, 30–39.9, 40–49.9, 50–59.9, 60–69.9, and 70.0–79.9 years. Nine variables were used: protein mass, protein percent, protein mass index, SMM, percent of SMM, SMM index, fat-free mass, fat-free mass index, and protein/fat index. Univariate and multivariate analysis of variance (ANOVA and MANOVA) were used to determine between- and within-sex difference in all variables by age. Correlation analysis established the relationship between age and muscularity variables. Principal Component Analysis extracted the variables that loaded highest in explaining muscularity, while regression analysis determined the linearity of association between the age and indicators of muscular status. Variables SMMI and PSMM were extracted as the most sensitive to age, with SMMI being gender-independent while showing the parabolic and sinusoidal form of change as function of ageing in males and females, respectively; and PSMM being sex-dependent while showing a linear trend of decrease in both sexes.

Physical Abilities and Gender Differences: Binary Logic or Gender Dualism of the Police Organisation?

AB  - The purpose of this paper is to investigate whether there are any differences between male and female police officers
when performing a job-related fitness test, as well as to determine the individual level of specific strengths and motor
abilities (hereinafter: SSMAs) as an indicator of work ability. The research was conducted in Serbia on a sample of 111
respondents (40 female and 71 male). In order to determine the SSMAs, this research applied the Obstacle Course test for
assessing specific abilities of police officers (OCSAPO1). Three variables were observed during the test: time needed for the
completion of the test (tSAPO1), maximum heart rate and capillary blood lactate concentration. On average, men completed
the test statistically significantly more efficiently than women, i.e. by 10.3%. According to the percentile distribution
of tSAPO1, 5% of women and 14.1% of men proved to be significantly above the average level of all tested respondents.
However, based on test results, 11.3% of men and 47.5% of women needed to improve their SSMAs in order to meet
occupational requirements. The OCSAPO1 test could be further used as one of the criteria that could help to further classify
police officers for various types of police work according to their physical abilities. It could be used to assess the SSMAs
relevant for a particular job position according to individual merits and regardless of gender, which would provide the
conditions necessary for achieving “equal opportunities” for women and thus do away with the system of binary logic and
gender dualism of the police organisation as a context of masculine culture, which, a priori, excludes women by using
physical abilities as the strongest argument in favour of maintaining the existing gender practice.

AB  - Condition analysis of road safety above all should contribute to identifying the scope of the problem of road safety and showed the progression or regression in relation to the previous year, the other benchmark countries or given regions. In this paper in the part of the analysis of traffic safety, depending on the education of the population, analyzed the effect of level of education of the weighted public risk for each local government. Bearing in mind that the vehicle is in constant contact with the road, and hence the direct and indirect impacts on the vehicle and the driver, the paper discussed the impact of the condition and quality of the road network. In this sense, the impact of road is considered depending on the analysis of weighted public risk and average index of surface roughness (IRI - international roughness index).

Postupanje policije po naredbama i zamolnicama nadležnih subjekata

AB  - Policija pored policijskih poslova taksativno nabrojanih u čl. 30, St. 3 Zakona o policiji obavlja i druge poslove i zadatke utvrđene zakonom i podzakonskim aktom. Jedan deo ovih poslova odnosi se na pružanje pomoći drugim državnim organima, pre svega nadležnim sudovima i tužilaštvima u obavljanju poslova iz njihovog delokruga, a sastoji se u postupanju po njihovim naredbama i zamolnicama. Da bi utvrdili koliko vremena policijski službenici na bezbednosnom sektoru provode rešavajući naredbe i zamolnice u radu su predstavljeni delovi iz četiri istraživanja koja govore o angažovanju policije na ovim zadacima. Predstavljeni rezultati istraživanja ukazuju NAM da je policija Republike Srbije najviše radnog vremena angažovana na rešavanju naredbi i zamolnica i na drugim poslovima koji nisu u vezi sa prevencijom i represijom kriminaliteta. Opterećenost policijskih službenika sve većim brojem naredbi i zamolnicama, pored predstavljenih rezultata istraživanja, potvrđuju i statistički podaci MUP Republike Srbije u periodu od 2010. do 2013. godine, koji su takođe predstavljeni u radu. Prema statističkim podacima pravosudni organi u proseku godišnje dostave na postupanje preko 101.000 zahteva za uručenje poziva i oko 435.000 naredbi za dovođenje lica, kao i preko 100.000 zahteva za proveru adrese prebivališta, od kojih se 75% odnosi na terensku proveru prebivališta. Problem utroška većeg dela radnog vremena policijskih službenika na postupanje po naredbama i zamolnicama prisutan je više od deset godina u radu policije na bezbednosnom sektoru. U rešavanju ovog problema autori predlažu da se sagledaju iskustva drugih država čije su policije jedan deo svojih poslova poverile drugim državnim organima ili sektoru privatne bezbednosti.

AB  - Basic and special types of data necessary for monitoring and assessing security threats to certain persons and facilities are defined based on the analysis of historical data, legislature, manuals, security plans and other documents that regulate working of security services in the Republic of Serbia and foreign countries (the USA, the Russian Federation, Germany, Slovakia, Croatia, Bosnia and Herzegovina, the Former Yugoslav Republic of Macedonia), as well as UNDSS and OSCE, on the deduction of planned measures for security of certain persons and facilities, and on the PESTLE analysis. These types of data are related to: a) sources of threats, b) targets of threats, c) ways of threats, d) time and place of endangering of security. Collection, processing, and analysis of security data about sources of threats, ways of threats and time and place of endangering of security should provide an overview of the security situation in relation to the environment and the protection unit which undertakes security measures, and connects data to possible endangering of security of certain persons and facilities. Thus, a causal link is established and it can be seen in the activity of the heads of protection units (defined by their decisions and security plans) in order to prevent endangering of security. In the conclusion, security threat assessment for certain persons and facilities depends on the types and extent of data collected, and they are linked to consequences that could occur if appropriate measures are not taken.

