Modus operandi 'automafije' u Srbiji
Apstrakt
The paper examines the notions of 'auto theft-related crime' and 'new auto theft mafia', and analyses the modus operandi of organised crime groups in Serbia, specialised in preparing and carrying out motor vehicle theft. The analysis is based on empirical crime statistics, police files and prosecution cases. The illicit trafficking of vehicles is a form of organised crime that generates enormous profits for the perpetrators (estimated at billions of American dollars), and a feeling of insecurity that affects the general public, particularly arising from the increased used of violence. The author focuses on the ever growing 'expertise' of criminals in new technologies applied in the car industry, and emphasizes long-term investments in the constant development of a functional specialisation of organised crime groups involved in auto theft. The latest trend in the work of auto theft mafia is an increased 'contracting' of professionals with an expertise in the new mechanisms for the physi...cal and electronic protection of vehicles. The author urges that the constant development of police capacity for the efficient curbing of auto theft mafia is required, as well as is an efficient media campaign aimed at raising public awareness on the issue.
Autor u radu razmatra pojmove krađe motornih vozila i 'nove automafije', modele organizovanja, specijalizaciju i modus operandi pripadnika automafije u pripremanju i izvršenju krađe motornih vozila i u eksploataciji ukradenog vozila. Autor kroz analizu empirijske građe koja potiče iz policijske prakse ukazuje na trend diferenciranja novog sektora organizovanog kriminala poznatijeg kao 'automafija', koji se bavi protivpravnim oduzimanjem motornih vozila. Obim kriminalnih aktivnosti automafije je velik, a njihov sadržaj raznolik, pa je analiza fokusirana na aktivnosti pripreme za krađu vozila, radnje protivpravnog oduzimanja vozila i radnje eksploatisanja ukradenog vozila kao dominantne oblasti delovanja automafije. Nagli razvoj mehanizama za fizičku i elektronsku zaštitu vozila uslovili su angažovanje profesionalaca i specijalista za izvršenje pojedinih radnji krivičnih dela kojima se manifestuje krađa vozila. Autor zaključuje da jedino veće ulaganje u resurse policije i jačanje bezbedn...osne kulture građana u odnosu prema sopstvenoj imovini mogu povećati efikasnost kontrolne politike ovog vida organizovanog kriminala.
