AB  - Током 2022. и 2023. године Србију је захватио талас лажног пријављивања
подметања експлозивних направа на јавним местима (тзв. телефонски тероризам).
У јавности је то сензационалистички представљано као тероризам, сајбер-тероризам, високотехнолошки криминал, писмо-бомба, лажно пријављивање кривичног
дела, угрожавање јавног реда и мира и специјални рат, чиме се доприносило нервози
грађана и поремећају уобичајеног стила живота, али и неповерењу у државну власт.
Како „телефонски тероризам“ није био предмет научног интересовања у Србији; како
су евидентне методолошке дилеме при тумачењу/истраживању појава; како постоје
проблеми дистанцирања „телефонског тероризма“ од сличних претњи и како је у вези
с тим очигледна појмовно-категоријална хаотичност, постојала је потреба да се из угла
социологије тероризма утврде извесне методолошке смернице за будуће истраживаче.
AB  - During 2022 and 2023, Serbia was affected by a wave of false reports of
planted explosive devices in public places (so-called “telephone terrorism”). In the public,
it was sensationally presented as terrorism, cyber-terrorism, high-tech crime, letter-bombs,
false reporting of a crime, endangering public order and peace, and special war, which
contributed to the “nervousness” of citizens and the disruption of the usual lifestyle, as
well as mistrust in the state power. Since “telephone terrorism” was not a subject of scientific interest in Serbia, since methodological dilemmas are evident when interpreting/
researching phenomena, since there are problems of distinguishing “telephone terrorism”
from similar threats and there is an obvious conceptual-categorical chaos in this regard, a
need arose to establish certain methodological guidelines for future researchers from the
perspective of sociology of terrorism.

AB  - Због могућих злоупотреба оружја за масовно уништавање (нуклеарног, хемијског, биолошког, радиолошког), тероризам је попримио атрибуте савремене глобалне претње ‒ „мегатероризма“. Од потенцијалних нежељених сценарија, један од најреалнијих је биотероризам, јер је биолошко оружје најлакше произвести и злоупотребити. Истовремено, један од најреалнијих сценарија биотероризма је агротероризам злоупотребом патогених микроорганизама, токсина и њихових преносника за намерно изазивање заразних болести и смртности код људи, животиња и биљака, и то загађивањем пољопривредних ресурса, воде и хране за људе и животиње, те трајнијим загађивањем живот не средине. Услед стварних и могућих последица „био-агро-тероризма“, у теорији и пракси безбедности развија се курс биобезбедности и биозаштите/биоодбране којим се привреда, животна средина и здравље људи и других живих бића штите од болести, штеточина и биотероризма, а у оквиру њега и агробезбедност којим се штите пољопривредни и прехрамбени ресурси од агротероризма и од његових штетних последица. Ове трендове нас то ји да прати и Република Србија која, између осталог, спроводи законске прописе и стратегијска документа у области безбедности хране. Како је реч о новом мултидисциплинарном курсу у теорији безбедности, у којем су евидентне бројне појмовне и терминолошке дивергенције и конвергенције, циљ овог рада је да дистанцира појмове биотероризма, агротероризма, биобезбедности и агробезбедности.
AB  - Due to the possible misuse of weapons of mass destruction
(nuclear, chemical, biological, radiological), terrorism has acquired the
attributes of a modern global threat - ”megaterrorism”. Among the potential unwanted scenarios, one of the most realistic is bioterrorism, because
biological weapons are the easiest to produce and misuse. At the same time,
one of the most realistic scenarios of bioterrorism is agroterrorism, conducted through the misuse of pathogenic microorganisms, toxins and their
carriers to intentionally cause infectious diseases and mortality in humans,
animals and plants, by polluting agricultural resources, water and food for
humans and animals, and by more permanent pollution of the environment. Because of the realistic and possible consequences of ”bio-agro-terrorism”, a discourse of biosecurity and bioprotection/biodefense has been
developed in the theory and practice of security, aimed at protecting the
economy, the environment and the health of people and other living beings
from diseases and bioterrorism, and within it agro-security, which aims
at protecting agricultural and food resources from agroterrorism and its
harmful consequences. The Republic of Serbia also tries to follow these
trends, which, among other things, includes the implementation of the laws
and strategies on food safety. As it is a new multidisciplinary approach
in security, numerous conceptual and terminological divergences and convergences around its concept are evident, so the aim of this paper is to
differentiate the concepts of bioterrorism, agroterrorism, biosecurity and
agrosecurity.