AB  - By comparing the risk theory and the relevant standard with the Law on Prevention of Domestic Violence (Law), it comes to the conclusion that risk management, especially in the domain of its assessment, is based on qualitative methods of analysis. Thus, the potential for the application of semi-quantitative and quantitative risk analysis methods in the application of the said regulation is not used. As it is too ambitious to problematize the purpose and the possibility of implementation of both types of methods of risk analysis in the Law by one paper, this paper deals with possibility and limitations of the conversion of qualitative into quantitative data in the function of risk assessment in the doctrine and practice of preventing domestic violence in the Republic of Serbia. More precisely, the work has identified the purpose, possibilities, limitations and the proposal of their overcoming, in the implication of the matrices of probability and consequences, as a semi-quantitative method of analysing the specific risk in the doctrine and practice of preventing domestic violence in the mentioned spatial framework. This contributes to the creation of conditions that support the effective implementation of the Law, which are not foreseen as a potential for improving the doctrine and practice of preventing domestic violence by using matrices of probability and consequences, while recognizing the identified limitations. The verification of this research creates a starting point for the development of standards for the quantification of the risk of domestic violence, which creates the conditions for the mentioned assessments to be more accurate in terms of precision, ranking and risk classification, as well as the reduction of discretionary decision-making. This would create the conditions for defining good practice in this area, which could be taken to the necessary extent in other countries.

Distribution of management functions in the Law on Prevention of Domestic Violence

AB  - The current Law on Prevention of Domestic Violence in the Republic of Serbia has been adopted with the aim to regulate organization and conduct of state bodies and institutions in a general and unique manner and enable in this way efficient prevention of domestic violence as well as provide urgent, timely and effective protection and support to victims of that violence. Starting from this point, the paper deals with the following question: are the contents of theoretically determined managerial functions in the police represented in the Law on Prevention of Domestic violence, to what extent and in what way? As the most important management contents that are represented in the Law, the results of such a focused research have been identified in the paper as well: 1) general goals and ways of preventing domestic violence; 2) bodies and institutions in charge of implementing the Law; 3) specialized training of police officers, and 4) general procedures and rules for mandatory coordination of activities between bodies and institutions in charge of implementing the Law. The most important contents of planning, organization, management and control, whose distribution in the Law by research is not indicated, despite the justified need for them to be distributed in the practice of applying the Law, refer to: 1) the application of appropriate scientific methods of forecasting; 2) the inclusion of the activities of preventing domestic violence into periodic police work plans; 3) standardization of the treatment and the working methods of police officers; 4) strengthening of their professional integrity; 5) their motivation for work; 6) and evaluating their work in preventing domestic violence.
AB  - Aktuelni Zakon o sprečavanju nasilja u porodici u Republici Srbiji donet je s ciljem da se njime na opšti i jedinstven način uredi organizacija i postupanje državnih organa i ustanova i da se time omoguće delotvorno sprečavanje nasilja u porodici i hitna, blagovremena i delotvorna zaštita i podrška žrtvama tog nasilja. Polazeći od toga, u radu se problematizuju pitanja da li su, u kom obimu i na koji način sadržaji teorijski utvrđenih funkcija rukovođenja u policiji zastupljeni u Zakonu o sprečavanju nasilja u porodici. Rezultatima tako usmerenog istraživanja identifikovani su i u radu naučno opisani teorijski utvrđeni sadržaji planiranja, organizovanja, vođenja i kontrole: 1) koji su, eksplicitno ili implicitno, zastupljeni u aktuelnom Zakonu o sprečavanju nasilja u porodici i 2) koji u Zakon nisu implementirani, a za čijom implementacijom u praksi sprečavanja nasilja u porodici postoji opravdana potreba.

AB  - The current Law on the Prevention of Domestic Violence basically regulates the organization, goals and manner of acting of competent state authorities and institutions in preventing this type of violence and in protecting victims and supporting victims of this violence in the Republic of Serbia. Experiences of competent police officers, prosecutors and judges acquired during their specialized training and nine-month practical implementation of the Law on Prevention of Domestic Violence, confirmed some of the specific characteristics, but also pointed out some problems in the implementation of the Law. Starting from this, the research whose results were presented in the work was aimed at identifying, systematizing and scientifically describing the characteristics of the Law on the Prevention of Domestic Violence that are of particular importance for understanding its essence and for its effective and efficient implementation. The results of such directed research, as particularly important characteristics of this Law, have been identified in the paper as well: 1) targeted the Law on preventive action (prevention) and higher level of expertise of officials for the application of protection of victims of violence (protection), 2) formalization of the risk assessment procedure and pronouncement of urgent measures (processing), 3) the statutory law (competence) cooperation and coordination of activities between competent authorities and institutions in its implementation (integration). Such a conception of legal solutions, conditions have been created to overcome some of the previously expressed problems of preventing domestic violence. The most significant of these are: 1) the problem of 'dark figures' as a consequence of the absence of reporting and processing of domestic violence, 2) the problem of legal and security vacuum in the protection of victims, 3) the problem of insufficient competence and the lack of cooperation between providers of prevention of domestic violence and 4) the problem of overlap and / or gap in the structure of responsibility for the protection of victims of this violence.
AB  - Aktuelnim Zakonom o sprečavanju nasilja u porodici načelno su uređeni organizacija, ciljevi i način postupanja nadležnih državnih organa i ustanova u sprečavanju te vrste nasilja i u zaštiti žrtava i u podršci žrtvama tog nasilja u Republici Srbiji. Iskustva nadležnih policijskih službenika, javnih tužilaca i sudija stečena tokom njihove specijalizovane obuke i u njihovoj devetomesečnoj praksi sprovođenja Zakona o sprečavanju nasilja u porodici, ukazala su na neke od specifičnih karakteristika tog Zakona. Polazeći od tih iskustava, istraživanje čiji su rezultati prezentovani u radu bilo je usmereno na to, da se identifikuju i sistematizuju karakteristike Zakona o sprečavanju nasilja u porodici koje su od posebnog značaja za razumevanje njegove suštine, a time i za njegovo efektivno i efikasno sprovođenje. Rezultatima tako usmerenog istraživanja prezentovanim u radu, kao posebno značajne karakteristike tog Zakona, opisane su: 1) težišna usmerenost Zakona na preventivno delovanje (prevencija) i na zaštitu žrtava nasilja (protekcija), 2) formalizacija postupka procene rizika i izricanja hitnih mera (procesuiranje), i 3) propisanost višeg nivoa stručnosti lica za vođenje postupka (kompetetnost) i obavezne koordinacije aktivnosti između nadležnih organa i ustanova u primeni Zakona (integracija).

