dc.description.abstractRadom se problematizuje ocenjivanje relativne efikasnosti hipotetičke organizacione jedinice policije primenom DEA metode. Kako se radi o neprofitnom entitetu, merilo efikasnosti su performanse (organizacione sposobnosti), koje se porede po godinama koje su obuhvaćene istraživanjem (2006-2010. godina) za jednu istu organizacionu jedinicu policije. Cilj toga je da se na osnovu tri ulaza (input-a) i tri (output-a), identifikuju: (1) godine tokom kojih je hipotetička organizaciona jedinica policije relativno efikasna, odnosno neefikasna, (2) uzroci njene eventualne neefikasnosti i (3) daju smernice za potrebna poboljšanja njenog rada i time objasni primena DEA metode u navedene svrhe. Istraživanjem je pokazano da je hipotetička organizaciona jedinica u 2006, 2007. i 2008. godini bila relativno efikasna, dok je u 2009. i 2010. godini relativno neefikasna. Da bi ponovo postala relativno efikasna, posmatrana jedinica mora da smanji input-e pri datom nivou output-a ili da poveća output-e ne menjajući input-e, shodno orijentaciji DEA modela. Jedna od mogućnosti za to je da jedinica zadrži postojeći broj zaposlenih (socijalni momenat, solidarnost), ne menjajući troškove zarada, uz nastojanje da se smanje troškovi službenih putovanja, uz zadržavanje nivoa aktuelnih output-a.sr
dc.description.abstractThe paper considers the assessment of the relative efficacy of hypothetical organizational units (HOJ) of the polic using (Data envelopment analysis– DEA) methods. Since this is a non-profit entity, the criterion of efficiency of performance (organizational skills) to be compared by years covered by the study (2006-2010, years). The aim is to be based on three inputs and three outputs, identify: (1) the year during which the hypothetical organizational unit of the police more effective or less effective, (2) possible causes of inefficiency and (3 ) provide guidelines for necessary improvements of its work. In addition, the DEA method allows appreciation of managers preferences. Starting from the principle of economy– to achieve maximum results with minimal investment– target activity observed hypothetical organizational units of the rational use of resources and more efficient and better quality public services. In modern conditions, the police is faced with very strict requirements. The police are asking for the increasing level of security with all (as) less expenditure for the police (to the necessary performance builds and maintains with as less use of resources), as well as increasing the level of respect and protection of human rights. the same time, the police is required to complete capability in a complex and highly unstable environment implements the defined mission, goals and tasks. The results are presented for different variants (combinations) input and output and, thus confirming the fact that data envelopment analysis can give very different analysis and evaluation of the efficiency and inefficiency. Research has shown that the hypothetical organizational unit in 2006, 2007 and 2008 were more effective, while in 2009 and 2010, less efficient. In order to become effective, must either reduce the input-e at a given level of output or to increase the output is not changing the input-e, according to the orientation of the DEA model. In this social and economic situation is justified to maintain the existing number of employees (social moment, solidarity), without changing the wage bill, and efforts to reduce travel costs with current output-e. This statement clearly indicates that it is a reduction of input-and at a given level of output, that is, the word of the input-oriented model. Further research on this topic should be directed towards increasing the period of observation and units that take part in it, because it would certainly increase the discriminatory power of data envelopment analysis, and the results would certainly not be repeated. In any case, the benefits of data envelopment analysis, could in the coming period to be significant for the development of the Ministry of Internal Affairs of the Republic of Serbia and the public sector in the Republic of Serbia at all.en