AB  - Безбедносне појаве се научно спознају у процесу научног истраживања, посредством извора научног сазнања. Нивои и врсте научног сазнања и научних извора су бројни. Циљ овог рада су дефинисање, дескрипција и класификација нивоа (квалитета и квантитета) научног сазнања и извора из којих се оно стиче. С тим у вези, у раду се разматра вредновање сазнања и извора сазнања, указује се на различите персоналне и материјалне изворе сазнања, односно на разне јавне и поверљиве – писане и аудиовизуелне научне изворе и предмете. Закључак аутора је да је вредновање извора научног сазнања, као и самих научних чињеница, важно за исход процеса истраживања и постизање истинитог и објективног научног сазнања о безбедносним појавама.
AB  - Sources of scientific knowledge and the process of scientific research are necessary for defining security phenomena. The levels and types of scientific knowledge and scientific sources are numerous. The aim of this paper is to define, describe and classify the levels (quality and quantity) of scientific knowledge and sources of that knowledge. In this regard, the paper discusses the evaluation of knowledge and sources of knowledge, points to various personal and material sources of knowledge, and various public and confidential - written and audio-visual scientific sources and objects. The conclusion of the author is that the evaluation of the source of scientific knowledge, as well as the scientific facts themselves, is important for the outcome of the research process and the achievement of true and objective scientific knowledge about security phenomena.

National security strategy of the Republic of Serbia and it’s implications for human security

AB  - National Security Strategy is a document of the highest strategic importance in one state that defines core values, interests, challenges, risks and threats to national security, as well as  the  organization  of  the  national  security  system  and  national  security  policy  in  order  to  secure and achieve national interests. The Republic of Serbia defined its strategic priorities for the  first  time  when  it  adopted  the  first  National  Security  Strategy  in  2009,  and  updated  them  in the new National Security Strategy adopted in 2019. An important part of the first Strategy was the concept of human security, which was indication that the Republic of Serbia formally considered the needs and values of an individual on an equal footing with the values of the state. This  Strategy  was  deemed  to  be  an  expression  of  determination  of  the  Republic  of  Serbia  to  create conditions for improving human security in economic, health, political and other aspects and through transparency, rule of law and responsibility. However, the new Strategy does not explicitly mention human security as a specific part of the integral concept of national security. Furthermore,  it  introduces  several  novelties  that  are  in  contrast  with  the  prevailed  human-centric  mission  of  the  previous  strategy,  and  these  novelties  are  focused  towards  territorial  integrity, sovereignty and other state-centric issues. Bearing this in mind, the questions arising are:  why  this  strategic  turn  was  made  and  what  are  to  be  the  implications  of  this  change  for  human  security.  The  main  hypothesis  is  that  the  strategic  turn  to  state-centrism  instead  of  the  human-centric  approach  promoted  by  the  previous  National  Security  Strategy  was  made  because it corresponds to the global trend of revival of nationalism and sovereignty. However, this indisputably leaves room for criticism because people are the most important factor in the equation of integral national security and disregarding them in the national security strategies and policies can be problematized on multiple levels.

AB  - The paper reviews the evolution of the ideology and the path of creating the Albanian state in the Balkans, from the moment when it did not exist at all (during the Ottoman Empire) until today, when Albanians live in an internationally recognized state (the Republic of Albania) and in one self-proclaimed state (the so-called “Republic of Kosovo”). In that regard, this paper is based on two theses. According to the first, the focus of the original so-called state-building ideology about the need for all Albanians to live in one state, “Greater Albania”, today is radically changed and diametrically opposed: “Kosovo Albanians” now do not want to join the Republic of Albania, but want an independent state - the so-called “Greater Kosovo”, which would include parts of the territories of central Serbia, Montenegro, Northern Macedonia and Greece where Albanians live. The reason for the essential change of ideology is that the drug bosses of Albanian criminal clans that control the territory of Kosmet, and who were previously commanders of Albanian terrorist organizations, want their own “drug state”, in which they would control all social flows and enjoy immunity from criminal prosecution. The second thesis on which this paper is based is that the attack on the Albanian mafia is at the same time a blow to the so-called quasi-statehood of the so-called Republic of Kosovo, i.e. on the levers of financial power, which is the backing for political power and international support for the so-called Republic of Kosovo.

AB  - Contemporary tendencies of criminal procedure legislation in general, including criminal
procedure legislation of Serbia, have been increasingly emphasizing the importance of the
implementation of the preventive aspect of criminal policy. One such general trend has
also been applied in Serbia when it comes to the crime of domestic violence. Namely, the
phenomenon of domestic violence is not only recognized in underdeveloped countries,
but is also widespread in the most developed countries whose legal systems are based
on the principles of democracy, the rule of law and the prohibition of discrimination.
The aforementioned trend of recognizing the existence of domestic violence in almost
all countries indicates the increasing importance of establishing adequate instruments
to combat this form of crime even more effectively, especially bearing in mind the close
relationship between the abuser and the victim and the temporal determinant of the
continued torture of the victim. Accordingly, following the European path and based
on the contemporary pre-crime concept, Serbia adopted the Law on the Prevention of
Domestic Violence setting up the police as the key subject for a more effective fight in the
field of the prevention of domestic violence. The key determinants used by the authors
in analysing the subject matter are the essential explanations of the new rules and the
criminal and political reasons for which they were established as well as their purpose.
The authors analysed them from the following aspects: first, Serbia and harmonization
with European standards for combating domestic violence (introductory considerations);
second, the police as the key subject of the penalty policy for domestic violence off enses;
third, a conducted survey of police officers and their views on the implementation of the
Law on the Prevention of Domestic Violence, fourth, conclusion.