abstract = "The current Law on the Prevention of Domestic Violence basically regulates the organization, goals and manner of acting of competent state authorities and institutions in preventing this type of violence and in protecting victims and supporting victims of this violence in the Republic of Serbia. Experiences of competent police officers, prosecutors and judges acquired during their specialized training and nine-month practical implementation of the Law on Prevention of Domestic Violence, confirmed some of the specific characteristics, but also pointed out some problems in the implementation of the Law. Starting from this, the research whose results were presented in the work was aimed at identifying, systematizing and scientifically describing the characteristics of the Law on the Prevention of Domestic Violence that are of particular importance for understanding its essence and for its effective and efficient implementation. The results of such directed research, as particularly important characteristics of this Law, have been identified in the paper as well: 1) targeted the Law on preventive action (prevention) and higher level of expertise of officials for the application of protection of victims of violence (protection), 2) formalization of the risk assessment procedure and pronouncement of urgent measures (processing), 3) the statutory law (competence) cooperation and coordination of activities between competent authorities and institutions in its implementation (integration). Such a conception of legal solutions, conditions have been created to overcome some of the previously expressed problems of preventing domestic violence. Analiza mera bezbednosne zaštite određenih ličnosti

AB  - Bezbednosna zaštita određenih ličnosti1 predstavlja jedan od primarnih zadataka svih savremenih svetskih službi bezbednosti. Preduzimanjem posebnih bezbednosnih mera omogućava se nesmetan život i rad najvažnijih državnih funkcionera i predstavnika međunarodnih bezbednosnih organizacija, čime se štite institucije država i stvaraju uslovi za normalno funkcionisanje međunarodnih bezbednosnih organizacija. Da bi određena lica boravila i radila u stabilnom bezbednosnom okruženju, posebne organizacione jedinice službi bezbednosti blagovremeno ocenjuju stanje bezbednosti određenih ličnosti, procenjuju njihovu ugroženost i predlažu mere bezbednosne zaštite, kako bi se sprečio bilo kakav oblik ugrožavanja njihove bezbednosti. U ovom radu izvršena je analiza bezbednosne zaštite koju preduzimaju, prvenstveno, službe bezbednosti država koje su nastale raspadom bivše Socijalističke Federativne Republike Jugoslavije. Analizom je obuhvaćen i rad pojedinih službi bezbednosti Sjedinjenih Američkih Država (Diplomatska služba bezbednosti i Vojska Sjedinjenih Američkih Država), Organizacije za evropsku bezbednost i saradnju (OEBS) i Ujedinjenih nacija. Prvi deo rada odnosi se na teorijsko definisanje procesa ocene i procene stanja ugroženosti određenih ličnosti. Akcenat je na analizi postupka bezbednosnog procenjivanja, kojim se dolazi do sintetičkog zaključka o budućem stanju bezbednosnih pojava koje može ukazati na moguće ugrožavanje bezbednosti određenih ličnosti. S obzirom da bezbednosna procena predstavlja sponu između prikupljanja i obrade podataka i donošenja odluke, ponaosob je izvršena analiza prikupljanja i obrade podataka, predviđanja, formiranja varijanti, ocene prihvatljivosti varijanti, analize neprihvatljivih varijanti i podnošenja predloga varijanti. Drugi deo rada obrađuje analizu sadržaja mera bezbednosne zaštite određenih ličnosti. Sintezom mera bezbednosti koje primenjuju analizirane službe bezbednosti, kao i kritičkom analizom postupka bezbednosnog ocenjivanja i procenjivanja bezbednosne situacije, sačinjen je predlog novog modela mera bezbednosne zaštite određenih ličnosti za koji smatramo da je valjaniji od postojećih. Ovaj model opisan je u poslednjem delu rada.

