Institutionalization of cooperative security on the example of the European Union

Abstract
At the end of the Cold War, a new concept of security - Cooperative Security Concept - developed within contemporary security studies, and it represented a new approach to achieving, preserving and enhancing security. Based on theoretical discussions regarding the concept, value and other aspects of cooperative security, the paper analyses the development of the model of cooperative security within the European Union (EU) through the gradual establishment of mutual trust as the key prerequisite for the implementation of this concept. The paper points out that, in the multipolar 21st century, the EU sets a unique example of cooperative security based on genuine trust as the highest instance of cooperation. The institutionalization of cooperation in the EU has been presented by offering an insight into the idea and concept of cooperative security and an analysis of key processes for establishing and promoting cooperation.
U hladnoratovskom međunarodnom sistemu države su se vodile sebičnim interesima i kroz nadmetanje u moći (borbu za moć) stalno tragale za apsolutnom bezbednošću, pri čemu je fizički opstanak bio je njihov najviši cilj. Postlhadnoratovske promene uticale su da države prilagode svoje interese opštim interesima kroz izgradnju novih okvira saradnje u bezbednosti. Tako se unutar studija bezbednosti razvija koncept saradnje u bezbednosti/kooperativne bezbednosti (Cooperative Security Concept), kao novi pristup u dostizanju, očuvanju i unapređenju bezbednosti. Saradnja u bezbednosti u okviru Evropske unije razvijala se postepenim uspostavljanjem uzajamnog poverenja kao ključa primene saradnje u bezbednosti. Danas, u multipolarnom XXI veku EU je primer razvijene saradnje u bezbednosti na temelju poverenja kao najviše instance saradnje. Institucionalizacija saradnje u EU je obrađena kroz uvid u koncept saradnje u bezbednosti i analizu uspostavljanja i unapređenja saradnje. U radu se ukazuje na k...ljučne procese (SFSP, ESP i CESDP) koji su doprineli da EU razvije jedinstven model saradnje u bezbednosti u svim njenim idejnim, vrednosnim i organizacionim aspektima.