Identifying Street Hotspots Using a Network Kernel Density Estimation

AB  - Throughout history, police have dedicated their attention to locations with a high incidence of crime and/or disorder.
These efforts have become more systematic since the introduction of hotspot policing in the 1990s. A large body of
research conducted over the last three decades has shown that focusing police resources on areas characterised by
high concentration of crime (hotspots) may have positive preventive effects. If crime hotspots inaccurately reflect
the spatial patterning of crime, (intense) criminal activity may not attract police attention. The progress of the crime
mapping discipline, spurred by the development of information technology (e.g. GIS) and spatial statistics, enabled
crime analysts to identify hotspots more accurately than before. When identifying hotspots, crime analysts use spatial
statistical methods which are based on the assumption of a 2D homogeneous Euclidean space. However, in an urban
setting, the street network may significantly affect the patterning of crime. Crime may be concentrated along the
streets, thus forming linear hotspots. When such linear distribution is analysed, the assumption of homogeneity
of the 2D space, which is inherent in “traditional” spatial statistical methods, could lead to a false conclusion. In
order to avoid that from happening, these methods should be extended to a network space. This paper explains the
specifics of spatial analysis in a network environment and its relevance to the crime analysis practice. Finally, the
network extension of one of the most popular methods of hotspot identification, i.e. the kernel density estimation
(KDE) method, was applied in the present paper. Having compared the network and planar KDE outputs, the authors
concluded that the network-based KDE allowed a more accurate identification of linear hotspots, resulting in a more
effective deployment of resources.

AB  - In addition to national and international armies -
armed forces of states and alliances, paramilitary armed formations
(the so-called paramilitary) play aprominent role in contemporary
international and non-international armed conflicts. They are made up
of so-called voluntary fighters (patriots, contracts), i.e. mercenaries or
“looters“ (so-called war dogs) within armed formations that are not
officially part of, and most often not under the command, of regular
armed forces. As a rule, they are formed, armed, equipped, trained,
paid and controlled by certain political centers of power - foreign
governments and intelligence, hostile political emigration, political
parties, criminal and other extremist (pseudo-patriotic, nationalist and
para-religious) organizations (the so-called warlords) for whose
account the paramilitary formations occupied part of the territory of
the sovereign state in which the armed conflict took place and
established power on it. They are often associated with numerous war
crimes, terrorist attacks and robberies. Since the terms ’warlords’, ’paramilitary’, ’mercenaries’, and ’war dog’ are oftenincorrectly
usedin everyday communication of media, public and even scholars,
this paper attempts to conceptualize and make a clear distinction
between these phenomena.
AB  - Осим националних и међународних војски –
оружаних снага држава и савеза држава, у савременим
међународним и немеђународним оружаним сукобима све
значајнију улогу узимају паравојне оружане формације (тзв.
паравојске). Њих чине тзв. добровољни борци (патриоте,
уговорци), односно плаћеници или „пљачкаши“ (тзв. пси рата)
који су део наоружаних формација које званично нису у саставу, а
најчешће ни под командом регуларних оружаних снага.
Паравојске по правилу формирају, наоружавају, опремају,
обучавају, плаћају и контролишу извесни политички центри моћи
– иностране владе и обавештајне службе, непријатељска
политичка емиграција, политичке партије, криминалне и друге
екстремистичке (псеудопатриотске, националистичке и
параверске) организације (тзв. господари рата) за чији рачун су
паравојне формације и заузеле део територије суверене државе у
којој се одвија оружани конфликт и на њој „успоставиле власт“.
За њих се неретко везују бројни ратни злочини, терористички
напади и пљачке. Како се у животу, а неретко и у теорији
безбедности не разликују и погрешно употребљавају термини
„господари рата“, „паравојске“, плаћеници и „пси рата“, у раду
је учињен покушај појмовног одређења и дистанцирања ових
појава.