AB  - By comparing the risk theory and the relevant standard with the Law on the Prevention of Domestic Violence (Law), one comes to the conclusion that risk management, especially in the domain of assessment, is based on qualitative methods of analysis. Thus, the potential for the application of semi-quantitative and quantitative risk analysis methods in the application of the said regulation is not used. As it is too ambitious to problematize the purpose and potential for the implementation of both types of risk analysis methods envisioned by the Law in one paper, this study deals with possibilities and limitations of the conversion of qualitative into quantitative data in the function of overall risk assessment in the doctrine and the practice of preventing domestic violence in the Republic of Serbia. More precisely, the paper has identified the purpose, possibilities, limitations and the proposal of their overcoming, in the implication of the matrices of probability and consequences, as a semi-quantitative method of analyzing the general risk in the doctrine and practice of preventing domestic violence in the mentioned spatial framework. This contributes to the creation of conditions that support effective implementation of the Law, which are not foreseen as a potential for improving the doctrine and practice of preventing domestic violence by using matrices of probability and consequences, while recognizing the identified limitations. The verification of this research creates a starting point for the development of standards for the quantification of the general risk of domestic violence, which creates the conditions for the mentioned assessments to be more precise in terms of precision, ranking and risk classification, as well as the reduction of discretionary decision-making. This would create conditions for defming good practice in this area, which could be taken to the necessary extent in other countries.
AB  - Pored nespornog kvaliteta Zakona o sprečavanju nasilja u porodici (Zakon), kojim je predviđena obaveza procenjivanja rizika u konkretnom (prijavljenom) slučaju nasilja u porodici u Republici Srbiji, njime nije predviđeno procenjivanje opšteg rizika od navedene vrste nasilja. Odsustvo Zakonom predviđene obaveznosti procene opšteg rizika od nasilja u porodici ima za posledicu podoptimalne uslove donošenja valjanijih odluka (time i planova) za suprotstavljanje navedenom bezbednosnom problemu. S tim u vezi, ovim radom se rešavanje ili ublažavanje problema odsustva procene opšteg rizika od nasilja u porodici razmatra analogijom te oblasti sa oblašću koja je po tom pitanju uređenija, kakvom se može smatrati bezbednost i otpornost društva - procena rizika, sadržana u istoimenom standardu (Standard). Polazeći od toga, radom su proverene mogućnosti i ograničenja procenjivanja (identifikovanjem, analiziranjem i vrednovanjem) opšteg rizika od nasilja u porodici primenom Standarda, radi njegovog tretiranja. Na osnovu realizovanog istraživanja zaključeno je da: 1) postoji potreba i mogućnost propisivanja obaveze procenjivanja opšteg rizika od nasilja u porodici; 2) ona treba da bude realizovana metodama polukvantitativne i kvantitativne analize, konkretno matrica verovatnoća i posledica (radi utvrđivanja prihvatljivosti ili neprihvatljivosti svih opštih rizika koji su u nadležnosti policije, među kojima i od nasilja u porodici), odnosno verovatnoće (radi utvrđivanja opšteg rizika od nasilja u porodici po pojedinim teritorijalnim organizacionim jedinicama policije, kako bi mogle međusobno da se porede); 3) postojeći Standard ne odgovara sasvim potrebama procene opšteg rizika od nasilja u porodici; 4) zbog čega postoji potreba za razvijanjem posebnog standarda za određivanje veličine opšteg rizika od porodičnog nasilja.

Politika upravljanja ljudskim resursima kao faktor sistema policijskog obrazovanja

AB  - Radi zadovoljavanja stalno rastućih potreba za specifičnim i ograničenim ljudskim znanjima i sposobnostima, većina savremenih policijskih organizacija uspostavila je i kontinuirano razvija odgovarajući sistem policijskog obrazovanja. Jedan od ključnih faktora kvaliteta i uspešnosti funkcionisanja tog sistema, svakako je i politika upravljanja ljudskim resursima u policiji. Polazeći od toga, rad je rezultat istraživanja u okviru kojeg su identifikovani, naučno opisani i objašnjeni ključni elementi sadržaja politike upravljanja ljudskim resursima u policiji i visok nivo mogućnosti njihovog uticaja na uspostavljanje i kvalitet funkcionisanja sistema policijskog obrazovanja u Republici Srbiji. Kao najznačajniji među očekivanim pozitivnim efektima tog uticaja, istraživanjem su utvrđeni: 1) visok nivo usaglašenosti radnih profila zaposlenih u policiji i obrazovnih profila budućih zaposlenih koji se za potrebe policije obezbeđuju u sistemu policijskog obrazovanja i 2) visok nivo povezanosti tog sistema sa politikom zapošljavanja i karijernog razvoja zaposlenih u policiji. Rezultatima istraživanja je takođe utvrđeno da je, posredstvom tih efekata politike upravljanja ljudskim resursima u policiji, moguće značajno uticati i na viši nivo profesionalizacije policije, kao i na dugoročnu održivost i uspešnost sistema policijskog obrazovanja u Republici Srbiji.

abstract = "Radi zadovoljavanja stalno rastućih potreba za specifičnim i ograničenim ljudskim znanjima i sposobnostima, većina savremenih policijskih organizacija uspostavila je i kontinuirano razvija odgovarajući sistem policijskog obrazovanja. Jedan od ključnih faktora kvaliteta i uspešnosti funkcionisanja tog sistema, svakako je i politika upravljanja ljudskim resursima u policiji. Polazeći od toga, rad je rezultat istraživanja u okviru kojeg su identifikovani, naučno opisani i objašnjeni ključni elementi sadržaja politike upravljanja ljudskim resursima u policiji i visok nivo mogućnosti njihovog uticaja na uspostavljanje i kvalitet funkcionisanja sistema policijskog obrazovanja u Republici Srbiji. Kao najznačajniji među očekivanim pozitivnim efektima tog uticaja, istraživanjem su utvrđeni: 1) visok nivo usaglašenosti radnih profila zaposlenih u policiji i obrazovnih profila budućih zaposlenih koji se za potrebe policije obezbeđuju u sistemu policijskog obrazovanja i 2) visok nivo povezanosti tog sistema sa politikom zapošljavanja i karijernog razvoja zaposlenih u policiji. Rezultatima istraživanja je takođe utvrđeno da je, posredstvom tih efekata politike upravljanja ljudskim resursima u policiji, moguće značajno uticati i na viši nivo profesionalizacije policije, kao i na dugoročnu održivost i uspešnost sistema policijskog obrazovanja u Republici Srbiji.",

