AB  - The problem of spatial data infrastructure interoperability is complex, and must be considered from several aspects. Interabilnost in response to the problem of spatial data infrastructure heterogeneity and spatial data themselves require a multidisciplinary and empirical approach to the solution. Interoperability can be defined from the technical, semantic, organizational, legal, political and human aspects. Achieve harmonization and interoperability of spatial data infrastructure directly related to the implementation of standards. The implementing rules should be based, wherever possible, on international standards.
AB  - Problem interoperabilnosti infrastrukture prostornih podataka je složen, te ga je potrebno razmatrati sa više aspekata. Interabilnost kao odgovor na problem heterogenosti infrastrukture prostornih podataka i samih prostornih podataka zahteva multidisciplinaran i empirijski pristup u rešenju. Interoperabilnost se može definisati sa tehničkog, semantičkog, organizacionog, pravnog, političkog i ljudskog aspekta. Postizanje harmonizacije i interoperabilnosti infrastrukture prostornih podataka direktno zavisi od implementacije standarda. Pravila implementacije potrebno je zasnivati, uvek kada je moguće, na međunarodnim standardima.

A model of geo-topographic support for police units in reestablishing public order following large-scale violations

AB  - The paper includes theoretical considerations and attempts at defining terms such as public order, public meeting, small-scale violation of public order, large-scale violation of public order, strike, demonstrations, riots and armed rebellion, and analyzes the current state regarding geo-topographic prerequisites for deploying police units specialized for certain security assignments, i.e. it gives an analysis of experiences gained in both domestic and foreign police actions and interventions aimed at reestablishing public order in the cases of large-scale violations. Furthermore, an original model of ensuring the use of police units has been offered with a view to contributing to efficiency and effectiveness of interventions aimed at reestablishing public order in city squares in the cases of large scale violations. The model includes the designing of specific-purpose geo-topographic materials, such as registers of buildings and facilities of particular significance for the police engaged in the said activities. The model is digital with 3D projection and also includes improvements of the existing digital geodetic and ortho-photo plans in a GIS environment with the use of stare-of-the-art positioning devices, in keeping with specific requirements of contemporary policing.
AB  - U radu se, pored teorijskog razmatranja i jednoznačnog shvatanja pojmova javni red i mir, javni skup, narušavanje javnog reda i mira u manjem obimu, narušavanje javnog reda i mira u većem obimu, štrajk, demonstracije, građanski neredi, oružana pobuna, vrši analiza postojećeg stanja geo-topografskog obezbeđenja upotrebe jedinica policije namenjenih za izvršavanje posebnih bezbednosnih zadataka, tj. izvršena je analiza iskustava u izvedenim akcijama i intervencijama policije kod nas i u svetu na uspostavljanju narušenog javnog reda i mira u većem obimu. Nakon toga, dat je originalni model obezbeđenja upotrebe jedinica policije koji bi trebalo da doprinese efikasnijoj i efektivnijoj intervenciji na uspostavljanju narušenog javnog reda i mira u većem obimu na primeru gradskih trgova. Model obuhvata izradu namenskih geo-topografskih materijala kao što su katastri zgrada i objekata od posebnog značaja za policiju u tretiranoj tematici, i to u digitalnom obliku sa obaveznim 3D prikazom, kao i dopunu postojećih digitalnih geodetskih i ortofoto planova u nekom od GIS okruženja i uz pomoć savremenih uređaja za pozicioniranje, shodno savremenim i specifičnim potrebama policije.