Small variation in KDE parameters can give different outputs and hence affect predictive accuracy of hotspot map. The influence these parameters have on KDE hotspot output sparked many researches, mostly analyzing the influence of the cell size and bandwidth size. Yet, the influence of different classification methods applied to calculated cell values, including the choice of threshold value, on the KDE hotspot predictive accuracy remained neglected. The objective of this research was to assess the influence of different classification methods to KDE predictive accuracy. In each KDE computation, calculated cell values were divided into five thematic classes, using three the most common (default) classification methods provided by Environmental Systems Research Institute (ESRI) Geographical Information System (Arc GIS) (equal interval classification, quantile classification and natural breaks classification) and incremental multiples of the grid cells’ mean. Based upon calculated hit rates, predictive accuracy indices and recapture rate indices and taking into account the necessity that mapping output should satisfy some operational requirements as well as statistical rules, this research suggest that incremental mean approach with hotspot threshold of 3 and above multiples of the grid cell’s mean, should be used.

AB  - The paper deals with the role of fanaticized religious leaders in the creation of the 21st Division of the SS “Skanderbeg”, developed on the basis of the ideas of the League of Prizren which laid the foundations of the socalled “Greater Albania”. The authors analyze the activities of the German Counter-Intelligence Service “Abwehr” in the creation of such an “elite” division, whose operatives and agents skillfully mislead religious leaders and religiously fanaticized aghas and beys in order to preserve occupying power in the Balkans without the involvement of German regular troops. Within this unit there were numerous ballist and volunteer forces from the territory
of Kosovo and Metohija, Northern Albania, Western Macedonia, but also from Plav and Gusinje (Montenegro) and from the Raška area, while only the commanding staff (officers and non commissioned officers) were Germans. Since the creation of this unit, religious and nationalist fanatics have been attempting to ethnically cleanse the multinational region from all Non-Albanians, committing mass crimes against the unprotected population. The list of crimes committed by this unit is very long, but definitely the most brutal was the one committed on 28. July 1944. On that day, in an event that is known in historiography as “The Velika Massacre”, for just two hours and fifteen minutes in the villages beneath the mountain Čakor called Velika and
Gornja Ržanica the fanatics blinded by their religion murdered and then burned down most of their 458 victims, 120 of which were children.

AB  - This paper presents Android-based SOS platform named SOSerbia for sending emergency messages by citizens in Serbia. The heart of the platform is SOS client Android application which is an easy and simple solution for sending SOS messages with unique combination of volume buttons. The proposed platform solves a lot of safety, security, and emergency problems for people who can be in dangerous situations. After a person presses a correct combination of buttons, a message with his or her location is sent to the operating center of the Serbian Police. The platform merges several appropriately combined advanced Android technologies into one complete solution. The proposed solution also uses the Google location API for getting user's location and Media Player broadcast receiver for reading pressed buttons for volume. This logic can be also customized for any other mobile operating system. In other words, the proposed architecture can be also implemented in iOS or Windows OS. It should be noted that the proposed architecture is optimized for different mobile devices. It is also implemented with simple widget and background process based on location. The proposed platform is experimentally demonstrated as a part of emergency response center at the Ministry of Interior of the Republic of Serbia. This platform overcomes real-life problems that other state-of-the-art solutions introduce and can be applied and integrated easily in any national police and e-government systems.

AB  - The monograph Contemporary Security Studies: An Introduction to methodological, research and theoretical foundations of security is the result of many years of comprehensive research of the phenomenon of security and the endangering of security and it is the outcome of the research effort aimed to prove the scientific character of the security field. 
The fact is that security in the Republic of Serbia is still not in the national nomenclature of scientific fields. Instead, it is claimed, with some reason, but far from having absolute right to it, by political scientists, jurists, soldiers, ecologists, and similar scientific and educational, and professional profiles. In spite of everything, the theory and practice of security have developed to the point of growing into an independent scientific field within the social and humanity sciences, and to a great extent within the natural and technical and technological sciences. Therefore, we expect security to be declared an independent scientific field within the social and humanity sciences, and this monograph to be one of the numerous and firm arguments in accomplishing that aim.
Respecting the postulates of the methodology of scientific research, professional ethics in higher education and scientific and research activities, but also the standards of the Code of Ethics of Scientific and Research Work of the Academy of Criminalistic and Police Studies, it is our duty to briefly elaborate the history of this book. Specifically, the ideas for the texts on security, endangering of security, and the methodology of exploring security phenomena, have been taken from the traditional Belgrade Security School that has been developed for years in the Education and Research Centre of the Security Institute, the former (Service, Department of) State Security, in the Security Information Agency, at the Faculty of Security Studies, University of Belgrade (former Faculty of Civil Defence, before that, Faculty of National Defence), and in police education (the Secondary School of Interior Affairs in Sremska Kamenica, the College of Interior Affairs in Zemun, Police Academy in Belgrade, and the Academy of Criminalistics and Police Studies in Zemun).
The presented scientific findings obtained scientific verification, to a smaller extent, by being published in the first and second edition of the course book National Security by the author Saša Mijaković PhD (Academy of Criminalistic and Police Studies, 2009, 2011). It was in the first three chapters of the course book (Methodological basis of national security, Security, and Endangering security), on around 100 pages. The development of scientific thought has led, over time, to the justified need for distancing the matter of the security basis/introduction to contemporary security studies from the matter of national security, and to intensive abstraction of the matter of the security basis in relation to the operationalized matter of the national security. The results of the distinction that refer to the basic categories of security are incorporated in this monograph. 
The scientific findings taken from the course book National Security (2009, 2011) constitute up to 30% of this monograph. Therefore, we strived to accomplish that Contemporary Security Studies: An Introduction to methodological, research and theoretical foundations of security meets all normative and ethic criteria of a new scientific publication, which was confirmed by the reviewers. Meanwhile, in the course book National Security (third edition, Academy of Criminalistic and Police Studies, Belgrade, 2015), these contents were, to a great extent, excluded and replaced by a new text. Finally, we were again honoured to have the publishing and copyrights remain in the hands of the Academy, to which we devoted our careers.