Ključna među njima je faza (8) identifikacija upravljačkih mera usmerenih na poboljšanje učinka, odnosno model učinka. Sam učinak je funkcija: (1) performansi, (2) kompetencija, (3) motivacije i (4) koordinacije sa drugim subjektima (područne funkcije upravljanja učinkom), čije poslovanje je od značaja za efektivnost i efikasnost pojedinaca i organizacija. Model upravljanja na bazi učinka obuhvata šest funkcija, koje povezuju aktivnosti policije sa njenom svrhom. To su: (1) definisanje misije i željenih ishoda, (2) utvrđivanje standarda o učinku, (3) identifikovanje i prikupljanje indikatora o učinku, (4) povezivanje učinka sa budžetom, (5) strukturiranje odgovornosti i (6) izveštavanje o učinku (procesne funkcije upravljanja učinkom). Dakle, predloženim modelom upravljanja policijskom organizacijom na bazi učinka, rukovodioci treba da utiču na navedene funkcije, tako što će na svaki od navedenih faktora uticati praktikovanjem šest navedenih procesnih funkcija upravljanja učinkom.
AB  - Performance management is burdened by numerous problems caused by contradictions concerning the need for better results in the form of outputs and outcomes, on the one hand and the rationalization of operations, on the other hand. In such circumstances, there are rigging the results of police work (eg. percentage of solved crimes with unknown perpetrator), which police respond to increased expectations from it, in terms of limiting the intensive resources that she made available. This phenomenon requires a turnover from the populist (eg. “The fight against crime and corruption”) to a sincere approach, which the police organization declares and practice their own social roles (eg. “Serve and protect”), as expressed by its mission and achievement of outputs and outcomes that are consistent with it. Such a qualitative turning point in the management and functioning of police organizations is complementary and corrective to the quantitative approach, thereby contributing to the development of the police profession. The police
organization management model that agrees with this and such demands of work and the results that they are achieving the cooperative management style. The management model of police organization which is based on performance and that this work proposed includes the following phases: (1) identification of performance factors, (2) indication of performance, (3) identification of the source of data on the performance and determination of sample, (4) identification of performance measurement modes, (5) identification of performance measurement results, (6) comparison of the effect same kind of organizational units, (7) performance monitoring, (8)
identification of management measures aimed at improving performance, (9) establishing of methodology for performance measurement, (10) establishing of methodology for performance monitoring and (11) establishing of methodology for performance reporting. Key among them is the phase 8. The performance is function of: (1) capabilities, (2) competences, (3) motivation and (4) coordination with other subjects, whose operations is of importance to the effectiveness and efficiency, as branch functions of performance management. The management model based on the performance includes six elements, which link the activities of the police with its purpose. Those are: (1) defining the mission and desirable outcomes, (2) setting standards on the performance, (3) identification and collection Koncept upravljanja učinkom u policijskoj organizaciji 17 of performance indicators, (4) connecting performance with the budget, (5) allocation of responsibilities and (6) performance reporting, as process functions of performance management. Thus, the proposed management model of police organization based on the performance should influence the capabilities, competence, motivation and coordination, by each of the above
factors affect the process that includes six performance management process functions. Applying of this conclusion is possible in the programs of study оf parent institution dedicated to the education of staff for the police and related agencies, and programs for professional training of police officers. On the other hand, the directions of future research in the field of police on the basis of the impact relating to the identification of key performance indicators, time and its factors, as well as in determination of methodology of their measurement and monitoring, aimed at its improvement.

AB  - This manuscript focuses on the inconsistency of harmonization in the field of the private security sector and security companies. Security companies are businesses that provide security services in the market. Until a few years ago, the services provided by these companies were considered as part of regular public affairs. Today, many of the businesses in the area of security are fully open to private security companies and regulated at the national level. However, in terms of the EU,
the private security sector cannot fully grow without synchronizing areas that would
facilitate cross-border competition in the European market. Possible intervention
by the European legislators to consider the issue of liability of private security
companies on issues of human rights, which has not been discussed at the national
or transnational basis. The article will explore some of the possible options for the
future in better regulation of the European private security sector. The EU institutions
are generally not willing to intervene at European level in setting minimum standards
for the regulation of private security. Accordingly, changes in the field of the EU
relating to security, legislation and private security industry means that the current
thinking and attitude may be a new understanding, which could be radicalized
thinking and consideration.

