Sporazum o razmeni bezbednosnih informacija i okvirni sporazum o uključivanju u civilne i vojne misije EU: perspektiva za srpsku vojsku i policiju

Abstract

Ministar unutrašnjih poslova Republike Srbije i visoki predstavnik EU za spoljnu politiku i bezbednost potpisali su sporazume o razmeni i zaštiti bezbednosnih informadja 26. maja 2011. godine i Okvirni sporazum o uključivanju u civilne i vojne misije pod vođstvom EU u Beogradu. To je dalo priliku da Srbija razmenjuje informacije od značaja za sopstvenu bezbednost sa državama EU i, time, deo svoje nadležnosti i suvereniteta poveri EU. S druge strane, potpisivanjem ovih sporazuma data je mogućnost srpskoj policiji i vojsci, kao i bezbednosnim službama, da blisko sarađuju sa svojim kolegama iz EU. Takođe, srpskoj vojsci i policiji pruža se mogućnost da učestvuju u civilnim i vojnim operacijama uspostavljanja, održanja i unapređenja mira pod patronatom EU. U perspektivi, to može biti od velike koristi za bezbednosne snage Republike Srbije , ali i veliki izazov za državu da se i u ovoj dimenziji svojih poslova iskaže kao ravnopravan partner u budućem članstvu u EU.

Ministers of Internal and Foreign Affairs of the Republic of Serbia and the EU High Representative for Common Foreign and Security Policy, signed the Agreement on the Exchange and Protection of Security Information and the Framework Agreement on the Participation in Civilian and Military Peacekiping Missions led by the EU in Belgradeon May 26, 2011. This gave an opportunity for Serbia to share information relevant to their own security with the countries of the EU and thus part of its delegated authority and sovereignty of the EU. On the other hand, the signing of these agreements, given the possibility of the Serbian police and army and security services to work closely with their counterparts from the EU. Also, the Serbian army and police are given the opportunity to participate in civil and military operations to establish, maintain and promote peace under the auspices of the EU. In retrospect, this may be of great benefit to the security forces of Serbia, but also a great challenge for the state to be in this dimension of their work show as an equal partner in their future membership in EU.