AB  - The reformed criminal procedural legislation of the RS successfully follows the modern
trends in the criminal procedural doctrine, especially in the area of application of the
measures of deprivation of liberty by the police and the limitation of the right to liberty
and security of a person. The new legal solutions in the RS (CPC/2011) are different both
in their conceptual definition, and by the entity that decides on the implementation of the
measures, which make the issue in question even more current, so the authors accordingly
paid special attention to the following issues: firstly, the police deprivation of liberty as an
international standard in the reformed criminal procedure legislation of the RS; Secondly,
court as a subject of decision on the legality of police deprivation of liberty in the RS;
Thirdly, empirical research into the implementation measures of police arrest in the RS and
suggestions of de lege ferenda.

AB  - Security vetting determines existence (or non-existence) of security issues for giving or for denying a security license for being entitled to a particular right. The most frequent subject to security vetting is the suitability for admission to employment in a particular state body or in schools from which members of the security sector are recruited, to advance in service, to assume responsible duties in certain state bodies, to access classified information, facilities and persons enjoying security protection and to procure weapons. However, in totalitarian regimes, this security measure may be abused in order to achieve the objectives of the regime in power. That is when intelligence agencies are abused to inflict unreasonable burdens on the life and liberty of citizens, who are most often subjected to terror and torture as a result of this. In order to prevent potential abuse, the Republic of Serbia, as a relatively young democracy, has developed a normative framework for professional and ethically correct security vetting. The latest standards for security vetting have been incorporated into the law, by-laws and regulations covering the areas of internal affairs, defense and intelligence and security services.
AB  - Bezbednosnim proveravanjem lica utvrđuje se (ne)postojanje bezbednosnih smetnji za davanje ili za uskraćivanje bezbednosne dozvole za ostvarivanje konkretnog prava. Najčešće se proverava bezbednosna podobnost za prijem u radni odnos u određeni državni organ ili u škole iz kojih se regrutuju pripadnici sektora bezbednosti, za napredovanje u službi, za postavljenje na odgovorne dužnosti u određenim državnim organima, za pristupanje tajnim podacima, objektima i licima koja uživaju bezbednosnu zaštitu i za nabavljanje oružja. Međutim, u totalitarnim režimima ova mera bezbednosti može da bude zloupotrebljena za ostvarivanje ciljeva režima na vlasti. Tada se tajne službe zloupotrebljavaju da neosnovano zadiru u život i slobode građana, nad kojima najčešće sprovode teror i torturu. Republika Srbija je, kao 'mlada demokratija', izgradila normativne okvire za profesionalno i etički ispravno bezbednosno proveravanje lica. Najnoviji standardi bezbednosnog proveravanja lica sadržani su u zakonskim i podzakonskim propisima kojima se uređuju oblasti unutrašnjih poslova, odbrane i obaveštajno-bezbednosnih službi.

Determinantna obeležja adolescentnog člana navijačke grupe

AB  - Radom se želi odgovoriti na pitanje da li postoje određujuće zajedničke karakteristike adolescenata koji se priključuju navijačkim grupama. Osnova za to biće rezultati statističke analize podataka prikupljenih istraživanjem u periodu 2012–2014. godine. Uzorak je obuhvatio učenike sa teritorije Republike Srbije iz 12 gradova koji su imali prvoligaške fudbalske klubove u sezoni odigranoj 2012/2013. godine. Anketirano je 3662 učenika. Analiza prikupljenih podataka pokazala je da se mladi član navijačke grupe može opisati kao muškarac koji učestvuje u sukobima zbog pogrešno usmerenih navijačkih strasti, koji zloupotrebljava narkotike i protiv kojeg je policija podnosila krivične prijave nakon privođenja zbog navijačkog nasilja. On smatra da je dovoljno upoznat sa problemom navijačkog nasilja i njegovim posledicama i ne želi da se dodatno edukuje, ali i prepoznaje rasističke ispade kada se dese na sportskim borilištima.