AB  - Migracije iz Afrike i sa Bliskog istoka su središnja tema savremene društveno-političke scene. S tim u vezi, u ovom radu je nastojano da se prikaže (ne)mogućnost država Evropske unije da se izbore sa masovnim migracijama, kao i eventualne posledice takvih migracija u državama Unije. Naime, Evropska unija od svog formiranja poštuje nacionalni identitet svojih članica. Međutim, integracija dela evropskih država pod navedeni zajednički pravni okvir dovela je do formiranja nadnacionalnog evropskog identiteta, uz istovremeno slabljenje nacionalnog identiteta država članica Unije. Aktuelna migrantska kriza otvorila je mnoga pitanja u Uniji i podstakla buđenje i ponovno jačanje nacionalne svesti i identiteta, ne samo u državama članicama, već i u drugim evropskim državama (npr. Švajcarskoj i dr.). S tim u vezi, cilj rada jeste da se objasne uticaji koji slabe (globalizacija, multikulturalnost i pravni osnov Unije), odnosno uticaji masovnih migracija koje jačaju nacionalni identitet država članica Evropske unije. Imajući to u vidu, hipoteza koja se proverava ovim radom izražena je stavom da u savremenim društvenim uslovima globalizacija, multikulturalnost i pravni osnov Evropske unije slabe nacionalni identitet, dok, istovremeno, aktuelne masovne migracije jačaju nacionalni identitet država članica Unije. Otuda je prvi deo rada posvećen izučavanju faktora koji slabe nacionalni identitet evropskih država, u drugom delu razmatrana je kriza nacionalnog identiteta država članica, a u trećem delu analiziran je uticaj aktuelnih migracija na jačanje nacionalnog identiteta u državama članicama Evropske unije. Response time as organizational performance of the protection and rescue service

AB  - The paper proceeds from the fact that the performance of individuals and organizational units (organizations) affect their efficiency. Regarding the protection and rescue units, their key organizational performance is the response time, understood as the duration of time from the moment of receiving the fire warning until the firefighting and rescue team arrives at the place of engagement. The paper analyzes the impact of the response time of the firefighting and rescue unit on the duration of firefighting. For the analysis, operational data on fires for the area of the City of Belgrade (Serbia) were used, over a 24-year period (1986-2009). Data were processed using linear regression (Pearson Correlation) and its nonparametric alternative - Spearman's rank order correlation. It is concluded that the response time of the firefighting and rescue unit to arrive to the place of fire (organizational performance) affects the duration of firefighting, so that the shorter the response time, the shorter time it takes to extinguish the fire, with less damage caused and more goods rescued (organizational efficiency), and vice versa, the longer the response time - the longer the time of firefighting, with greater damage caused and less goods rescued.
AB  - Polazište ovog rada jeste činjenica da performanse pojedinaca i organizacionih jedinica (organizacija) utiču na njihov učinak. Kada je reč o subjektima zaštite i spasavanja, njihovu ključnu organizacionu performansu predstavlja vreme odziva, shvaćeno kao trajanje od trenutka dolaska informacije o požaru do trenutka stizanja vatrogasno-spasilačke ekipe na mesto angažovanja. Preciznije, u radu se analizira uticaj vremena odziva vatrogasno-spasilačke jedinice na trajanje gašenja požara. Za analizu su korišćeni operativni podaci o požarima za područje grada Beograda, u periodu od 24 godine (1986-2009). Podaci su obrađeni primenom linearne regresije (Pearson Correlation) i njenom neparametarskom alternativom - Spirmanovim testom korelacije rangova (Spearman's rank order correlation). Zaključeno je da vreme odziva vatrogasno-spasilačke jedinice na mesto požara (organizaciona performansa) utiče na trajanje njegovog gašenja, tako da, što je ono kraće - kraće je vreme gašenja požara, šteta je manja i ima više spasenih dobara (organizacioni učinak). Obrnuto, ako je vreme odziva vatrogasno-spasilačke jedinice duže - duže je i vreme gašenja požara, uz veće štete i manje spasenih dobara.

abstract = "The paper proceeds from the fact that the performance of individuals and organizational units (organizations) affect their efficiency. Regarding the protection and rescue units, their key organizational performance is the response time, understood as the duration of time from the moment of receiving the fire warning until the firefighting and rescue team arrives at the place of engagement. The paper analyzes the impact of the response time of the firefighting and rescue unit on the duration of firefighting. For the analysis, operational data on fires for the area of the City of Belgrade (Serbia) were used, over a 24-year period (1986-2009). Data were processed using linear regression (Pearson Correlation) and its nonparametric alternative - Spearman's rank order correlation. It is concluded that the response time of the firefighting and rescue unit to arrive to the place of fire (organizational performance) affects the duration of firefighting, so that the shorter the response time, the shorter time it takes to extinguish the fire, with less damage caused and more goods rescued (organizational efficiency), and vice versa, the longer the response time - the longer the time of firefighting, with greater damage caused and less goods rescued., Polazište ovog rada jeste činjenica da performanse pojedinaca i organizacionih jedinica (organizacija) utiču na njihov učinak. Kada je reč o subjektima zaštite i spasavanja, njihovu ključnu organizacionu performansu predstavlja vreme odziva, shvaćeno kao trajanje od trenutka dolaska informacije o požaru do trenutka stizanja vatrogasno-spasilačke ekipe na mesto angažovanja. Preciznije, u radu se analizira uticaj vremena odziva vatrogasno-spasilačke jedinice na trajanje gašenja požara. Za analizu su korišćeni operativni podaci o požarima za područje grada Beograda, u periodu od 24 godine (1986-2009). Podaci su obrađeni primenom linearne regresije (Pearson Correlation) i njenom neparametarskom alternativom - Spirmanovim testom korelacije rangova (Spearman's rank order correlation). Zaključeno je da vreme odziva vatrogasno-spasilačke jedinice na mesto požara (organizaciona performansa) utiče na trajanje njegovog gašenja, tako da, što je ono kraće - kraće je vreme gašenja požara, šteta je manja i ima više spasenih dobara (organizacioni učinak). Obrnuto, ako je vreme odziva vatrogasno-spasilačke jedinice duže - duže je i vreme gašenja požara, uz veće štete i manje spasenih dobara.",

Uticaj izveštaja Arčibalda Rajsa na zapadnoevropsko javno mnjenje o Srbiji tokom Prvog svetskog rata

AB  - U uvodnom delu članka analizirana je medijska slika o Srbiji uoči Prvog svetskog rata, a zatim sledi analiza okolnosti koje su prethodile dolasku Arčibalda Rajsa u Srbiju 1914. godine. Njegovo izveštavanje o Srbiji tokom Prvog svetskog rata podeljeno je na tri perioda: prvi – 1914. godina, drugi – 1915. godina i treći – od 1916. do 1918. godine. Istraživanjem se došlo do zaključka da je Arčibald Rajs svojim izveštajima objektivno informisao zapadnoevropsku javnost o zločinima koji su počinjeni nad Srbima, uticao na poboljšanje medijske slike o Srbiji, podstakao organizovanje humanitarne pomoći srpskom narodu i doprineo objašnjavanju srpskih ratnih ciljeva, što je veoma značajno kada se ima u vidu nizak ugled Srbije i srpskog naroda u štampi i javnom mnjenju Zapadne Evrope pre njegovog dolaska u Srbiju 1914. godine.

AB  - Inclusion in society is one of the priorities of EU policy. The values in sport are related to equal opportunities and fair play, which are also the European values. Community building and the fight against xenophobia and racism are one of the basic values and benefits of sport, and thus it represents the potential for a significant contribution to the integration of migrants in the EU. Under-representation of migrants and their exclusion from leadership positions in sport, and the lack of progress of minorities in positions in sports clubs and associations is a public secret in European sport. Network inclusion through sport (Sport Inclusion Network – SPIN) is a project
designed to promote the inclusion and participation of ethnic minorities, migrants and other third-country nationals (including refugees) through sport across Europe. SPIN project gathers amalgam of experienced national key players in the field of combating intolerance and discrimination in sport, including the organization FairPlay-VIDC, the Italian аssociation ''Sport for All'' (Unione Italiana Sport per Tutti – CSPI), the Football Association of Ireland – FAI, the ortuguese Union of professional players (SJPF), migrant human rights organization "Mahatma Gandhi" from Hungary, multicultural Finnish sports initiative “Liikkukaa” and the German Association “Camino”, which is professionally engaged in the research of sport and youth. As a result of the SPIN project, a guide to good practice was created, which represents a set of examples of how to incorporate migrants into and through sport. This guide aims to promote new ideas on how we need to do in terms of involvement in sport and to facilitate the exchange.

AB  - The paper specifies the career development of police officers in the Ministry of Internal Affairs of the Republic of Serbia (MoI RS). In this regard, this document covers the following issues: 1) defining employment conditions for admission in MoI RS, 2) the classification of jobs in the MoI RS (includes the determination of equivalent organizational units and equivalent jobs in the MoI RS movement in the career of police officers) 3) requirements for promotion to the higher rank within the same immediate and senior management levels (including the requirements of the internal competition for attending appropriate managerial level training, as well as the conditions of internal competition to fill the vacant managerial positions and ranking of the candidates, and 4) the key selection and training as a condition for promotion and transfer of police officers. In addition, the focus of this document is on explaining the idea that career advancement is based on rank / profession as a condition for attending training for the managers of the appropriate level and applying for appropriate job positions. In addition, considerable attention is dedicated to the tabular modeling of police officer career. All of the above mentioned regarding career development of police officers, MoI RS, is subject to the current Law of the police and secondary legislation which defines its individual provisions. Some attention of this document is devoted to transitional arrangements for the implementation of the career development of police officers, MoI RS.

AB  - This paper discusses possible development or so-called scenario of extreme floods in the Republic of Serbia that would be caused by simultaneous occurrence of high-water levels/discharges on the rivers and heavy rains. As illustration, two scenarios are presented based on independently recorded cases of high water levels and heavy rains of May 2014. A scenario of the floods caused by the interaction of reached high water levels and observed heavy rains is particularly examined. Research of the floods is proposed with the parameters of flood waters that would not have highly unexpected values, but would be more extreme than all the past ones. Scenarios would yield new potentially useful information on the influence of floods on human communities. Proposals are presented for more efficient controlling and regulating of floods in the Republic of Serbia.

AB  - Poplave su na teritorijama Republike Hrvatske i Republike Srbije relativno česta pojava. Pre pola stoleća, tačnije 1964. godine dogodile su se velike poplave na teritoriji tadašnje SR Hrvatske, kada se izlila reka Sava i naredne godine u SR Srbiji, kada su se izlili Dunav i Tisa. Prošle godine (2014. godine), dogodile su se poplave u Hrvatskoj i Srbiji, kada je nekoliko desetina građana izgubilo svoje živote. Autori će pokušati u radu da kvantitativnom analizom utvrde nivo kvaliteta života građana ovih dveju država u razmaku od 50 godina i uticaj poplava na kvalitet života građana, nivo nastale štete, gubitak života i druge varijable koje su od značaja za utvrđivanje odnosa kvaliteta života i kvantiteta nastale štete. Kvalitet života biće prikazan pomoću kvantitativnih pokazatelja, kao što je npr. BND per capita.
AB  - Floods on the territories of Croatia and Serbia are relatively common. Half a century ago, more precisely in 1964, there was massive fl ooding on the territory of the former Socialist Republic of Croatia, when the Sava River spilled and the next year in SR Serbia, when the rivers Danube and Tisa spilled. Last year (2014) there were floods in Croatia and Serbia, where several dozen people lost their lives. This paper will try by quantitative analysis to determine the level of the quality of life of the citizens of these two countries in the span of 50 years and the impact of fl oods on the quality of life of the citizens, the level of the damage, loss of lives and other variables that are important for determining the relationship of quality of life and quantity of the resulting damage. The quality of life will be shown by quantitative indicators, such as e.g. GNP per capita.