AB  - The goal of the research was to determine if the various political and parapolitical groups and organizations are taking advantage of football club fans in Republic of Serbia for political purposes. The research was conducted during football Championships in Serbia (2011 and 2012 year) using interviewing technique-survey, on a sample of 268 fans. The results unambiguously indicate that fans were participating in public meetings of non-sports character, such as riots which have political background.

Trendi tatvin motornih vozil v Republiki Srbiji in drugih evropskih državah

AB  - Na mednarodnem področju si močno prizadevajo ugotavljati obseg in trende tatvin motornih vozil na podlagi
policijskih podatkov in na podlagi raziskav viktimizacije. Raziskave razlik v višini stopnje tatvin motornih vozil
med posameznimi državami so še na začetni stopnji, zato je namen te raziskave ugotoviti specifičnosti trenda tatvin
motornih vozil v Srbiji v primerjavi z drugimi evropskimi in zlasti bližnjimi državami ter značilnosti te kriminalne
dejavnosti in uslužbencev policije, ki se ukvarjajo z njenim odkrivanjem. Raziskava zajema obdobje 2002–2011.
Analizirani podatki kažejo, da je v Srbiji prisoten trend upadanja evidentiranih tatvin motornih vozil, da se je število
tatvin motornih vozil na 100.000 prebivalcev v Evropi zmanjševalo v povprečju linearno za 13,52, v Srbiji pa za 1,36
na leto. Podobno velja tudi za bližnje države, razen za Bolgarijo, kjer se je trend tatvin povečal. Analiza je pokazala
statistično pomembno razliko med povprečno stopnjo tatvin motornih vozil po eni strani v Evropi, po drugi strani pa
v Srbiji, na Hrvaškem, v Sloveniji, Bolgariji in na Madžarskem. Statistično pomembna razlika je tudi med Madžarsko
na eni strani ter Srbijo, Hrvaško, Slovenijo in Bolgarijo na drugi strani, medtem ko med Srbijo, Hrvaško, Slovenijo in
Bolgarijo ni statistično pomembne razlike.
AB  - At the international level, significant efforts are being made towards reviewing the scope and trend of motor vehicle theft, based on
police records and prior research on victimization. Since comparative research on the rate of motor vehicle theft between countries is
still in its infancy, this study aims to examine the specifics of trends of motor vehicle theft in Serbia in comparison to other European
countries. The research is especially focused on the characteristics of criminal activities and police officers, who are fighting against
this form of crime in Serbia and its neighbouring countries. The research covers the period from 2002 to 2011 and the analyses show
that there is a trend of reducing registered motor vehicle theft in Serbia. Furthermore, the number of motor vehicle thefts per 100.000
inhabitants in Europe has decreased linearly, averaging about 13.52 per year. This trend of motor vehicle thefts is also present in Serbia
(1.36 per year) and neighbouring countries, with exception of Bulgaria, where number of motor vehicle thefts is increasing. Results
show that there are statistically significant differences between the average rates of motor vehicle theft in Europe and the average rates
of motor vehicle theft in Serbia, Croatia, Slovenia, Bulgaria and Hungary. Moreover, statistically significant differences exist between the
rate of motor vehicle theft in Hungary and the rates of motor vehicle theft in Serbia, Croatia, Slovenia and Bulgaria, while no statistically
significant differences were observed between Slovenia, Croatia, and Bulgaria.

AB  - At the international level, significant efforts are being made towards reviewing the scope and trend of motor vehicle theft, based on police records and prior research on victimization. Since comparative research on the rate of motor vehicle theft between countries is still in its infancy, this study aims to examine the specifics of trends of motor vehicle theft in Serbia in comparison to other European countries. The research is especially focused on the characteristics of criminal activities and police officers, who are fighting against this form of crime in Serbia and its neighbouring countries. The research covers the period from 2002 to 2011 and the analyses show that there is a trend of reducing registered motor vehicle theft in Serbia. Furthermore, the number of motor vehicle thefts per 100.000 inhabitants in Europe has decreased linearly, averaging about 13.52 per year. This trend of motor vehicle thefts is also present in Serbia (1.36 per year) and neighbouring countries, with exception of Bulgaria, where number of motor vehicle thefts is increasing. Results show that there are statistically significant differences between the average rates of motor vehicle theft in Europe and the average rates of motor vehicle theft in Serbia, Croatia, Slovenia, Bulgaria and Hungary. Moreover, statistically significant differences exist between the rate of motor vehicle theft in Hungary and the rates of motor vehicle theft in Serbia, Croatia, Slovenia and Bulgaria, while no statistically significant differences were observed between Slovenia, Croatia, and Bulgaria.