AB  - Radom se istražuje kako navijači fudbalskih klubova u Beogradu ocenjuju policijsko postupanje prilikom obezbeđenja fudbalskih utakmica povećanog rizika i policijske intervencije prema ekstremnim navijačima u slučajevima kada je došlo do narašuvanja javnog reda i mira u većem obimu. Istraživanje je realizovano tehnikom anketiranja, upitnikom koji sadrži 33 pitanja, na uzorku od 268 navijača. Obuhvaćeni su navijači tri vodeća prvoligaška fudbalska kluba iz Beograda tokom 2011. i 2012. godine. Pored toga, kao izvor podataka korišćena su službena dokumenta Ministarstva unutrašnjih poslova Republike Srbije. Rezultati istraživanja ukazuju na to da navijači smatraju da je postupanje policije na sportskim priredbama pretežno nekoretno i da ga odlikuje neselektivna i prekomerna upotreba sile. Dobijeni rezultati mogu biti dobra osnova za neka buduća istraživanja, a svakako mogu doprineti prevenciji nasilja na sportskim priredbama i edukaciji policijskih službenika koji rade na poslovima obezbedjenja javnih skupova povećanog rizika.
AB  - The aim of this study was to determine how football clubfans in Belgrade evaluate policing at football matches of increased risk, as well as police interventions towards extreme fans in cases when there was disturbance of public order and peace to a greater extent. The survey was conducted by using the polling technique, disseminating a questionnaire containing 33 questions, on a sample of 268 fans. It included fans of three leading premier league football clubs in Belgrade, during the 2011. and 2012. In addition, the official documents of the Ministry of Interior were used.The survey results clearly indicate that fans believe the police conduct at sporting events was generally improper, with the use of excessive force, and that in the event of incidents at matches, the police usually do not know who should be detained and when they should use force.

AB  - Radom se problematizuje ocenjivanje relativne efikasnosti hipotetičke organizacione jedinice policije primenom DEA metode. Kako se radi o neprofitnom entitetu, merilo efikasnosti su performanse (organizacione sposobnosti), koje se porede po godinama koje su obuhvaćene
istraživanjem (2006-2010. godina) za jednu istu organizacionu jedinicu policije. Cilj toga je da se na osnovu tri ulaza (input-a) i tri (output-a), identifikuju: (1) godine tokom kojih je hipotetička organizaciona jedinica policije relativno efikasna, odnosno neefikasna, (2) uzroci njene eventualne neefikasnosti i (3) daju smernice za potrebna poboljšanja njenog rada i time objasni primena DEA metode u navedene svrhe. Istraživanjem je pokazano da je hipotetička organizaciona jedinica u 2006, 2007. i 2008. godini bila relativno efikasna, dok je u 2009. i 2010. godini relativno neefikasna. Da bi ponovo postala relativno efikasna, posmatrana jedinica mora da smanji input-e pri datom nivou output-a ili da poveća output-e ne menjajući input-e, shodno orijentaciji DEA modela. Jedna od mogućnosti za to je da jedinica zadrži postojeći broj zaposlenih (socijalni momenat, solidarnost), ne menjajući troškove zarada, uz nastojanje da se smanje troškovi službenih putovanja, uz zadržavanje nivoa aktuelnih output-a.
AB  - The paper considers the assessment of the relative efficacy of hypothetical organizational units (HOJ) of the polic using (Data envelopment analysis– DEA) methods. Since this is a non-profit entity, the criterion of efficiency of performance (organizational skills) to be compared by years covered by the study (2006-2010, years). The aim is to be based on three inputs and three outputs, identify: (1) the year during which the hypothetical organizational unit of the police more effective or less effective, (2) possible causes of inefficiency and (3 ) provide guidelines for necessary improvements of its work. In addition, the DEA method allows appreciation of managers preferences. Starting from the principle of economy– to achieve maximum results with minimal investment– target activity observed hypothetical organizational units of the rational use of resources and more efficient and better quality public services. In modern conditions, the police is faced with very strict requirements. The police are asking for the increasing level of security with all (as) less expenditure for the police (to the necessary performance builds and maintains with as less use of resources), as well as increasing the level of respect and protection of human rights. the same time, the police is required to complete capability in a complex and highly unstable
environment implements the defined mission, goals and tasks. The results are presented for different variants (combinations) input and output and, thus confirming the fact that data envelopment analysis can give very different analysis and evaluation of the efficiency and inefficiency. Research has shown that the hypothetical organizational unit in 2006, 2007 and 2008 were more effective, while in 2009 and 2010, less efficient. In order to become effective, must either reduce the input-e at a given level of output or to increase the output is not changing the input-e, according to the orientation of the DEA model. In this social and economic situation is justified to maintain the existing number of employees (social moment, solidarity), without changing the wage bill, and efforts to reduce travel costs with current output-e. This statement clearly indicates that it is a reduction of input-and at a given level of output, that is, the word of the input-oriented model. Further research on this topic should be directed towards increasing the period of observation and units that take part in it, because it would certainly increase the discriminatory power of data envelopment analysis, and the results would certainly not be repeated. In any case, the benefits of data envelopment analysis, could in the coming period to be significant for the development of the Ministry of Internal Affairs of the Republic of Serbia and the public sector in the
Republic of Serbia at all.