abstract = "At the international level, significant efforts are being made towards reviewing the scope and trend of motor vehicle theft, based on police records and prior research on victimization. Since comparative research on the rate of motor vehicle theft between countries is still in its infancy, this study aims to examine the specifics of trends of motor vehicle theft in Serbia in comparison to other European countries. The research is especially focused on the characteristics of criminal activities and police officers, who are fighting against this form of crime in Serbia and its neighbouring countries. AB  - Purpose: This paper examines problems and benefits from actual police activities in local crime prevention in Serbia. Methods: The research is based on analysis of normative-legal framework, strategies, programs and plans that regulate the actions of police in crime prevention at community level in Serbia, analysis of reports on implemented preventive activities of the Ministry of Internal Affairs of the Republic of Serbia and analysis of the available literature. Findings: The data show that there is a need for further normative-legal regulation partnerships between police and other entities at local community in Serbia, as well as need to undertake further efforts in order to define specific prevention programs and plans in local communities based on a systematic analysis of the problems that lead to crime and disorder. Research limitations: More extensive studies on preventive police activities at the community level are necessary in Serbia, as the current state of knowledge is largely based on analysis of preventive policing practices in other countries, especially the Anglo-Saxon countries. Originality: Research results have identified good practices, as well as problems related to the community policing in Serbia. Identified problems should be addressed in further development of community policing strategies in Serbia.

AB  - Contemporary migrations are featured not only by internal or international movement of people for existential reasons. Nowadays, there are economic migrants, refugees from conflict zones, politically persecuted asylum seekers and ecological migrants. This comes up to be a global problem, often linked to transnational organized crime and terrorism, which certainly has many security implications for contemporary society, the state and the international community. If we take into account the fact that contemporary migrations take on the characteristics of globalism and organization and become increasingly mass, it is clear that the risks and consequences for human, national and international security are multiplied. In this regard, the paper will make a reference to the typology and the effects of the security risks of contemporary migrations.
AB  - Savremene migracije nisu više samo prosto unutrašnje ili međunarodno kretanje stanovništva iz egzistencijalnih razloga (ekonomski migranti, izbeglice iz konfliktnih zona, politički progonjeni azilanti i ekološki migranti). Danas je to globalni problem, koji je često povezan sa transnacionalnim organizovanim kriminalom i terorizmom, što svakako ima brojne bezbednosne implikacije po savremeno društvo, državu i međunarodnu zajednicu. Ukoliko se u obzir uzme i to da savremene migracije poprimaju obeležja globalnosti, organizovanosti i masovnosti, jasno je da su rizici i posledice po ljudsku, nacionalnu i međunarodnu bezbednost višestruko uvećani. S tim u vezi, u radu će biti učinjen osvrt na tipologizaciju i efekte bezbednosnih rizika savremenih migracija. PR Projekat Ministarstva nauke Republike Srbije, br. 179045: Razvoj institucionalnih kapaciteta, standarda i procedura za suprotstavljanje organizovanom kriminalu i terorizmu u uslovima međunarodnih integracija, projekat: Upravljanje policijskom organizacijom u sprečavanju i suzbijanju pretnji bezbednosti u Republici Srbiji, koji finansira i realizuje Kriminalističko-policijska akademija u Beogradu u okviru ciklusa naučnih istraživanja 2015-2019. godine.

Challenges to identity in the context of terrorist attack in Paris 2015

AB  - Unprecedented wave of refugees seeking for a refuge in Europe during 2015, most of them being Muslims, intensified the already existing intolerance to immigration. Among some of the Europeans, immigrations are constructed as a threat to their personal employment, standard of living, the welfare state and the national economy, but also as a threat to their own (personal and collective) European and Christian identity. Such circumstances are favorable for the development of racism and xenophobia among domicile population, but they also lead to reactions of immigrants to whom certain rights, freedoms and protection by international law are guaranteed. At the same time, the Islamist terrorist organizations abuse negative reaction of Europeans to the migrant crisis as an excuse to carry out terrorist attacks. However, attacks are actually regarded as a kind of retaliation for NATO's involvement in the bombing of Afghanistan, Iraq and Syria, conducted primarily by the so-called Islamic State, and a kind of rebellion against cultural domination and influence of the West over Islamic societies and against Western resistance to the creaton of Islamic State. Such a terrorist attack took place in Paris in late 2015. It further intensified tensions that are generally based on different identities of Muslims, on one side, and nationalists: extreme right-wingers and especially neo - Nazis, the so-called 'guardians of Christianity and Europe', on the other side. In this regard, the paper reviews the politicization and abuse of Islam (otherwise very peaceful and tolerant religion) for terrorist purposes, which as a consequence, unjustifiably stigmatize all Muslims, as well as the reaction of Europeans to these events.
AB  - Nezapamćeni talas izbeglica koje su tražile utočište u Evropi tokom 2015. godine, a koje su najvećim delom muslimani, kod pojedinih Evropljana pojačao je već postojeće doživljavanje imigracije kao pretnje ličnom zaposlenju, životnom standardu, socijalnoj državi i nacionalnoj ekonomiji, ali i kao ugrožavanje sopstvenog (ličnog i kolektivnog) - evropskog i hrišćanskog identiteta. Takve okolnosti pogoduju razvoju rasizma i ksenofobije kod domicilnog stanovništva, ali dovode i do reakcije imigranata kojima međunarodno pravo garantuje izvesna prava, slobode i zaštitu. Istovremeno, islamističke terorističke organizacije zloupotrebljavaju negativnu reakciju Evropljana na migrantsku krizu kao izgovor za vršenje terorističkih napada, iako su napadi zapravo odmazda za angažovanje NATO snaga u bombardovanju Avganistana, Iraka i Sirije, a pre svega tzv. Islamske države, odnosno vid borbe protiv kulturološke dominacije i uticaja globalnog Zapada na islamski svet i 'put' stvaranja islamskih država. Jedan od takvih mučkih terorističkih napada dogodio se u Parizu krajem 2015. godine. To je dodatno podgrejalo tenzije koje su, generalno, zasnovane na različitosti identiteta muslimana s jedne i nacionalista - ekstremnih desničara, a posebno neonacista - tobožnjih 'čuvara hrišćanstva i Evrope', s druge strane. S tim u vezi, u radu je učinjen osvrt na politizovanje i zloupotrebu islama (inače veoma miroljubive i tolerantne religije) u terorističke svrhe, zbog čega su neopravdano stigmatizovani svi muslimani, kao i na reakciju Evropljana.

Премисе и смернице за израду националне стратегије Републике Србије против тероризма

AB  - Република Србија је деценијама угрожена тероризмом. Истовремено, држава Србија никада није имала јединствени стратегијски документ у којим би исказала своја општа опредељења о методама, циљевима и разлозима заштите своје територије, суверенитета, грађана, имовине и националних интереса од тероризма. Данас, у ери евроатлантских интеграција, Србија има обавезу, али и национални интерес да донесе и усвоји националну стратегију против тероризма и акциони план за спровођење ове стратегије. С тим у вези, Влада Републике Србије и Министарство унутрашњих послова формирали су мултидисциплинарну експертску радну групу с циљем израде нацрта предметне стратегије, као и предметног акционог плана. Истраживачи Криминалистичко-полицијске академије су, као чланови ове групе, дали своје виђење изгледа и садржаја ових стратегијских докумената. У овом раду приказан је предлог садржаја стратегије Републике Србије против тероризма.
AB  - For decades Serbia is threatened by terrorism. At the same time, the state of Serbia has never had a single strategic document in which they expressed their general orientation about the methods, goals and reasons to protect their territory, citizens, property and national interests from terrorism. Today, in the era of European integration, Serbia has an obligation, but also a national interest issue and adopt a national strategy against terrorism and the action plan for implementing this strategy. In this regard, the government of the Republic of Serbia and the Ministry of Interior formed a multidisciplinary expert group with the aim of drafting respective strategies, as well as the present action plan. Researchers from the Academy of criminalistic and Police studies, as members of this group, gave his view of the layout and content of these strategic documents. In this paper, the proposal content strategy of the Republic of Serbia against terrorism.

abstract = "Република Србија је деценијама угрожена тероризмом. Истовремено, држава Србија никада није имала јединствени стратегијски документ у којим би исказала своја општа опредељења о методама, циљевима и разлозима заштите своје територије, суверенитета, грађана, имовине и националних интереса од тероризма. Данас, у ери евроатлантских интеграција, Србија има обавезу, али и национални интерес да донесе и усвоји националну стратегију против тероризма и акциони план за спровођење ове стратегије. С тим у вези, Влада Републике Србије и Министарство унутрашњих послова формирали су мултидисциплинарну експертску радну групу с циљем израде нацрта предметне стратегије, као и предметног акционог плана. Истраживачи Криминалистичко-полицијске академије су, као чланови ове групе, дали своје виђење изгледа и садржаја ових стратегијских докумената. У овом раду приказан је предлог садржаја стратегије Републике Србије против тероризма., For decades Serbia is threatened by terrorism. At the same time, the state of Serbia has never had a single strategic document in which they expressed their general orientation about the methods, goals and reasons to protect their territory, citizens, property and national interests from terrorism. Today, in the era of European integration, Serbia has an obligation, but also a national interest issue and adopt a national strategy against terrorism and the action plan for implementing this strategy. In this regard, the government of the Republic of Serbia and the Ministry of Interior formed a multidisciplinary expert group with the aim of drafting respective strategies, as well as the present action plan. Researchers from the Academy of criminalistic and Police studies, as members of this group, gave his view of the layout and content of these strategic documents.
